Academic research groups: evaluation of their quality and quality of their evaluation
In recent years, evaluation of the quality of academic research has become an
increasingly important and influential business. It determines, often to a
large extent, the amount of research funding flowing into universities and
similar institutes from governmental agencies and it impacts upon academic
careers. Policy makers are becoming increasingly reliant upon, and influenced
by, the outcomes of such evaluations. In response, university managers are
increasingly attracted to simple indicators as guides to the dynamics of the
positions of their various institutions in league tables. However, these league
tables are frequently drawn up by inexpert bodies such as newspapers and
magazines, using rather arbitrary measures and criteria. Terms such as
"critical mass' and "metrics" are often bandied about without proper
understanding of what they actually mean. Rather than accepting the rise and
fall of universities, departments and individuals on a turbulent sea of
arbitrary measures, we suggest it is incumbent upon the scientific community
itself to clarify their nature. Here we report on recent attempts to do that by
properly defining critical mass and showing how group size influences research
quality. We also examine currently predominant metrics and show that these fail

Toward a Social Practice Theory of Relational Competing
This paper brings together the competitive dynamics and strategy-aspractice literatures to investigate relational competition. Drawing on a global ethnography of the reinsurance market, we develop the concept of micro-competitions, which are the focus of competitors’ everyday competitive practices. We find variation in relational or rivalrous competition by individual competitors across the phases of a micro-competition, between competitors within a micro-competition, and across multiple micro-competitions. These variations arise from the interplay between the unfolding competitive arena and the implementation of each firm’s strategic portfolio. We develop a conceptual framework that makes four contributions to: relational competition; reconceptualizing action and response; elaborating on the awareness-motivation-capability framework within competitive dynamics; and the recursive dynamic by which implementing strategy inside firms shapes, and is shaped by, the competitive arena
Seaborne Trade between South Asia and Southeast Asia
This paper examines the seaports responsible for handling the majority of trade around the Bay of Bengal and identifiesthe projects that will enable trade and contribute to improving maritime infrastructure. It reviews the nature, potential evolution,and primary types of maritime trade around the bay, and analyzes the ships carrying that trade. It also reviews the potential changes that would have a significant impact on trade patterns, with special consideration of the Indian East Coast Corridor study. The paper likewise examines the main ports on the Bay of Bengal to understand their history, regulatory regimes, purpose, capabilities, primary specifications, constraints, productivity, fitness for purpose when compared to other ports in comparable situations, and their opportunities to improve and develop. Finally, the paper develops strategic options through which the seaports around the baycan adjust and develop to support the evolution of trade. The paper provides policy recommendations on how constraints can be addressed
Regularizing Portfolio Optimization
The optimization of large portfolios displays an inherent instability to
estimation error. This poses a fundamental problem, because solutions that are
not stable under sample fluctuations may look optimal for a given sample, but
are, in effect, very far from optimal with respect to the average risk. In this
paper, we approach the problem from the point of view of statistical learning
theory. The occurrence of the instability is intimately related to over-fitting
which can be avoided using known regularization methods. We show how
regularized portfolio optimization with the expected shortfall as a risk
measure is related to support vector regression. The budget constraint dictates
a modification. We present the resulting optimization problem and discuss the
solution. The L2 norm of the weight vector is used as a regularizer, which
corresponds to a diversification "pressure". This means that diversification,
besides counteracting downward fluctuations in some assets by upward
fluctuations in others, is also crucial because it improves the stability of
the solution. The approach we provide here allows for the simultaneous
treatment of optimization and diversification in one framework that enables the
investor to trade-off between the two, depending on the size of the available
data set

Guidance does not specify which typing technique is most practical to base decisions on. Aim: We explore the usefulness of whole genome sequencing (WGS) in the investigation of a Pseudomonas aeruginosa outbreak describing how it compares with pulsed-field gel electrophoresis (PFGE) and variable number tandem repeat (VNTR) analysis. Methods: Six patient isolates and six environmental samples from an Intensive Care Unit (ICU) positive for P. aeruginosa over two years underwent VNTR, PFGE and WGS. Findings: VNTR and PFGE were required to fully determine the potential source of infection and rule out others. WGS results unambiguously distinguished linked isolates giving greater assurance of the transmission route between wash hand basin (WHB) water and two patients supporting control measures employed. Conclusion: WGS provided detailed information without need for further typing. When allied to epidemiological information it can be used to understand outbreak situations rapidly and with certainty. Implementation of WGS in real-time would be a major advance in day-to-day practice. It could become a standard of care as it becomes more widespread due to its reproducibility and reduction in costs.Publisher PDFPeer reviewe
