    New evidence on the Fed's productivity in providing payments services

    As the dominant provider of payments services, the efficiency with which the Federal Reserve provides such services in an important public policy issue. This paper examines the productivity of Federal Reserve check-processing offices during 1980-1999 using non-parametric estimation methods and newly developed methods for non-parametric inference and hypothesis testing. The results support prior studies that found little initial improvement in the Fed's efficiency with the imposition of pricing for Federal Reserve services in 1982. However, we find that median productivity improved substantially during the 1990s, and the dispersion across Fed offices declined.>Productivity ; Payment systems ; Check collection systems

    Foraging movements of emperor penguins at Pointe Géologie, Antarctica.

    International audienceThe foraging distributions of 20 breeding emperor penguins were investigated at Pointe Ge´ologie, Terre Ade´lie, Antarctica by using satellite telemetry in 2005 and 2006 during early and late winter, as well as during late spring and summer, corresponding to incubation, early chick-brooding, late chick-rearing and the adult pre-moult period, respectively. Dive depth records of three post-egg-laying females, two post-incubating males and four late chick-rearing adults were examined, as well as the horizontal space use by these birds. Foraging ranges of chick-provisioning penguins extended over the Antarctic shelf and were constricted by winter pack-ice. During spring ice break-up, the foraging ranges rarely exceeded the shelf slope, although seawater access was apparently almost unlimited. Winter females appeared constrained in their access to open water but used fissures in the sea ice and expanded their prey search effort by expanding the horizontal search component underwater. Birds in spring however, showed higher area-restricted-search than did birds in winter. Despite different seasonal foraging strategies, chick-rearing penguins exploited similar areas as indicated by both a high ‘Area-Restricted-Search Index' and high ‘Catch Per Unit Effort'. During pre-moult trips, emperor penguins ranged much farther offshore than breeding birds, which argues for particularly profitable oceanic feeding areas which can be exploited when the time constraints imposed by having to return to a central place to provision the chick no longer apply

    General practitioner provision of preventive child health care: analysis of routine consultation data

    <b>Background</b> GPs contribute to preventive child health care in various ways, including provision of child health surveillance (CHS) reviews, opportunistic preventive care, and more intensive support to vulnerable children. The number of CHS reviews offered in Scotland was reduced from 2005. This study aimed to quantify GPs’ provision of different types of preventive care to pre-school children before and after the changes to the CHS system.<p></p> <b>Methods</b> GP consultation rates with children aged 0–4 years were examined for the 2½ years before and after the changes to the CHS system using routinely available data from 30 practices in Scotland. Consultations for CHS reviews; other aspects of preventive care; and all reasons were considered.<p></p> <b>Results:</b> Prior to the changes to the CHS system, GPs often contributed to CHS reviews at 6–8 weeks and 8–9 and 39–42 months. Following the changes, GP provision of the 6–8 week review continued but other reviews essentially ceased. Few additional consultations with pre-school children are recorded as involving other aspects of preventive care, and the changes to CHS have had no impact on this. In the 2½ years before and after the changes, consultations recorded as involving any form of preventive care accounted for 11% and 7.5% respectively of all consultations with children aged 0–4 years, with the decline due to reductions in CHS reviews.<p></p> <b>Conclusions:</b> Effective preventive care through the early years can help children secure good health and developmental outcomes. GPs are well placed to contribute to the provision of such care. Consultations focused on preventive care form a small minority of GPs’ contacts with pre-school children, however, particularly since the reduction in the number of CHS reviews

    Status of the CLIC study on magnet stabilisation and time-dependent luminosity

    The nanometer beam size at the CLIC interaction point imposes magnet vibration tolerances that range from 0.2 nm to a few nanometers. This is well below the floor vibra-tion usually observed. A test stand for magnet stability was set-up at CERN in the immediate neighborhood of roads, operating accelerators, manual shops, and regular office space. It was equipped with modern stabilization tech-nology. First results are presented, demonstrating signif-icant damping of floor vibration. CLIC quadrupoles have been stabilized vertically to an rms motion of (0.9 ± 0.1) n above 4 Hz, or (1.3 ± 0.2) nm with a nominal flow of cooling water. For the horizontal and longitudinal directions respectively, a CLIC quadrupole was stabilized to (0.4 ± 0.1) nm and (3.2 ± 0.4) nm

