    Round table technology in university educational process

    The process of building students' competence must meet modern requirements and include the use of innovative technologies. The development trends of modern society have led to the emergence of a competency-based approach in vocational education. In the process of building professional competence, it is necessary to use technologies that meet the requirements of the Federal state educational standards which contribute to the development of practical focus of training. Among such technologies we single out technologies for holding a round table. The technologies of the round table are not new, but due to combination with various innovative technologies, they become more relevant. The implementation of the round table in the training of vocational education teachers is a discussion process that speculates about a relevant topic requiring a comprehensive analysis. Modern conditions provide arrangements of round tables with their own specifics. The purpose of the article is to identify the effectiveness of holding round tables in students’ preparation in higher educational institutions. The article presents basic principles on which the technology of the round table is based, its ideas and essence, as well as the features of its holding. A study conducted at a pedagogical university during the training of vocational education teachers is presented. It showed the need for implementing round-table technologies in preparing students for future professional activities, as the ones allowing students to build effective discussions, negotiate based on arguments and facts. We have identified the effectiveness of the "round tables" in the training of students in higher educational institutions. The study made it possible to establish the level of students’ preparedness for conducting effective discussions for the implementation of future professional activities in secondary vocational educational institutions. The technology of the round table allows to increase the knowledge level of students. The results can be used in students’ training in various faculties

    Development of interlaboratory comparison test samples and reference materials for the quality assurance of air composition measurements

    Introduction. The article presents an approach to the development of interlaboratory comparison test samples and respective reference materials for use in the metrological assurance of measurements of hazardous substances in the ambient air. Materials and methods. Solid and liquid sorbents, as well as air filters were used in the experiments. Measurement methods comprised photometry, atomic absorption spectrometry, inductively coupled plasma atomic emission spectrometry. Results. An optimized algorithm for developing multi-purpose test samples that can be used for the metrological assurance of a large number of methods for analysing ambient air is presented. Discussion and conclusions. The described approach has been used to develop test samples for laboratory proficiency testing and respective reference materials, which can be used in the certification of procedures for analysing ambient air quality, calibration of measurement instruments, as well as in the internal and external quality control of results obtained during ambient air quality measurements

    The subject. The modern world is constantly changing, which makes it necessary to update the means and methods of legal regulation of public relations. Moreover, these relations themselves are changing, new areas of public relations are emerging, for which it is necessary to create a legal framework. The sphere of financial and legal regulation is no exception. The most important issue, which has been on the agenda of the international community for several years, is the development of the digital economy. The legal realities of digitalization largely determine what place the Russian economy will occupy in the emerging global digital market. It is necessary to develop a comprehensive legal concept that allows ensuring compliance with the fiscal interests of the state in the context of digital transformation. In this regard, the transformation of tax relations and their legal regulation is particularly important.Purpose of the study. The article is devoted to the transformation of the legal regulation of tax relations in the digital economy. In order for Russian financial and legal regulation to contribute to an effective response to the challenges posed by digitalization, it is necessary to develop a comprehensive legal concept that allows ensuring compliance with the fiscal interests of the state in the context of digital transformation. In this regard, the transformation of tax relations and their legal regulation is of particular importance.Methodology. The research was carried out with the application of the formally legal interpretation of legal acts as well as the comparative analysis of Russian and European legal literature. Structural and systemic methods are also the basis of the research. The main results. The necessity to develop legal solutions in the field of taxation of the digital economy is determined by the focus on legal support for the stability of financial and legal regulation and the principle of certainty of taxation. In these circumstances, it is important to implement the control function of financial law. The need to ensure compliance with the fiscal interests of the state, both at present and in the long term, requires the transformation of essential approaches to the legal regulation of the system of taxes and fees, the principles and elements of taxation, tax administration and tax control. In this regard, it is proposed to provide for special rules for calculating and paying income tax on foreign digital companies and, in parallel, to expand tax incentives for Russian companies.Сonclusions. The authors come to the conclusion that the actual scientific task is to develop a methodological position on the directions of reforming the national tax legislation and the international tax doctrine of the Russian Federation in the context of the digital transformation of public relations. According to the results of the study, it is concluded that it is necessary to ensure compliance with the fiscal interests of the state. This requires the transformation of essential approaches to the legal regulation of tax relations, both in the context of determining the appropriate legal forms for regulating the tax base levied in Russia in the context of the emerging digital economy, and for influencing international tax policy in order to use all the advantages provided by international tax cooperation and neutralize the threats caused by international tax competition.Рассматривается трансформация правового регулирования налоговых отношений в условиях цифровой экономики. Актуальной научной задачей объявляется выработка методологической позиции относительно направлений реформирования национального налогового законодательства и международной налоговой доктрины Российской Федерации в условиях цифровой трансформации общественных отношений. По итогам исследования делается вывод о необходимости обеспечения соблюдения фискальных интересов государства, что требует трансформации сущностных подходов к правовому регулированию налоговых отношений как в контексте определения надлежащих правовых форм для регламентации налоговой базы, облагаемой в России, в условиях формирующегося цифрового уклада экономики, так и для воздействия на международную налоговую политику с целью использования всех преимуществ, предоставляемых международной налоговой кооперацией, и нейтрализации угроз, вызываемых международной налоговой конкуренцией. В этой связи предлагается предусмотреть специальные правила исчисления и уплаты налога на прибыль иностранных цифровых компаний и параллельно расширять меры налогового стимулирования российских компаний

