    L'objectif de cet article est dÂŽanalyser les alĂ©as des variables de pouvoir et d'action publique dans la recherche de solutions aux problĂšmes publics Ă  travers l'idĂ©ation, la formulation et la mise en Ɠuvre des politiques publiques. Utilisant une mĂ©thode d'analyse qualitative, l'article soutient que le pouvoir et l'action publique cristallisent la nature des solutions aux problĂšmes publics. Cela indique que les politiques publiques constituent aujourd'hui le cordon ombilical entre la sociĂ©tĂ© et l’État Ă  travers l'exercice du pouvoir par le gouvernement. En d'autres termes, les politiques publiques ne sont pas des outils ambigus, mais plutĂŽt la mise en Ɠuvre de certaines orientations et styles de gouvernement, ce qui est d'une importance transcendantale car, dans leur dimension fondamentalement empirique, les politiques publiques ont le pouvoir d’inverser, de renforcer ou d'inhiber la capacitĂ© d'autres mĂ©canismes qui conduisent au bien-ĂȘtre individuel et collectif. Avec une mĂ©thode d'analyse qualitative, nous concluons que les politiques publiques nĂ©cessitent d’une vision holistique, plus alignĂ©e sur les compĂ©tences multidimensionnelles, individuelles et collectives, tant du gouvernement que des citoyens.   The objective of this article is to analyze the ups and downs of the variables of power and public action in the search for solutions to public problems through the ideation, formulation and implementation of public policies. Using a qualitative method of analysis, the article argues that power and public action crystallize the nature of solutions to public problems. This indicates that public policies today constitute the umbilical cord between society and the State through the exercise of power by the government. In other words, public policies are not ambiguous tools, but rather put into action certain orientations and styles of government, which is of transcendental importance because in its fundamentally empirical dimension, public policies have the power to reverse, enhance or inhibit the capacity of other mechanisms that lead to individual and collective well-being. With a qualitative analysis method, we conclude that public policies require a holistic vision, more aligned towards the multidimensional, individual and collective competencies, both of the government as well as of the citizenry

    Small time scale plankton structure variations at the entrance of a tropical eutrophic bay (Guanabara Bay, Brazil)

    A dinĂąmica dos vĂĄrios compartimentos do plĂąncton foi avaliada durante uma sĂ©rie de curta duração na entrada da baĂ­a de Guanabara (SE do Brasil), com o objetivo de estimar suas correlaçÔes trĂłficas. A biomassa e eficiĂȘncia fotossĂ­ntĂ©tica das trĂȘs fraçÔes do fitoplĂąncton (picoplĂąncton: < 2”m, nanoplĂąncton: 2-20”m e microplĂąncton: &gt; 20”m), juntamente com a composição e abundĂąncia do nano-e microplĂąncton auto-e heterĂłtrofos e do mesozooplĂąncton, foram determinadas em uma estação fixa durante 3 dias consecutivos, a intervalos de 3h, nas camadas de superfĂ­cie e de fundo (20m). A variabilidade de quase todos os compartimentos do plĂąncton na superfĂ­cie foi diretamente relacionada Ă  temperatura, indicando forte influĂȘncia da circulação da entrada da baĂ­a na estrutura planctĂŽnica. Na camada superficial, o mesozooplĂąncton parece ser alimentado pelo nano-e picoplĂąncton autĂłtrofos, esse Ășltimo sendo sustentado pelo microzooplĂąncton. PrĂłximo ao fundo, o microplĂąncton auto-e heterĂłtrofo estĂŁo possivelmente sustentando a biomassa mesozooplanctĂŽnica. Nossos resultados sugerem, portanto, que na entrada da baĂ­a de Guanabara esteja estabelecida uma rede trĂłfica multĂ­vora, i.e., uma combinação entre as cadeias microbiana e de pastagem.The dynamics of the plankton compartments at the entrance of Guanabara Bay (SE Brazil) were assessed during a short-term temporal survey to estimate their trophic correlations. Size-fractioned phytoplankton (picoplankton: < 2”m, nanoplankton: 2-20”m and microplankton: &gt; 20”m) biomass and photosynthetic efficiency, composition and abundance of the auto-and heterotrophic nano-and microplankton, and mesozooplankton were evaluated at a fixed station for 3 consecutive days at 3-h intervals, in the surface and bottom (20m) layers. The variability of almost all plankton compartments in the surface layer was directly dependent on temperature, indicating the great influence of the circulation at the entrance of the bay on plankton structure. In the surface layer, the mesozooplankton seems to be sustained by both autotrophic nano-and picoplankton, this last being channeled through the microzooplankton. Near the bottom, both auto-and heterotrophic microplankton are probably supporting the mesozooplankton biomass. Our findings thus suggest that the entrance of Guanabara bay presents a multivorous food web, i.e., a combination of both grazing and microbial trophic pathways

