Radiative Heating of an Ice-Free Arctic Ocean
During recent decades, there has been dramatic Arctic sea ice retreat. This has reduced the top-of-atmosphere albedo, adding more solar energy to the climate system. There is substantial uncertainty regarding how much ice retreat and associated solar heating will occur in the future. This is relevant to future climate projections, including the timescale for reaching global warming stabilization targets. Here we use satellite observations to estimate the amount of solar energy that would be added in the worst-case scenario of a complete disappearance of Arctic sea ice throughout the sunlit part of the year. Assuming constant cloudiness, we calculate a global radiative heating of 0.71 W/m2 relative to the 1979 baseline state. This is equivalent to the effect of one trillion tons of CO2 emissions. These results suggest that the additional heating due to complete Arctic sea ice loss would hasten global warming by an estimated 25 years
Design and analysis of fractional factorial experiments from the viewpoint of computational algebraic statistics
We give an expository review of applications of computational algebraic
statistics to design and analysis of fractional factorial experiments based on
our recent works. For the purpose of design, the techniques of Gr\"obner bases
and indicator functions allow us to treat fractional factorial designs without
distinction between regular designs and non-regular designs. For the purpose of
analysis of data from fractional factorial designs, the techniques of Markov
bases allow us to handle discrete observations. Thus the approach of
computational algebraic statistics greatly enlarges the scope of fractional
factorial designs.Comment: 16 page
Coarse-grained entanglement classification through orthogonal arrays
Classification of entanglement in multipartite quantum systems is an open
problem solved so far only for bipartite systems and for systems composed of
three and four qubits. We propose here a coarse-grained classification of
entanglement in systems consisting of subsystems with an arbitrary number
of internal levels each, based on properties of orthogonal arrays with
columns. In particular, we investigate in detail a subset of highly entangled
pure states which contains all states defining maximum distance separable
codes. To illustrate the methods presented, we analyze systems of four and five
qubits, as well as heterogeneous tripartite systems consisting of two qubits
and one qutrit or one qubit and two qutrits.Comment: 38 pages, 1 figur
Cost-effectiveness analysis of malaria chemoprophylaxis for travellers to West-Africa
BACKGROUND: The importation of malaria to non-endemic countries remains a major cause of travel-related morbidity and a leading cause of travel-related hospitalizations. Currently they are three priority medications for malaria prophylaxis to West Africa: mefloquine, atovaquone/proguanil and doxycycline. We investigate the cost effectiveness of a partial reimbursement of the cheapest effective malaria chemoprophylaxis (mefloquine) for travellers to high risk areas of malaria transmission compared with the current situation of no reimbursement. METHODS: This study is a cost-effectiveness analysis based on malaria cases imported from West Africa to Switzerland from the perspective of the Swiss health system. We used a decision tree model and made a literature research on the components of travel related malaria. The main outcome measure was the cost effectiveness of malaria chemoprophylaxis reimbursement based on malaria and deaths averted. RESULTS: Using a program where travellers would be reimbursed for 80% of the cost of the cheapest malaria chemoprophylaxis is dominant (i.e. cost saving and more effective than the current situation) using the assumption that currently 68.7% of travellers to West Africa use malaria chemoprophylaxis. If the current usage of malaria chemoprophylaxis would be higher, 82.4%, the incremental cost per malaria case averted is ⏠2'302. The incremental cost of malaria death averted is ⏠191'833.The most important factors influencing the model were: the proportion of travellers using malaria chemoprophylaxis, the probability of contracting malaria without malaria chemoprophylaxis, the cost of the mefloquine regimen, the decrease in the number of travellers without malaria chemoprophylaxis in the reimbursement strategy. CONCLUSIONS: This study suggests that a reimbursement of 80% of the cost of the cheapest effective malaria chemoprophylaxis (mefloquine) for travellers from Switzerland to West Africa is highly effective in terms of malaria cases averted and is cost effective to the Swiss health system. These data are relevant to discussions about the cost effectiveness of malaria chemoprophylaxis reimbursement for vulnerable groups such as those visiting friends and relatives who have the highest risk of malaria, who are least likely to use chemoprophylaxis
Malaria chemoprophylaxis recommendations for immigrants to Europe, visiting relatives and friends - a Delphi method study
BACKGROUND: Numbers of travellers visiting friends and relatives (VFRs) from Europe to malaria endemic countries are increasing and include long-term and second generation immigrants, who represent the major burden of malaria cases imported back into Europe. Most recommendations for malaria chemoprophylaxis lack a solid evidence base, and often fail to address the cultural, social and economic needs of VFRs. METHODS: European travel medicine experts, who are members of TropNetEurop, completed a sequential series of questionnaires according to the Delphi method. This technique aims at evaluating and developing a consensus through repeated iterations of questionnaires. The questionnaires in this study included questions about professional experience with VFRs, controversial issues in malaria prophylaxis, and 16 scenarios exploring indications for prescribing and choice of chemoprophylaxis. RESULTS: The experience of participants was rather diverse as was their selection of chemoprophylaxis regimen. A significant consensus was observed in only seven of 16 scenarios. The analysis revealed a wide variation in prescribing choices with preferences grouped by region of practice and increased prescribing seen in Northern Europe compared to Central Europe. CONCLUSIONS: Improving the evidence base on efficacy, adherence to chemoprophylaxis and risk of malaria and encouraging discussion among experts, using techniques such as the Delphi method, may reduce the variability in prescription in European travel clinics

Câest une affection Ă©mergente caractĂ©risĂ©e par la nĂ©crose du tissu sous-cutanĂ© aboutissant Ă un ulcĂšre chronique, dâextension progressive et qui reste indolore. La maladie a un impact socio-Ă©conomique majeur dans les populations des pays concernĂ©s par lâendĂ©mie. LâulcĂšre de Buruli est prĂ©sent Ă lâĂ©tat endĂ©mique dans 17 pays et des cas isolĂ©s ont Ă©tĂ© rapportĂ©s dans 10 autres pays. A ce jour, peu de cas ont Ă©tĂ© rapportĂ©s chez le voyageur. Nous relatons ici un cas dâulcĂšre de Buruli, confirmĂ© par la dĂ©tection de matĂ©riel gĂ©nĂ©tique de M. ulcerans, chez un voyageur ayant contractĂ© lâinfection au SĂ©nĂ©gal, pays dans lequel aucun cas dâulcĂšre de Buruli nâa jusquâalors Ă©tĂ© rapportĂ©
Test of the photon detection system for the LHCb RICH Upgrade in a charged particle beam
The LHCb detector will be upgraded to make more efficient use of the
available luminosity at the LHC in Run III and extend its potential for
discovery. The Ring Imaging Cherenkov detectors are key components of the LHCb
detector for particle identification. In this paper we describe the setup and
the results of tests in a charged particle beam, carried out to assess
prototypes of the upgraded opto-electronic chain from the Multi-Anode PMT
photosensor to the readout and data acquisition system.Comment: 25 pages, 22 figure
Two factor saturated designs: cycles, Gini index and state polytopes
In this paper we analyze and characterize the saturated fractions of two-factor designs under the simple effect model. Using Li et al.ear algebra, we define a criterion to check whether a given fraction is saturated or not. We also compute the number of saturated fractions, providing an alternative proof of the Cayley's formula. Finally we show how, given a list of saturated fractions, Gini indexes of their margins and the associated state polytopes could be used to classify them
