    Ohio Residency Law for Student Voters - Its Implications and a Proposal for More Effective Implementation of Residency Statutes

    The task is to evaluate the traditional common law tests of domicile, many of which are outmoded, and to select those which are compatible with the new constitutional requirements of real fairness and equality in order to lay a firm foundation for the accomplishment of the original purposes of residency law in the modern world. Furthermore, the theoretical problems involved -constitutional exposition, common law analysis, statutory construction, and governmental policy- need to be synthesized into a system that is easily implemented by the Secretary of State, easily applied by local boards of election, and finally, easily understood by all new registrants for voting in Ohio. This article seeks to solve these problems in the soundest possible manner as a guide to the future and proposes a method of implementing them for boards of election and the general public

    Cataloged from PDF version of article.Addressing power and energy consumption related issues early in the system design flow ensures good design and minimizes iterations for faster turnaround time. In particular, optimizations at software level, e.g., those supported by compilers, are very important for minimizing energy consumption of embedded applications. Recent research demonstrates that voltage islands provide the flexibility to reduce power by selectively shutting down the different regions of the chip and/or running the select parts of the chip at different voltage/frequency levels. As against most of the prior work on voltage islands that mainly focused on the architecture design and IP placement related issues, this paper studies the necessary software compiler support for voltage islands. Specifically, we focus on an embedded multiprocessor architecture that supports both voltage islands and control domains within these islands, and determine how an optimizing compiler can automatically map an embedded application onto this architecture. Such an automated support is critical since it is unrealistic to expect an application programmer to reach a good mapping correlating multiple factors such as performance and energy at the same time. Our experiments with the proposed compiler support show that our approach is very effective in reducing energy consumption. The experiments also show that the energy savings we achieve are consistent across a wide range of values of our major simulation parameters

    The effects of paranoia and dopamine on perception of cohesion and conspiracy: a pre-registered, double-blind, placebo-controlled experiment

    Paranoia is a common symptom of psychotic disorders but is also present on a spectrum of severity in the general population. Although paranoia is associated with an increased tendency to perceive cohesion and conspiracy within groups, the mechanistic basis of this variation remains unclear. One potential avenue involves the brain’s dopaminergic system, which is known to be altered in psychosis. In this study, we used large-N online samples to establish the association between trait paranoia and perceptions of cohesion and conspiracy. We further evaluated the role of dopamine on perceptions of cohesion and conspiracy using a double-blind, placebo-controlled laboratory experiment where participants received levodopa or a placebo control. Our results were mixed: group perceptions and perceptions of cohesion were higher among more paranoid individuals but were not altered under dopamine administration. We outline the potential reasons for these discrepancies and the broader implications for understanding paranoia in terms of dopamine dysregulation

    A case of pulmonary aspergillosis in white storks

    ΔΕΝ ΔΙΑΤΙΘΕΤΑΙ ΠΕΡΙΛΗΨΗAspergillosis is a fungal infection affecting respiratory system both in mammals and avian species. It is more commonly encountered in birds, in comparison with its mammalian counterpart. Mostly isolated strains are Aspergillus fumigatus (95%) and Aspergillus flavus (5%). Affected lungs and air sacs reveal miliary to gross lesions like gray-yellowish or white-grayish granulomatous foci surrounded by white halos indicative of inflammatory infiltration. Five storks found dead in the rural areas near Istanbul were submitted to our faculty between years 2008 and 2014. Two of them were thought to be younger than 1-year-old and the other three were older than one year of age. Necropsies were performed right after their submissions. Aspergillosis lesions were observed in the lungs and thoracic air sacs of the first four storks. In addition to these changes the lesions were detected at the aortic bifurcation and on the testicular and renal capsule of the fifth stork. Histopathology revealed encapsulated granulomas with foci of caseous necrosis at the center surrounded by numerous macrophages, heterophil leukocytes, lymphocytes and foreign body giant cells in all the storks. Following the gross, histopathological and mycological examinations the agents were detected as Aspergillus fumigatus. Although, the number of reported deaths due to Aspergillosis is not high in storks, we believe that these birds are quite susceptible to the disease and stress factors such as migration increases the risk of pathogenicity. This report was designed as a contribution to literature since there is only one reported case available with respect to aspergillosis associated death in storks and stress factors such as migration may also predispose storks to the disease

    A Survey on Energy Optimization Techniques in UAV-Based Cellular Networks: From Conventional to Machine Learning Approaches

