    Hired Guns: Local Government Mergers in New South Wales and the KPMG Modelling Report

    © 2017 CPA Australia Across the developed world, including Australia, public policymaking now rests heavily on commissioned reports generated by for-profit consultants, contrasting starkly with the earlier customary reliance on the civil service to provide informed policy advice to political decision makers. Dependence on commercial consultants is problematic, especially given the moral hazards involved in ‘hired guns’ providing support for policy ‘solutions’ desired by their political paymasters. This paper provides a vivid illustration of some of the dangers flowing from the use of consultants by examining the methodology employed by KPMG in its empirical analysis of the pecuniary consequences of proposed municipal mergers as part of the New South Wales’ (NSW) Government's Fit for the Future local government reform program. We show that the KPMG (2016) modelling methodology is awash with errors which render its conclusions on the financial viability of the NSW merger proposals fatally flawed

    Vulnerable road user groups: a review of younger drivers, motorcyclists and older drivers

    Scientific efforts to understand and reduce the occurrence of road crashes continue to expand, particularly in the areas of vulnerable road user groups. Three groups that are receiving increasing attention within the literature are younger drivers, motorcyclists and older drivers. These three groups are at an elevated risk of being in a crash or seriously injured, and research continues to focus on the origins of this risk as well as the development of appropriate countermeasures to improve driving outcomes for these cohorts. However, it currently remains unclear what factors produce the largest contribution to crash risk or what countermeasures are likely to produce the greatest long term positive effects on road safety. This paper reviews research that has focused on the personal and environmental factors that increase crash risk for these groups as well as considers direction for future research in the respective areas. A major theme to emerge from this review is that while there is a plethora of individual and situational factors that influence the likelihood of crashes, these factors often combine in an additive manner to exacerbate the risk of both injury and fatality. Additionally, there are a number of risk factors that are pertinent for all three road user groups, particularly age and the level of driving experience. As a result, targeted interventions that address these factors are likely to maximise the flow-on benefits to a wider range of road users. Finally, there is a need for further research that aims to bridge the research-to-practice gap, in order to develop appropriate pathways to ensure that evidenced-based research is directly transferred to effective policies that improve safety outcomes

    The resource boom's underbelly: Criminological impacts of mining development

    Australia is currently in the midst of a major resources boom. Resultant growing demands for labour in regional and remote areas have accelerated the recruitment of non resident workers, mostly contractors, who work extended block rosters of 12-hour shifts and are accommodated in work camps, often adjacent to established mining towns. Serious social impacts of these practices, including violence and crime, have generally escaped industry, government and academic scrutiny. This paper highlights some of these impacts on affected regional communities and workers and argues that post-industrial mining regimes serve to mask and privatize these harms and risks, shifting them on to workers, families and communities

    Australian examples of residential integrated water cycle planning: accepted current practice and a suggested alternative

    Australian examples of Integrated Water Cycle Planning (IWCP) for residential development demonstrate that providing multiple household-water connections is a generally accepted practice. These connections typically include a potable mains supply, a separate non-potable supply utilising reclaimed water and/or a household roofwater tank for non-potable uses. Stormwater is not fully exploited as a potential urban water source. The advent of national guidelines for using recycled water for drinking purposes is expected to simplify IWCP towards a single-line household-water supply reclaimed from a range of different sources. An IWCP approach is suggested in this paper based on a single household supply complemented by: 1) potential separation of blackwater to reduce human health risk and to enhance community acceptance of recycled water, 2) the use of water sensitive urban design requirements of storing and slowly releasing urban stormwater, and 3) taking advantage of economies of scale by integrating communal roofwater tanks into the urban stormwater system
