    Fragmented participation in management of the fishery for small pelagic fish in South Africa – inclusion of small-rights holders is a complex matter

    The reasons why most small-rights holders do not participate in management of the fishery for small pelagic fish (‘small pelagics’) in South Africa, despite legislation and policy encouraging their participation, were analysed. Membership of the Small Pelagics Management Working Group (SPMWG), the main participatory governance organ, is limited to representatives of recognised stakeholder associations. Rights holders therefore have to belong to a stakeholder association, which then selects a member or members to represent them on the SPMWG. Small quotas and the difficulties of sourcing capital mean that small-rights holders are not able to invest in infrastructure. Besides, most of the small-rights holders and their companies lack experience and management skills to survive independently in this highly competitive industry, which is based on high volume and low profit margins. As a result, most of the small-rights holders have no option but to enter into complex catching and processing agreements with vessel- and factory owners belonging to the existing recognised stakeholder associations. For the small-rights holders, it does not make sense to join these associations or even to form their own if they cannot actively participate in the industry independently. Greater participation by small-rights holders should start with their genuine integration into the industry through improved ability to invest in infrastructure and through management skills development.     An appraisal of the barriers to client involvement in health and safety in Nigeria's construction industry

    Purpose The purpose of this paper is to present the findings of a study that identified and assessed the barriers to client involvement in health and safety (H&S) in the Nigerian construction industry. Design/methodology/approach On the basis of literature review and a pilot study, structured questionnaires were designed and administered to clients and their representatives in ongoing construction projects in Nigeria. Descriptive and inferential statistics were then adopted while analysing the data. Findings The research reveals that the major barriers to client involvement in H&S in Nigeria’s construction industry focus on the gaps created by lack of H&S legislation in specifying client roles and responsibilities in H&S, trust and confidence in the supply chain, low levels of awareness at various levels, procurement issues, the attitudes of the various members of the project team and resource-related issues. In total, 20 barriers to client involvement in H&S were identified and assessed. Practical implications Policy makers will find the study beneficial as it provides a good understanding of the issues to address while making policies that seek to involve the client in H&S in Nigeria. Originality/value While the findings offer insight on the barriers to client involvement in H&S in Nigeria’s construction industry, the study also contributes to the discourse in developing countries. The paper recommends transparent steps in procurement, H&S legislation that factors in economic incentives and community and financial institutions contributions to involving clients in H&S. The study is the first attempt to investigate the barriers to client involvement in construction H&S in Nigeria, contributing to the dearth of H&S literature in Nigeria

    Citizenship, Community Participation and Social Change: The Case of Area Coordinating Teams in Cape Town, South Africa

    Social change does not roll in under the wheels of inevitability On the contrary; we have to organize for it, mobilize for it, struggle for it and indeed, plan for it. This is especially so in a country such as South Africa, where centuries of colonial-cum-apartheid thought and practices have led planning bureaucracies to create and perpetuate socioeconomic patterns of uneven development and neglect. Amidst the geographies of largely "white" affluence, fear and collective "othering", those others, i.e. predominantly "black", unemployed, homeless, destitute, angry and alienated, are increasingly demanding their basic rights, rights that are enshrined in the post-apartheid Constitution (RSA 1995). One of the many structures that have been created in order to make available constitutionally guaranteed opportunities for participation in governance has been Areas Coordinating Teams (ACTs), established in the late 1990s as a vehicle through which government agencies could engage local communities in development planning. The ACTs were established in order to encourage consensus among politicians, bureaucrats and communities with regard to specific planning issues such as housing, health care and overall infrastructure at grassroots level. This article addresses the question of whether the ACTs, as spaces for participation in development planning available to the local communities of Cape Town, do indeed contribute towards grassroots- oriented, bottom-up programmers in post-apartheid South Africa. It draws on two complementary studies. The first consists of informal interviews with councilors and officials. In these interviews, the politicians and the bureaucrats expressed their views and understanding of ACTs. The second study was based on a structured questionnaire directed at community-based organizations (CBOs) attending the ACTs initiated/coordinated meetings. My focus here is on the relationships between the official, "invited" spaces of the ACTs and other spaces within the community and on the relationships that officials and elected representatives have with these spaces, in order to assess their potential for democratizing the development planning process.International Bibliography of Social Science

    General performance factors and group differences in assessment center ratings

    PURPOSE – The purpose of this paper is to establish the extent of general performance factors (GPF) in assessment center (AC) exercises and dimensions. The study further aims to determine if larger GPF contributes to larger ethnic group differences across exercises and dimensions that are more cognitively loaded in an emerging market context. DESIGN/METHODOLOGY/APPROACH – The authors analyzed data across three independent AC samples (Sample 1: N = 172; Sample 2: N = 281; Sample 3: N = 428). The Schmid-Leiman solution was used to determine the extent of GPF in AC exercises and dimensions. An independent samples t-test and Cohen’s d was used to determine the size of ethnic group differences across exercises and dimensions. FINDINGS – The results indicate that GPF is consistently large for the in-basket exercise. Furthermore, dimensions that are more cognitively loaded, such as problem solving, strategic thinking, and business acumen, seem to produce the largest ethnic group differences. Overall, the research indicates that larger GPF is associated with larger ethnic group differences in relation to specific AC dimensions and exercises. ORIGINALITY/VALUE – The authors add to the literature by investigating the prevalence of a GPF in AC ratings across AC exercises and dimensions. A novel contribution of the research attempts to link the prevalence of a GPF in AC ratings to group membership in South Africa. The study offers an alternative statistical analysis procedure to examine GPF in AC ratings.IS

    The role of Parliament in promoting active citizenship in relation to the Grade 11 Life Orientation in the South African curriculum

    The Parliament of the Republic of South Africa plays a pivotal role in promoting active citizenship to ensure the deepening of democracy. This article, as based on the study by Arendse, explored the extent to which Parliament as a key participatory institution promotes active citizenship in relation to the Grade 11 Life Orientation (LO) curriculum in South Africa. A qualitative, interpretive approach was employed. However, data were gathered through the crystallisation approach using different methods of gathering data such as document study, questionnaires and focus group interviews, which involved 461 Grade 12 LO learners who had completed the Grade 11 LO curriculum during 2012 and seven LO educators. The findings suggest that there is: (1) lack of exposure, knowledge and understanding about Parliament; (2) lack of public education programmes and initiatives about Parliament; and (3) limited information about Parliament in the LO curriculum