    Studying the expression of productivity and immunity genes of chickens under the influence of feed glyphosate using the RNA-seq method

    The aim of the study was to study the effect of different concentrations of glyphosate on meat productivity and differential expression of genes for immunity and broiler productivity. Broilers were divided into groups: Control I, who received a diet without the introduction of glyphosate, Experimental II, who received a diet with the addition of glyphosate at a dose of 10 mg/kg of feed (0.5 MPC for food); Experimental III, who received a diet with the addition of glyphosate at a dose of 20 mg/kg of feed (1 MPC); Experimental IV, who received a diet with the addition of glyphosate at a dose of 100 mg/kg of feed (5 MPC). Transcriptome analysis was performed by RNA-seq on the Illumina Miseq platform, using the TruSeq Stranded mRNA kit (Illumina, USA). In the 22-28-day period of broiler rearing, a decrease in live weight gain (83 g less) was observed in Experimental group III compared to Control I (P≤0.05). It has been shown that glyphosate at the level of 1 and 5 MPC for food causes activation (P≤0.05) of the proinflammatory response genes (IL15, IL1B, IL34, IL22) and apoptosis (Casp1, Casp2, Casp6, Casp7, Casp8, Casp9) up to 31.1 times, which probably leads to the redistribution of nutrients in in the body towards the immune system, reducing the functions of absorption in the intestine. In parallel, there is an inhibition (P≤0.05) of the expression of genes that have a direct effect on growth and development, which ultimately leads to a decrease in poultry meat productivity. Exposure to glyphosate is an important but unaccounted-for risk factor for reducing meat productivity in birds, acting through a change in gene expression

    Activation of liver regeneration in conditions of toxic hepatitis using stem cells

