    The perversity of preferences : GSP and developing country trade policies, 1976 - 2000

    Industrial countries maintain special tariff preferences, namely the Generalized System of Preferences (GSP), for importsfrom developing countries. Critics have highlighted the underachieving nature of such preferences, but developing countries continue to place the GSP at the heart of their agenda in multilateral negotiations. What effect do such preferences have on a recipient's own trade policies? The authors develop and test a simple theoretical model of a small country's trade policy choice, using a dataset of 154 developing countries from 1976 through 2000. They find that countries removed from the GSP adopt more liberal trade policies than those remaining eligible.     HHL Algorithm on the Honeywell H1 Quantum Computer

    The quantum algorithm for linear systems of equations (HHL algorithm) provides an efficient tool for finding solutions to systems of functions with a large number of variables and low sensitivity to changes in inputs (i.e. low error rates). For complex problems, such as matrix inversion, HHL requires exponentially less computational time as compared with classical computation methods. HHL can be adapted to current quantum computing systems with limited numbers of qubits (quantum computation bits) but a high reusability rate such as the Honeywell H1 quantum computer. Some methods for improving HHL have been proposed through the combination of quantum and classical computing methods. Here we present an implementation of HHL designed for the 10-qubit Honeywell H1 in the OpenQasm quantum computing language as well as some proven hybrid computing approaches for reduction of required qubits on the Honeywell H1

    Yucca Mountain Climate Technical Support Representative

    The principal investigator (PI), Saxon Sharpe, for Task ORD-FY04-012, DOE Cooperative Agreement DE-FC28-04RW12232, will serve as Yucca Mountain Climate Technical Support Representative for the Department of Energy (DOE) in a series of activities related to past, present, and future climate for the Yucca Mountain Project (YMP) climate program. As stated in the Viability Assessment of a Repository at Yucca Mountain: “Climate and its changes over time directly affect system performance at Yucca Mountain.” Currently, information from climate studies is used in models that support the Total System Performance Assessment and Licensing Application. It is a model component of all key attributes in the repository safety strategy (limited water contacting waste package, long waste package lifetime, low rate of release of radionuclides from breached waste packages, and radionuclide concentration reduction during transport from the waste packages). Elements of the climate program are also directly related to the Nuclear Regulatory Commission’s (NRC) Key Technical Issue of Unsaturated and Saturated Zone Flow Under Isothermal Conditions and, in addition, address other NRC Key Technical Issues

    Comparison of Image Registration Based Measures of Regional Lung Ventilation from Dynamic Spiral CT with Xe-CT

    Purpose: Regional lung volume change as a function of lung inflation serves as an index of parenchymal and airway status as well as an index of regional ventilation and can be used to detect pathologic changes over time. In this article, we propose a new regional measure of lung mechanics --- the specific air volume change by corrected Jacobian. Methods: 4DCT and Xe-CT data sets from four adult sheep are used in this study. Nonlinear, 3D image registration is applied to register an image acquired near end inspiration to an image acquired near end expiration. Approximately 200 annotated anatomical points are used as landmarks to evaluate registration accuracy. Three different registration-based measures of regional lung mechanics are derived and compared: the specific air volume change calculated from the Jacobian (SAJ); the specific air volume change calculated by the corrected Jacobian (SACJ); and the specific air volume change by intensity change (SAI). Results: After registration, the mean registration error is on the order of 1 mm. For cubical ROIs in cubes with size 20 mm Ă—\times 20 mm Ă—\times 20 mm, the SAJ and SACJ measures show significantly higher correlation (linear regression, average r2=0.75r^2=0.75 and r2=0.82r^2=0.82) with the Xe-CT based measure of specific ventilation (sV) than the SAI measure. For ROIs in slabs along the ventral-dorsal vertical direction with size of 150 mm Ă—\times 8 mm Ă—\times 40 mm, the SAJ, SACJ, and SAI all show high correlation (linear regression, average r2=0.88r^2=0.88, r2=0.92r^2=0.92 and r2=0.87r^2=0.87) with the Xe-CT based sV without significant differences when comparing between the three methods. Conclusion: Given a deformation field by an image registration algorithm, significant differences between the SAJ, SACJ, and SAI measures were found at a regional level compared to the Xe-CT sV in four sheep that were studied

    High overtone Bulk Acoustic Resonators: application to resonators, filters and sensors

    International audienceAcoustelectric devices have been used now for several decade to stabilize oscillators, to filter radio-frequency signals or to allow for physical and even chemical detection and measures.Among all the structures that have been developed in that purpose, one has been revealing particularly interesting for the development of high quality factor resonator on an extended range of frequency. It is based on the generation of high overtones in bulk acoustic wave resonant structure and therefore are currently called HBARs. These devices may be fabricated along various approaches but they always consist of a thin (or thinned) piezoelectric layer deposited or bonded onto a high quality single crystal material. The spectral response of this kind of device exhibit a periodic comb of peaks modulated by the transducer response, yielding resonances on a very large spectrum with various characteristics and properties. We present here the basic principles of such devices, their remarquable properties, the etchnologies required to manufacture them and the various applications they can be applied for. A focus is partcularly dedicated to oscillator stabilization and to wirelss sensor development

    Therapeutic silencing of miR-10b inhibits metastasis in a mouse mammary tumor model

    MicroRNAs (miRNAs) are increasingly implicated in the regulation of metastasis. Despite their potential as targets for anti-metastatic therapy, miRNAs have only been silenced in normal tissues of rodents and nonhuman primates. Therefore, the development of effective approaches for sequence-specific inhibition of miRNAs in tumors remains a scientific and clinical challenge. Here we show that systemic treatment of tumor-bearing mice with miR-10b antagomirsa class of chemically modified anti-miRNA oligonucleotidesuppresses breast cancer metastasis. Both in vitro and in vivo, silencing of miR-10b with antagomirs significantly decreases miR-10b levels and increases the levels of a functionally important miR-10b target, Hoxd10. Administration of miR-10b antagomirs to mice bearing highly metastatic cells does not reduce primary mammary tumor growth but markedly suppresses formation of lung metastases in a sequence-specific manner. The miR-10b antagomir, which is well tolerated by normal animals, appears to be a promising candidate for the development of new anti-metastasis agents