En ce sens, l’objectif de cet article est dÂŽanalyser les alĂ©as des variables de pouvoir et d'action publiques afin de &nbsp;chercher les solutions aux problĂšmes publics Ă  travers l’idĂ©ation, la formulation et la mise en Ɠuvre des politiques publiques. Dans le cadre de cet article, nous n’entrerons pas dans des Ă©tudes de cas particuliers pour exemplifier notre argumentation. Utilisant une mĂ©thode d'analyse qualitative, l'article soutient que le pouvoir et l'action publique cristallisent la nature des solutions aux problĂšmes publics. Cela indique que les politiques publiques constituent de plus en plus, le cordon ombilical entre la sociĂ©tĂ© et l’État Ă  travers l’exercice du pouvoir par le gouvernement. Nous concluons que les politiques publiques nĂ©cessitent d’une vision holistique, plus alignĂ©e sur les compĂ©tences multidimensionnelles, individuelles et collectives, tant du gouvernement que des citoyens. &nbsp; Public policies are not ambiguous tools, but rather the implementation of certain directions and styles of government; this is of transcendental importance because, in their fundamentally empirical dimension, public policies have the power to reverse, enhance or inhibit the capacity of other mechanisms that lead to individual and collective well-being. In this sense, the objective of this article is to analyze the vagaries of the variables of power and public action in order to seek solutions to public problems through the ideation, formulation and implementation of public policies. In the context of this article, we will not go into specific case studies to exemplify our argument. Using a qualitative method of analysis, the article argues that power and public action crystallize the nature of the solutions to public problems. This indicates that public policy increasingly constitutes the umbilical cord between society and the state through the exercise of power by government. We conclude that public policies require a holistic vision, more aligned with the multidimensional, individual and collective skills of both government and citizens

    Morphological description of the southeastern Cyprus outer shelf and slope regions (eastern Mediterranean)

    We present here the first results of the analysis and interpretation of the swath bathymetry and side scan sonar data collected along the southeastern outer shelf and upper slope regions of the Cyprus insular margin (offshore Cape Greco). The resultant bathymetric model and the derivatives (e.g.: slope, aspect, benthic position index) are presented and analyzed in order to describe the morphology of the seabed and the main geomorphological features through quantitative indicators including morphometric indexes and statistical descriptors. The presence of deep sea coral communities (Dendrophylia ramea) in a particular location of the surveyed area is also discussed and tentatively related to the landscape morphology where the colonies are settle

    The eruptive chronology of the Yucamane-Calientes compound volcano: a potentially active edifice of the Central Andes (Southern Peru)

    We have reconstructed the eruptive chronology of the Yucamane–Calientes compound volcano in southern Peru based on extensive fieldwork and a large dataset of geochronological (40K–40Ar, 40Ar–39Ar, U-Pb and 14C) and geochemical (major and trace element) analyses. This compound volcano is composed of two edifices that have experienced discontinuous volcanic activity from the Middle Pleistocene to the Holocene. The Calientes volcano has been constructed in four successive stages: Calientes I is composed of andesitic lava flows that were dated at ~500 ka. Then, the Callazas ignimbrite (Calientes II stage) was emplaced (~160-190 ka), followed by the main cone-building stage (Calientes III), which was dated at ~125 ka. Finally, the Holocene Caliente domes were emplaced and represent the last eruptive products of this edifice. The Yucamane volcano has been constructed in three stages: Yucamane I stage consists of a sequence of andesitic lava flows exposed at the base of the volcano with an age older than 37-40 ka. Yucamane II stage (~36-24 ka) comprises a thick sequence of block-and-ash deposits that represents a dome-growth episode that predates the younger Yucamane cone (Yucamane III stage) since 20-25 ka. During the Holocene, the Yucamane had shown vulcanian to sub-Plinian activity resulting in the emplacement of tephra fallout and pyroclastic density current deposits. The last sub-Plinian eruption occurred ca. 3085 ± 35 aBP and emitted a pumice fall deposit associated with a pumice flow deposit. Most samples from the Calientes volcano are andesites and dacites (60.1-67.7 wt.% SiO2), while rocks of the Yucamane volcano correspond to basic andesites to dacites (53.4-66.9 wt.% SiO2). These rocks show a mineral assemblage of plagioclase, amphibole, biotite, ortho- and clino-pyroxene, olivine, and Fe-Ti oxides. All of the analyzed samples belong to a high-K, calc-alkaline series. Calientes volcano erupted mostly andesitic magmas and is punctuated by rare eruptions involving silica-rich magmas. In contrast, Yucamane volcano displays a different pattern, characterized by a gradual decrease of silica content through post-glacial time, from moderate (VEI <=2) vulcanian events comprising basic andesitic magmas to the large (VEI 3) sub-Plinian eruption of ~3 ka, involving andesitic magma. On the basis of this recurrent low-to-moderate explosive activity, Yucamane must be considered as an active and potentially threatening volcano, which may affect the province of Candarave with about 12 000 inhabitants
