    Design of a socio-economic processes monitoring system based on network analysis and big data

    Socio-economic policy should satisfy the interests of the society as much as possible and contribute to improving the quality of life. This actualizes the role of developing the theoretical and methodological foundations for building an innovative information system for monitoring the socio-economic situation and population responses. The study built and tested an algorithm for supporting management decisions based on the collection of large data sets of socio-economic information based on the principles of the digital economy and processing them through network analysis. The algorithm is focused on building a monitoring system that presupposes a synergy of the authorities and the society, not only in its pensionary part, but also among the masses, which are diverse in their representativeness. The result of the study was the formation of a theoretical and methodological framework for creating a system for making management decisions and assessing the effectiveness of the activities of government bodies, based on the principles of reflection of the final beneficiaries of economic policy.peer-reviewe

    Study of the Effect of Radiation Dose Rate on the Stability of Various Organochlorine Pesticides

    Abstract irradiated at dose of 10 kGy with dose rate varied from 8.3 ⋅ 10−3 up to 2.33 Gy/sec. It is found that the shape of the degradation degree relationship on dose rate is similar for different OCPs in polar and non-polar solvents (hexane, 2-propanol) and does not depend on the concentration of initial substance. The maximum of the OCP degradation degree is registered in the dose rate range of 0.23-0.43 Gy/sec. A lognormal distribution is considered as a function best fitting the experimental data. The OCP degradation mechanism could be explained by the ratio of active and recombined particles along the gradient of ionizing radiation intensity.     An increase in importance of quality and quantity of services provided, the rapidly growing amount of data required to manage an enterprise and strengthen its competitive position in the market, require rethinking of management models. The article is devoted to development of digital metro in the context of global automation and digitalization of business models of organizations in order to improve quality of services and optimize business processes.The objective of the research is to study the world and Russian experience in the use of digital and crowd platforms in transport and to develop an own model of metro management in modern conditions. To achieve the objective of the research, comparative and content analysis methods, benchmarking of successful foreign practices of using crowd and digital platforms in the transport industry, the method of generalization and conceptual and methodological modeling have been used.The authors have analyzed global trends in development and use of digital technologies in the transport industry, conducted a comparative analysis of world and Russian practices of using platform and crowd solutions in transport, and revealed the advantages of integrating digital technologies for development of metro in Russia. Based on the results of the research, the authors proposed an «e-Platform», accumulating, analyzing and sorting data from the external environment for its subsequent transmission to the business metro control blocks and optimizing the process of generating and making operational decisions, and also developed a target model for moving from «analogue» data management in metro to a digital one based on integration of digital technologies on a virtual platform for managing business processes and a crowdbased platform for collecting ideas and proposals to develop metro. Увеличение значимости качества и количества предоставляемых услуг, быстрорастущий объём данных, необходимых для управления предприятием и укрепления конкурентных позиций на рынке, требуют пересмотра моделей управления. Статья посвящена развитию цифрового метро в условиях глобальной автоматизации и цифровизации бизнес-моделей организаций с целью повышения качества предоставляемых услуг и оптимизации бизнес- процессов.Целью исследования является изучение мирового и российского опыта применения цифровых и крауд- платформ на транспорте и разработка авторской модели управления метрополитеном в современных условиях. Для достижения поставленной цели исследования применялись методы сравнительного и контент- анализа, бенчмаркинг успешных зарубежных практик использования крауд- и цифровых платформ в транспортной отрасли, метод обобщения и концептуальнометодологического моделирования.Авторы проанализировали мировые тренды в области развития и использования цифровых технологий в транспортной отрасли, провели сравнительный анализ мировой и российской практики применения платформенных и краудрешений на транспорте, раскрыли преимущества интеграции цифровых технологий для развития метрополитена в России. На основе полученных результатов исследования авторы предложили «е-Платформу», аккумулирующую, анализирующую и сортирующую данные, поступающие из внешней среды для последующей её передачи в бизнес-блоки управления метрополитеном и оптимизации процесса выработки и принятия оперативных решений, а также разработали целевую модель перехода от «аналогового» управления данными в метрополитене к цифровому на основе интеграции цифровых технологий на базе виртуальной платформы управления бизнеспроцессами и крауд-платформы сбора идей и предложений по развитию метрополитена