    The study is devoted to the study of the effect of stem cells - multipotent mesenchymal stromal (MMSC) and hematopoietic stem cells (HSC) on liver regeneration after toxic damage. The article presents the results of a morphometric study of the liver of mice and data on the biochemical parameters of peripheral blood after the introduction of stem cells in conditions of toxic hepatitis. As a result of the study, it was found that the combined administration of two types of stem cells (MMSC and HSC) to animals with toxic liver damage promotes the activation of cellular and intracellular liver regeneration, a decrease in the level of enzymes characterizing the cytolysis of hepatocytes and cholestasis, and the restoration of the protein-synthetic function of the liver.Исследование посвящено изучению влияния стволовых клеток - мультипотентных мезенхимальных стромальных (ММСК) и гемопоэтических стволовых клеток (ГСК) на регенерацию печени после ее токсического повреждения. В статье представлены результаты морфометрического исследования печени мышей и данные биохимических показателей крови после введения стволовых клеток в условиях токсического гепатита. В результате исследования получено, что сочетанное введение двух видов стволовых клеток (ММСК и ГСК) животным с токсическим повреждением печени способствует активации клеточной и внутриклеточной регенерации печени, снижению уровня ферментов, характеризующих цитолиз гепатоцитов и холестаз, восстановлению белковосинтетической функции печени

    Fungicide resistance of <i>Microdochium nivale</i> strains and its interconnection with virulence

    The aim of the study was to analyze the resistance of 21 Microdochium nivale strains (fungi that cause pink snow mold in winter crops), living within a single area and a single crop (winter rye), to fungicides that differ in chemical nature and mechanisms of action as well as to test the interconnection between levels of virulence and fungicide resistance of strains. The virulence of M. nivale strains was determined on detached leaves of rye (Ogonek variety) plants as well as on whole plants grown under sterile conditions in vitro. The resistance of strains to fungicides (Provisor (a.s. azoxystrobin) and Ferazim (a.s. carbendazim)) was determined by inhibition of mycelium growth. As a result of the experiments, more strains (13) capable of growing in the presence of Provisor were revealed than Ferazim-resistant strains (2); however, Ferazim-resistant strains had a greater level of resistance (5-16% of growth inhibition) than Provisor-resistant strains (63-94 % of growth inhibition). A negative correlation (Spearman's correlation coefficient -0.604 and -0.532) between the level of virulence of M. nivale strains and the level of their susceptibility to Provisor was found. This evidently means that the acquisition of resistance to Provisor by M. nivale strains is accompanied by an increase in their virulence. No correlations were found between the fungicide resistance of M. nivale strains and their attribution to one or another phylogenetic group, to which the strains were assigned based on the nucleotide sequence of the ITS2 (internal transcribed spacer 2) region. The study shows that for choosing the fungicide application strategy, it is necessary to analyze phytopathogen populations for the presence of strains that are simultaneously characterized by high virulence and resistance to various fungicides and also take into account that the adaptation of fungi to certain fungicides can be accompanied by an increase in their virulence, which will negatively affect the phytopathological state of agrocenosis

Был проведен анализ и обобщение источников научной информации сбор статистических данных и интервью с руководителем.     A case of 17-beta-hydroxysteroid dehydrogenase deficiency type 3 in adult endocrinologist practice

    17β-Hydroxysteroid dehydrogenase 3 deficiency (17HSD3) is a rare autosomal recessive cause of 46, XY disorders of sex development resulting from HSD17B3 gene mutations, in which conversion of androstenedione to testosterone is impared. The clinical signs of 17HSD3 deficiency depend on the residual activity of the enzyme. The diagnosis of 17HSD3 deficiency is based on reduced testosterone/androstenedione ratio (T/AD &lt; 0.8). Patients are usually assigned at birth and raise as female. If the diagnosis is made before puberty, gonadectomy is recommended, taking into account the risk of masculinization during the puberty and estrogen therapy initiation in this period. If the diagnosis of 17HSD3 deficiency is established during puberty, when virilization manifests, the therapeutic strategy is based on the results of comprehensive psychological testing and gender identity of a patient. In patients with more pronounced masculinization or diagnosis established shortly after birth, who are assigned at birth and raise as male, testosterone therapy is used to achieve a male phenotype. The 17HSD3 deficiency and virilization often result in a change of gender identity during puberty. The article presents a clinical case of 17-βhydroxysteroid dehydrogenase type 3 deficiency with late diagnosis due to parental will.
