Information Policies in Spain: Towards the New “Information Society”

The concept of a society based on information and knowledge is becoming the norm in every country, including Spain. The need to have well-designed information policies that allow us to come to terms with the new upsurge of media, technology and services that has taken place in our society is discussed first. Information policies required by these changes in society have been implemented in Spain and are described in relation to the new challenges of the “Society of Knowledge.” Similarly, the background and past efforts made in the field of information policy in Spain are analysed, along with the latest government projects that comprise an attempt to get this country to form part of the “Information Society” with the help of the supra-national information policy of the European Union

La calidad en la Enseñanza Universitaria

El autor nos ofrece una visión panorámica de la calidad de la enseñanza universitaria a través de este artículo. Sus aportaciones están encaminadas al logro de una educación superior eficaz y eficiente tanto para los alumnos, docentes y los recursos que se emplean para su consecución. De ahí la incorporación de la denominada «evaluación institucional» de tan actualidad y vigencia en estos últimos tiempos. Se aboga por una educación basada en la igualdad de oportunidades para todos en pro de la calidad universitaria entendida como aptitud para el logro de los objetivos planteados, adecuación al mundo del mercado laboral, innovación organizativa, satisfacción del usuario, etc. En definitiva, se trata de buscar el cambio y las modificaciones necesarias tomando como referente la calidad aunque suponga un valor añadido a todo lo demás.The author offers a panoramic vision of university teaching quality via this article. His contributions are aimed at the achievement of a higher, effective and efficient education for students, teachers, and the resources used for its accomplishment. Hence the incorporation of the called “institutional evaluation”, a very current and valid term in these times. An education based on equality of opportunities for everyone is defended here, in favour of the university quality understood as the ability to achieve the objectives, the adjustment to the labour market world, organizational innovation, user satisfaction, etc. All in all, it means the search for change and necessary modifications, taking quality as a referent, even though it supposes an additional factor to all the others

La qualitat de l'educació en el Projecte per a la Reforma de l'Ensenyament

La définition du profil de la qualité du "produit" issu des institutions éducatives constitue un des objectifs fondamentaux de tout project de reforme éducative. Cependant, la difficulté posée par un tel objectif fait que la question de la qualité de I'éducation soit, malgré la séduction politique qu'elle exerce, objet d'imprecisions dues a I'absence d'univocité de ce concept et de la tentative politique d'éluder un engagement idéologique. Cette étude anaIyse différentes conceptualisations de la qualité de I'éducation et défend la nécessité de préciser et cerner le concept de produit éducatif. Ensuite, elle examine les indicateurs de qualité explicités dans le Proyecto de Reforma de la Enseñanza, par rapport aux objectifs généraux de chacune des étapes éducatives. Cette anaIyse dévoile une conception imprécise et mutilée de la qualité de I'éducation.Defining the profile and quality of the "outpur of institutions is one of the main goals of any educational reform project. However, the difficulty posed by such an objective makes the issue of the quality of education, in spite of its political attractiveness, an object of imprecision as a result of the lack of singlemindedness regarding it and the political attempt to evade an ideological commitment. This article looks at different conceptualizations of the quality of education and defends the need to state clearIy and delimit the concept of educational output. Then it examines the quality indicators contained in the Educational Reform Project in the light of the general goals for each educational stage. Out of this analysis comes an imprecise, mutilated conception of the quality of education.Definir el perfil y calidad del ·producto· egresado de las instituciones constituye uno de los objetivos básicos de cualquier proyecto de reforma educativa. Sin embargo, la dificultad que plantea tal objetivo hace que el tema de la calidad de la educación, pese a su atracción política, sea objeto de imprecisiones como consecuencia de la falta de univocidad en el mismo y del intento político de soslayar un compromiso ideológico. En este trabajo se analizan diferentes conceptualizaciones de la calidad de la educación, defendiéndose la necesidad de precisar y acotar el concepto de calidad que se explicitan en el Proyecto de Reforma de la Enseñanza a la luz de los objetivos generales para cada una de las etapas educativas.
