    The Social and Political Dimensions of the Ebola Response: Global Inequality, Climate Change, and Infectious Disease

    The 2014 Ebola crisis has highlighted public-health vulnerabilities in Liberia, Sierra Leone, and Guinea – countries ravaged by extreme poverty, deforestation and mining-related disruption of livelihoods and ecosystems, and bloody civil wars in the cases of Liberia and Sierra Leone. Ebola’s emergence and impact are grounded in the legacy of colonialism and its creation of enduring inequalities within African nations and globally, via neoliberalism and the Washington Consensus. Recent experiences with new and emerging diseases such as SARS and various strains of HN influenzas have demonstrated the effectiveness of a coordinated local and global public health and education-oriented response to contain epidemics. To what extent is international assistance to fight Ebola strengthening local public health and medical capacity in a sustainable way, so that other emerging disease threats, which are accelerating with climate change, may be met successfully? This chapter considers the wide-ranging socio-political, medical, legal and environmental factors that have contributed to the rapid spread of Ebola, with particular emphasis on the politics of the global and public health response and the role of gender, social inequality, colonialism and racism as they relate to the mobilization and establishment of the public health infrastructure required to combat Ebola and other emerging diseases in times of climate change

    Development of strategies for effective communication of food risks and benefits across Europe: Design and conceptual framework of the FoodRisC project

Copyright @ 2011 Barnett et al.BACKGROUND: European consumers are faced with a myriad of food related risk and benefit information and it is regularly left up to the consumer to interpret these, often conflicting, pieces of information as a coherent message. This conflict is especially apparent in times of food crises and can have major public health implications. Scientific results and risk assessments cannot always be easily communicated into simple guidelines and advice that non-scientists like the public or the media can easily understand especially when there is conflicting, uncertain or complex information about a particular food or aspects thereof. The need for improved strategies and tools for communication about food risks and benefits is therefore paramount. The FoodRisC project ("Food Risk Communication - Perceptions and communication of food risks/benefits across Europe: development of effective communication strategies") aims to address this issue. The FoodRisC project will examine consumer perceptions and investigate how people acquire and use information in food domains in order to develop targeted strategies for food communication across Europe.METHODS/DESIGN: This project consists of 6 research work packages which, using qualitative and quantitative methodologies, are focused on development of a framework for investigating food risk/benefit issues across Europe, exploration of the role of new and traditional media in food communication and testing of the framework in order to develop evidence based communication strategies and tools. The main outcome of the FoodRisC project will be a toolkit to enable coherent communication of food risk/benefit messages in Europe. The toolkit will integrate theoretical models and new measurement paradigms as well as building on social marketing approaches around consumer segmentation. Use of the toolkit and guides will assist policy makers, food authorities and other end users in developing common approaches to communicating coherent messages to consumers in Europe.DISCUSSION: The FoodRisC project offers a unique approach to the investigation of food risk/benefit communication. The effective spread of food risk/benefit information will assist initiatives aimed at reducing the burden of food-related illness and disease, reducing the economic impact of food crises and ensuring that confidence in safe and nutritious food is fostered and maintained in Europe.This article is available through the Brunel Open Access Publishing Fund

    Perception of Nuclear Energy and Coal in France and the Netherlands

    This study focuses on the perception of large scale application of nuclear energy and coal in the Netherlands and France. The application of these energy-sources and the risks and benefits are judged differently by various group in society. In Europe, France has the highest density of nuclear power plants and the Netherlands has one of the lowest. In both countries scientists and social scientists completed a questionnaire assessing the perception of the large scale application of both energy sources. Furthermore, a number of variables relating to the socio cultural and political circumstances were measured. The results indicate that the French had a higher risk perception and a more negative attitude toward nuclear power than the Dutch. But they also assess the benefits of the use of nuclear power to be higher. Explanations for these differences are discussed

    Reflections: Academia's Emerging Crisis of Relevance and the Consequent Role of the Engaged Scholar

    Universities are facing a crisis of relevance. While there are multiple reasons for this to be happening, one that deserves particular attention is the extent to which academic scholars do not see it as their role to engage in public and political discourse. However, increased engagement is unavoidable in an emerging educational context where the caliber of public discourse has become so degraded and social media is changing the nature of science and scientific discourse within society. Further, there is a demographic shift in play, where young scholars are seeking more impact from their work than their more senior colleagues. In this article, I begin the process of articulating what we know and what we don’t know about the evolving role of the engaged scholar by breaking the conversation into two parts. First, why should academic scholars engage in public and political discourse? Second, how can we structure a set of ground rules that could form what might be considered a handbook for public engagement?     Understanding Social Resilience in the Maine Lobster Industry