    Wireless communication networks have been witnessing an unprecedented demand due to the increasing number of connected devices and emerging bandwidth-hungry applications. Albeit many competent technologies for capacity enhancement purposes, such as millimeter wave communications and network densification, there is still room and need for further capacity enhancement in wireless communication networks, especially for the cases of unusual people gatherings, such as sport competitions, musical concerts, etc. Unmanned aerial vehicles (UAVs) have been identified as one of the promising options to enhance the capacity due to their easy implementation, pop up fashion operation, and cost-effective nature. The main idea is to deploy base stations on UAVs and operate them as flying base stations, thereby bringing additional capacity to where it is needed. However, because the UAVs mostly have limited energy storage, their energy consumption must be optimized to increase flight time. In this survey, we investigate different energy optimization techniques with a top-level classification in terms of the optimization algorithm employed; conventional and machine learning (ML). Such classification helps understand the state of the art and the current trend in terms of methodology. In this regard, various optimization techniques are identified from the related literature, and they are presented under the above mentioned classes of employed optimization methods. In addition, for the purpose of completeness, we include a brief tutorial on the optimization methods and power supply and charging mechanisms of UAVs. Moreover, novel concepts, such as reflective intelligent surfaces and landing spot optimization, are also covered to capture the latest trend in the literature.Comment: 41 pages, 5 Figures, 6 Tables.     IMPLEMENTATION OF A QUASI-OPTICAL FREE-SPACE S-PARAMETERS MEASUREMENT SYSTEM

    A quasi-optical (QO) free-space test bench, based on two dual reflector Compact Test Range (CTR) systems, has been developed to characterise the RF properties of materials and QO components used in mm-wave astronomical instrumentation. While this facility has been designed to operate for several spectral bandwidths, in the first instance measurements have been performed in the W-band (75-110 GHz). We present the modelled and measured performance of the test bench and the procedure for calibrating and measuring samples under test. First measured results of the field across a 10 cm quiet zone indicate a maximum intensity variation of -4.5 dB and a maximum phase variation of 7°. Measurements of the cross-polarisation indicate higher levels than were predicted. A free-space calibration method has been developed based on the use of 3 calibration standards (Thru-Reflect-Line). Initial measurements of the reflectivity and transmittance for a range of materials have been performed, allowing the deduction of the refractive index

    Global production and free access to Landsat-scale Evapotranspiration with EEFlux and eeMETRIC

    EEFlux (Earth Engine Evapotranspiration Flux) is a version of the METRIC (mapping evapotranspiration at high resolution with internal calibration) application that operates on the Google Earth Engine (EE). EEFlux has a web-based interface and provides free public access to transform Landsat images into 30 m spatial evapotranspiration (ET) data for terrestrial land areas around the globe. EE holds the entire Landsat archive to power EEFlux along with NLDAS/CFSV2 gridded weather data for estimating reference ET. EEFlux is a part of the upcoming OpenET platform (https://openetdata.org/ ) that has leveraged nonprofit funding to provide ET information to all of the lower 48 states for free, as a means to foster water exchange between agriculture, cities and environment (Melton et al., 2020). The METRIC version in OpenET is named eeMETRIC, and includes cloud detection and time integration of ET snapshots into monthly ET estimates. EEFlux and eeMETRIC employ METRIC’s “mountain” algorithms for estimating aerodynamics and solar radiation in complex terrain. Calibration is automated and ET images are computed for download in seconds using EE’s large computational capacity

    Influence of intensive melt shearing on the microstructure and mechanical properties of an Al-Mg alloy with high added impurity content

    The official published version can be accessed from the link below - Copyright @ The Minerals, Metals & Materials Society and ASM International 2011We have investigated the influence of melt conditioning by intensive shearing on the mechanical behavior and microstructure of Al-Mg-Mn-Fe-Cu-Si alloy sheet produced from a small book mold ingot with high added impurity content. The melt conditioned ingot has fine grains throughout its cross section, whereas a conventionally cast ingot, without melt shearing, has coarser grains and shows a wider variation of grain size. Both needle-shaped and coarse Chinese script iron bearing intermetallic particles are found in the microstructure at the center of the conventionally processed ingot, but for the melt conditioned ingot, only fine Chinese script intermetallic particles are observed. In addition to the iron bearing intermetallics, Mg2Si particles are also observed. The ingots were rolled to thin sheet and solution heat treated (SHT). During rolling, the iron-based intermetallics and Mg2Si particles are broken and aligned along the rolling direction. Yield strength (YS), ultimate tensile strength (UTS), and elongation of the intensively melt sheared and processed sheet are all improved compared to the conventionally cast and processed sheet. Fractographic analysis of the tensile fracture surfaces shows that the clustered and coarse iron bearing intermetallic particles are responsible for the observed reduction in mechanical properties of the conventionally cast sheet. We have shown that by refining the initial microstructure of the ingot by intensive shear melt conditioning, it is possible to achieve improved mechanical properties at the final sheet gage of an AlMgMn alloy with a high content of impurities.This study is under the Technology Strategy Board funded REALCAR projec
