Does Political Incorporation Matter? The Impact of Minority Mayors Over Time
The authors assess the effects of minority political incorporation in large cities. An interrupted time-series research design is used to determine whether the election of a city’s first minority mayor has any short-term or long-term impact on fiscal policies. The authors examined six cities that elected black or Latino mayors and six cities with white mayors from 1972 to 1992. In general, they find that minority political incorporation did not significantly change fiscal policies in different ways from that which occurred in cities without minority incorporation
Niveles de respuesta de cuatro cultivares de orégano al estrés salino: Ajuste dosis de estrés

Córdoba, 20 de noviembre de 2019En las regiones productivas de Traslasierras (Córdoba) y en el departamento San Carlos (Mendoza) el uso de aguas subterráneas con restricciones por salinización impacta sobre los rendimientos potenciales del cultivo. Existen escasas investigaciones sobre el comportamiento de los cultivares productivos ante estas condiciones de estrés. El objetivo fue determinar las dosis de salinidad que generan niveles de respuesta diferenciales en los cultivares Aguanda (AG), Don Bastias (DB), Alpa Sumaj (AS) y Emma (EM), para evaluar mecanismos fisiológicos adaptativos en orégano. El ensayo se realizó en invernadero con plantines de 60d de edad obtenidos in vitro, trasplantados a sistema hidroponia con solución nutritiva Hoagland. Se evaluaron dosis salinas: testigo, 30, 60, 90 y 120mM NaCl, y cultivares: AG, DB, AS, EM, en un diseño de parcelas divididas en bloques al azar. Se midieron variables repetidas en el tiempo de crecimiento, abscisión de hojas y mortandad de plantas, y al final del ensayo se determinó producción de biomasa y partición de asimilados. Los resultados indicaron que las dosis de 90 y 120mM resultaron severas en todos los cultivares. Mientras que las dosis de 30 y 60mM permitieron manifestar diferencias categóricas entre los cultivares. El estrés salino indujo la abscisión de hojas, mostrando variabilidad de respuesta entre los cultivares. La abscisión a 60mM en AS y EM, fue similar a la que obtuvo AG y DB bajo 30mM. Un comportamiento similar se observó en el incremento en altura. En cuanto a la biomasa total (BT), su variación estuvo explicada mayormente por modificaciones en el peso seco de las hojas (R2=0,95). En la dosis salina de 30mM, AG evidenció valores de BT significativamente menores, mientras que en AS disminuyó a los 60mM. En DB y EM no hubo efecto significativo del estrés salino en la BT. En conclusión, las dosis de salinidad de 30 y 60mM permiten generar respuestas diferenciales para evaluar los mecanismos fisiológicos de Origanum sp. al estrés salino. En este sentido los cultivares evaluados bajo salinidad podrían agruparse como: AG y DB: más susceptibles, AS y EM: menos susceptibles. AS y EM presentan mecanismos fisiológicos que contribuyen a mantener su crecimiento bajo condiciones de salinidad, sin embargo, en términos productivos EM aparenta ser un cultivar superior. Estos resultados sientan base para profundizar en los mecanismos fisiológicos adaptativos que explican las diferencias entre los cultivares.Fil: Pelissero, Juan Pablo. Post-graduate medical education in public health: The case of Italy and a call for action
Public health technical expertise is of crucial importance to inform decision makers\u2019
action in the field of health and its broader determinants. Improving education and
training of public health professionals for both practice and research is the starting
point to strengthen the role of public health so that current health challenges can
be efficiently tackled. At the Association of Schools of Public Health in the European
Region (ASPHER) Deans\u2019 & Directors\u2019 2017 Annual Retreat, we presented the structure
and management of public health training system in Italy, and we reported recent data
on Italian public health specialists\u2019 educational experience, employment opportunities
and job satisfaction. Public health training in Italy is implemented in the context
of the post-graduate medical education residency programme in Hygiene and
Preventive Medicine, delivered by 34 University-based Schools of Public Health.
We report relatively high employment rates across the county and wide
spectrum of career opportunities for young public health specialists. However,
job security is low and training expectations only partially met. We call upon
other Schools of Public Health to scale up the survey within the broad ASPHER
community in a shared and coordinated action of systematically collecting useful
data that can inform the development of public health education and training
models, their implementation and fruitful interaction with population health,
health systems and services

Development of Plasma Vitellogenin Assay for Estrogenic Effects of Endocrine-Disrupting Chemicals Using Ovariectomized Goldfish (Carassius auratus)
Plasma vitellogenin (VTG) assay was developed using ovariectomized goldfish (Carassius auratus) for determining the estrogenic effects of endocrine-disrupting chemicals. In a laboratory study, we assessed the estrogenic activity of commercial fish diets by using a diet for ornamental carp (CD) and a casein-based formulated fish diet (FD), which was shown to not contain soybean or fish meal in a previous study. In ovariectomized fish, plasma VTG concentrations were significantly higher in the CD-fed group than in the FD-fed group. These results indicate that the estrogen activity of CD may be high enough to cause induction of plasma VTG in ovariectomized goldfish as previously observed in male goldfish. Moreover, the effect of estrogen on plasma VTG induction was confirmed by significant plasma VTG production following the exposure of FD-fed ovariectomized goldfish to a nominal estradiol-17β concentration of 100 μg/l for 31 days. Our data suggest that induction of plasma VTG using ovariectomized goldfish is a good tool for evaluating the estrogenic effects of endocrine-disrupting chemicals