    The Maine lobster Homarus americanus fishery is considered one of the most successful fisheries in the world due in part to its unique comanagement system, the conservation ethic of the harvesters, and the ability of the industry to respond to crises and solve collective-action problems. However, recent threats raise the question whether the industry will be able to respond to future threats as successfully as it has to ones in the past or whether it is now less resilient and can no longer adequately respond to threats. Through ethnographic research and oral histories with fishermen, we examined the current level of social resilience in the lobster fishery. We concentrated on recent threats to the industry and the ways in which it has responded to them, focusing on three situations: a price drop beginning in 2008, a recovery in 2010–2011, and a second collapse of prices in 2012. In addition, we considered other environmental and regulatory concerns identified by fishermen. We found that the industry is not responding effectively to recent threats and identified factors that might explain the level of social resilience in the fishery

    Tiered Approach to Resilience Assessment

    Regulatory agencies have long adopted a three-tier framework for risk assessment. We build on this structure to propose a tiered approach for resilience assessment that can be integrated into the existing regulatory processes. Comprehensive approaches to assessing resilience at appropriate and operational scales, reconciling analytical complexity as needed with stakeholder needs and resources available, and ultimately creating actionable recommendations to enhance resilience are still lacking. Our proposed framework consists of tiers by which analysts can select resilience assessment and decision support tools to inform associated management actions relative to the scope and urgency of the risk and the capacity of resource managers to improve system resilience. The resilience management framework proposed is not intended to supplant either risk management or the many existing efforts of resilience quantification method development, but instead provide a guide to selecting tools that are appropriate for the given analytic need. The goal of this tiered approach is to intentionally parallel the tiered approach used in regulatory contexts so that resilience assessment might be more easily and quickly integrated into existing structures and with existing policies

    Evolving Understanding of Antarctic Ice‐Sheet Physics and Ambiguity in Probabilistic Sea‐Level Projections

    Mechanisms such as ice‐shelf hydrofracturing and ice‐cliff collapse may rapidly increase discharge from marine‐based ice sheets. Here, we link a probabilistic framework for sea‐level projections to a small ensemble of Antarctic ice‐sheet (AIS) simulations incorporating these physical processes to explore their influence on global‐mean sea‐level (GMSL) and relative sea‐level (RSL). We compare the new projections to past results using expert assessment and structured expert elicitation about AIS changes. Under high greenhouse gas emissions (Representative Concentration Pathway [RCP] 8.5), median projected 21st century GMSL rise increases from 79 to 146 cm. Without protective measures, revised median RSL projections would by 2100 submerge land currently home to 153 million people, an increase of 44 million. The use of a physical model, rather than simple parameterizations assuming constant acceleration of ice loss, increases forcing sensitivity: overlap between the central 90% of simulations for 2100 for RCP 8.5 (93–243 cm) and RCP 2.6 (26–98 cm) is minimal. By 2300, the gap between median GMSL estimates for RCP 8.5 and RCP 2.6 reaches >10 m, with median RSL projections for RCP 8.5 jeopardizing land now occupied by 950 million people (versus 167 million for RCP 2.6). The minimal correlation between the contribution of AIS to GMSL by 2050 and that in 2100 and beyond implies current sea‐level observations cannot exclude future extreme outcomes. The sensitivity of post‐2050 projections to deeply uncertain physics highlights the need for robust decision and adaptive management frameworks

    Neo-Atlantis: The Netherlands under a 5-m sea level rise

    What could happen to the Netherlands if, in 2030, the sea level starts to rise and eventually, after 100 years, a sea level of 5 m above current level would be reached? This question is addressed by studying literature, by interviewing experts in widely differing fields, and by holding an expert workshop on this question. Although most experts believe that geomorphology and current engineering skills would enable the country to largely maintain its territorial integrity, there are reasons to assume that this is not likely to happen. Social processes that precede important political decisions - such as the growth of the belief in the reality of sea level rise and the framing of such decisions in a proper political context (policy window) - evolve slowly. A flood disaster would speed up the decision-making process. The shared opinion of the experts surveyed is that eventually part of the Netherlands would be abandoned. © 2008 The Author(s)