    Spitzer-IRS Study of the Antennae Galaxies NGC 4038/39

    Using the Infrared Spectrograph on the Spitzer Space Telescope, we observed the Antennae galaxies obtaining spectral maps of the entire central region and high signal-to-noise 5-38 um spectra of the two galactic nuclei and six infrared-luminous regions. The total infrared luminosity of our six IR peaks plus the two nuclei is L_IR = 3.8x10^10 L_o, with their derived star formation rates ranging between 0.2 and 2 M_o/yr, with a total of 6.6 M_o/yr. The hardest and most luminous radiation originates from two compact clusters in the southern part of the overlap region, which also have the highest dust temperatures. PAH emission and other tracers of softer radiation are spatially extended throughout and beyond the overlap region, but regions with harder and intenser radiation field show a reduced PAH strength. The strong H_2 emission is rather confined around the nucleus of NGC 4039, where shocks appear to be the dominant excitation mechanism, and the southern part of the overlap region, where it traces the most recent starburst activity. The luminosity ratio between the warm molecular gas (traced by the H_2 lines) and the total far-IR emission is ~1.6x10^-4, similar to that found in many starburst and ULIRGs. The total mass of warm H_2 in the Antennae is 2.5x10^7 M_o, with a fraction of warm to total H_2 gas mass of about 0.35%. The average warm H_2 temperature is 302+/-26 K and appears anti-correlated with the radiation field hardness, possibly due to an evolution of the PDR morphology. The previously reported tight correlation between the H_2 and PAH emission was not found but higher total PAH emission to continuum ratios were found in PDRs with warmer gas.Comment: 24 pages, 13 figures, accepted by ApJ, full resolution version at http://www.strw.leidenuniv.nl/~brandl/ngc4038_brandl.pd

    Empathic forecasting: How do we predict other people's feelings?

    When making affective forecasts, people commit the impact bias. They overestimate the impact an emotional event has on their affective experience. In three studies we show that people also commit the impact bias when making empathic forecasts, affective forecasts for someone else. They overestimate the impact an emotional event has on someone else's affective experience (Study 1), they do so for friends and strangers (Study 2), and they do so when other sources of information are available (Study 3). Empathic forecasting accuracy, the correlation between one person's empathic forecast and another person's actual affective experience, was lower than between-person forecasting correspondence, the correlation between one person's empathic forecast and another person's affective forecast. Empathic forecasts do not capture other people's actual experience very well but are similar to what other people forecast for themselves. This may enhance understanding between people

    Compounds enhancing human sperm motility identified using a high-throughput phenotypic screening platform

    STUDY QUESTION: Can a high-throughput screening (HTS) platform facilitate male fertility drug discovery? SUMMARY ANSWER: An HTS platform identified a large number of compounds that enhanced sperm motility. WHAT IS KNOWN ALREADY: Several efforts to find small molecules modulating sperm function have been performed but none have used high-throughput technology. STUDY DESIGN, SIZE, DURATION: Healthy donor semen samples were used and samples were pooled (3–5 donors per pool). Primary screening was performed singly; dose–response screening was performed in duplicate (using independent donor pools). PARTICIPANTS/MATERIALS, SETTING, METHODS: Spermatozoa isolated from healthy donors were prepared by density gradient centrifugation and incubated in 384-well plates with compounds (6.25 μM) to identify those compounds with enhancing effects on motility. Approximately 17 000 compounds from the libraries, ReFRAME, Prestwick, Tocris, LOPAC, CLOUD and MMV Pathogen Box, were screened. Dose–response experiments of screening hits were performed to confirm the enhancing effect on sperm motility. Experiments were performed in a university setting. MAIN RESULTS AND THE ROLE OF CHANCE: From our primary single concentration screening, 105 compounds elicited an enhancing effect on sperm motility compared to dimethylsulphoxide-treated wells. Confirmed enhancing compounds were grouped based on their annotated targets/target classes. A major target class, phosphodiesterase inhibitors, were identified, in particular PDE10A inhibitors as well as number of compounds not previously known to enhance human sperm motility, such as those related to GABA signalling. LARGE SCALE DATA: N/A. LIMITATIONS, REASONS FOR CAUTION: Although this approach provides data about the activity of the compound, it is only a starting point. For example, further substantive experiments are necessary to provide a more comprehensive picture of each compound’s activity, the effect on the kinetics of the cell populations and subpopulations, and their potential mechanisms of action. Compounds have been tested with prepared donor spermatozoa, incubated under non-capacitating conditions, and only incubated with compounds for a relatively short period of time. Therefore, the effect of compounds under different conditions, for example in whole semen, for longer incubation times, or using samples from patient groups, may be different and require further study. All experiments were performed in vitro. WIDER IMPLICATIONS OF THE FINDINGS: This phenotypic screening assay identified a large number of compounds that increased sperm motility. In addition to furthering our understanding of human sperm function, for example identifying new avenues for discovery, we highlight potential compounds as promising start-point for a medicinal chemistry programme for potential enhancement of male fertility. Moreover, with disclosure of the results of screening, we present a substantial resource to inform further work in the field.
