The impact of predation by marine mammals on Patagonian toothfish longline fisheries
Predatory interaction of marine mammals with longline fisheries is observed globally, leading to partial or complete loss of the catch and in some parts of the world to considerable financial loss. Depredation can also create additional unrecorded fishing mortality of a stock and has the potential to introduce bias to stock assessments. Here we aim to characterise depredation in the Patagonian toothfish (Dissostichus eleginoides) fishery around South Georgia focusing on the spatio-temporal component of these interactions. Antarctic fur seals (Arctocephalus gazella), sperm whales (Physeter macrocephalus), and orcas (Orcinus orca) frequently feed on fish hooked on longlines around South Georgia. A third of longlines encounter sperm whales, but loss of catch due to sperm whales is insignificant when compared to that due to orcas, which interact with only 5% of longlines but can take more than half of the catch in some cases. Orca depredation around South Georgia is spatially limited and focused in areas of putative migration routes, and the impact is compounded as a result of the fishery also concentrating in those areas at those times. Understanding the seasonal behaviour of orcas and the spatial and temporal distribution of “depredation hot spots” can reduce marine mammal interactions, will improve assessment and management of the stock and contribute to increased operational efficiency of the fishery. International audienceDepredation by false killer whales (Pseudorca crassidens) and short-finned pilot whales (Globicephala macrorhynchus) in pelagic longlining is an issue leading to negative impacts on the economics of the fishery and on odontocetes themselves. We investigated the efficacy of a new depredation mitigation device called "DEPRED" in the interaction between bottlenose dolphins (Tursiops aduncus), spinner dolphins (Stenella longirostris), and small pelagic fish (SPF) attached to branchlines to simulate caught fish. We suggest implications for DEPRED efficacy with larger toothed whales interacting with pelagic longline capture in the open ocean. The design of the device uses streamers to both deter cetaceans and protect fish from predation. In controlled experiments, we tested its efficacy by observing changes in the dolphin's behaviour brought on by the presence or absence of the device on branchlines. First, dolphin-SPF interactions were observed at the small scale using video footage recorded with an underwater camcorder. Second, the efficacy of the device was quantified from interactions between dolphins and 80 branchlines deployed on a longline 500 m long baited with SPF. One half of the SPF on successive branchlines was protected by DEPRED and the other half was not. A total of 707 branchlines were set when dolphins interacted with SPF, and among them, 355 were equipped with DEPRED. Encouraging results were obtained: over the short term, the number of damaged unprotected SPF was on average more than twice the number of protected ones. Nevertheless, habituation behaviour was observed for a resident group of T. aduncus in the experimental area. The relation between the deterrent effect of the device and constraints related to the design of such a device to be used at a commercial operational level are discussed

Transitions towards co-management: the process of marine resource management devolution in three east African countries
Communities are increasingly empowered with the ability and responsibility of working with national governments to make decisions about marine resources in decentralized co-management arrangements. This transition toward decentralized management represents a changing governance landscape. This paper explores the transition to decentralisation in marine resource management systems in three East African countries. The paper draws upon expert opinion and literature from both political science and linked social-ecological systems fields to guide exploration of five key governance transition concepts in each country: (1) drivers of change; (2) institutional arrangments; (3 institutional fit; (4) actor interactions; and (5) adaptive management. Key findings are that decentralized management in the region was largely donor-driven and only partly tranferred power to local stakeholders. However, increased accountability created a degree of democracy in regards to natural resource governance that was not previously present. Additionally, increased local-level adaptive management has emerged in most systems and, to date, this experimental management has helped to change resource user's views from metaphysical to more scientific cause-and-effect attribution of changes to resource conditions
Comanagement of coral reef social-ecological systems
In an effort to deliver better outcomes for people and the ecosystems they depend on, many governments and civil society groups are engaging natural resource users in collaborative management arrangements (frequently called comanagement). However, there are few empirical studies demonstrating the social and institutional conditions conducive to successful comanagement outcomes, especially in small-scale fisheries. Here, we evaluate 42 comanagement arrangements across five countries and show that: (i) comanagement is largely successful at meeting social and ecological goals; (ii) comanagement tends to benefit wealthier resource users; (iii) resource overexploitation is most strongly influenced by market access and users’ dependence on resources; and (iv) institutional characteristics strongly influence livelihood and compliance outcomes, yet have little effect on ecological conditions
Last chance for Madagascar’s biodiversity
Madagascar’s recently elected president ran on a platform of improving the economy and raising people out of poverty. We suggest that addressing the precipitous decline of biodiversity will help to deliver this commitment, and we lay out ways in which President Rajoelina could firmly put the country on a trajectory towards sustainable growth
Madagascar: Crime threatens biodiversity
[Extract] Madagascar's new president, Andry Rajoelina, was elected on a promise to improve living standards for the millions who live in poverty. To achieve this goal, he must address the declining rule of law. Madagascar fell eight places in the Rule of Law Index between 2016 and 2018, and it is 155th of 180 countries listed in the Corruption Perceptions Index. Weak governance slows development by reducing the willingness of citizens and foreign companies to invest. Since his election, President Rajoelina has expressed a desire to make Madagascar a model of conservation and a destina-tion for ecotourism
Tools to enrich vulnerability assessment and adaptation planning for coastal communities in data-poor regions: application to a case study in Madagascar
Here we describe an interdisciplinary and multi-country initiative to develop rapid, participatory methods to assess the vulnerability of coastal communities and facilitate adaptation to climate change in data-poor regions. The methods were applied in Madagascar as a case study. The initiative centered on an exploratory research exercise in two communities in the south-west of Madagascar, a workshop held in Antananarivo in June 2016, combined with a component on communicating ocean science and climate change to stakeholders. It utilized innovative and rapid approaches to combine global and local skills and information on adaptation and resilience building, taking cognizance of national policies, and was based on the principles of a holistic, integrated and participatory approach. This paper summarizes the activities undertaken and assesses how effective they were in achieving the project goals, as well as presenting examples of the outputs obtained