    Evolution of the barrier beaches in the Pechora Sea

    The article discusses the main results of the complex investigations of barrier beaches in the Pechora Sea including coastal dynamics and accompanying exogenous processes (eolian transportation), lithological and micropaleontological studies of the sediment sequence and radiocarbon dating. We were the first to reconstruct sedimentation conditions and evolution of these big accumulative forms in the Pechora Sea. Stationary observations on coastal dynamics and the rate of eolian sedimentation allowed estimating the rate of barrier retreat. The mechanism of formation and evolution of dune belts on these barriers is described. Composition of diatom associations and lithological data provide evidence for facial-genetic conditions of sedimentation during accumulation of barriers. Radiocarbon datings corroborate the "young" age of the modern avandune ridges of the barrier beaches

    Russian-German collaboration in the arctic environmental research

    The overview of the 20-years joint Russian-German multidisciplinary researches in the Arctic are represented in this article. Data were obtained during numerous marine and terrestrial expeditions, all-year-round measurements and observations. On the basis of modern research methods including satellite observation, radiocarbon (AMS 14C) dating of the Arctic sea sediments, isotope, biochemical and other methods, the new unique records were obtained.     Singularities, Lax degeneracies and Maslov indices of the periodic Toda chain

    The n-particle periodic Toda chain is a well known example of an integrable but nonseparable Hamiltonian system in R^{2n}. We show that Sigma_k, the k-fold singularities of the Toda chain, ie points where there exist k independent linear relations amongst the gradients of the integrals of motion, coincide with points where there are k (doubly) degenerate eigenvalues of representatives L and Lbar of the two inequivalent classes of Lax matrices (corresponding to degenerate periodic or antiperiodic solutions of the associated second-order difference equation). The singularities are shown to be nondegenerate, so that Sigma_k is a codimension-2k symplectic submanifold. Sigma_k is shown to be of elliptic type, and the frequencies of transverse oscillations under Hamiltonians which fix Sigma_k are computed in terms of spectral data of the Lax matrices. If mu(C) is the (even) Maslov index of a closed curve C in the regular component of R^{2n}, then (-1)^{\mu(C)/2} is given by the product of the holonomies (equal to +/- 1) of the even- (or odd-) indexed eigenvector bundles of L and Lmat.Comment: 25 pages; published versio

    Increased serum NSE and S100B indicate neuronal and glial alterations in subjects under 71 years with mild neurocognitive disorder/mild cognitive impairment

    Background: Mild cognitive impairment (MCI) is considered a pre-stage of different dementia syndromes. Despite diagnostic criteria refined by DSM-5 and a new term for MCI - "mild neurocognitive disorder" (mild NCD) - this diagnosis is still based on clinical criteria.Methods: To link mild NCD to the underlying pathophysiology we assessed the degree of white matter hyperintensities (WMH) in the brain and peripheral biomarkers for neuronal integrity (neuron-specific enolase, NSE), plasticity (brain-derived neurotrophic factor, BDNF), and glial function (S100B) in 158 community-dwelling subjects with mild NCD and 82 healthy controls. All participants (63-79 years old) were selected from the Leipzig-population-based study of adults (LIFE).Results: Serum S100B levels were increased in mild NCD in comparison to controls (p = 0.007). Serum NSE levels were also increased but remained non-significant after Bonferroni-Holm correction (p = 0.04). Furthermore, age by group interaction was significant for S100B. In an age-stratified sub-analysis, NSE and S100B were higher in younger subjects with mild NCD below 71 years of age. Some effects were inconsistent after controlling for potentially confounding factors. The discriminatory power of the two biomarkers NSE and S100B was insufficient to establish a pathologic threshold for mild NCD. In subjects with mild NCD, WMH load correlated with serum NSE levels (r = 0.20, p = 0.01), independently of age.Conclusion: Our findings might indicate the presence of neuronal (NSE) and glial (S100B) injury in mild NCD. Future studies need to investigate whether younger subjects with mild NCD with increased biomarker levels are at risk of developing major NCD
