Preventing violent radicalization of youth through dialogic evidence-based policies
Radicalization of youth leading to violent extremism in the form of terrorism is an urgent problem considering the rise of young people joining extremist groups of different ideologies. Previous research on the impact of counter-terrorism polices has highlighted negative outcomes such as stigmatizing minority groups. Drawing on qualitative research conducted under the PROTON project (2016-2019) by CREA-UB on the social and ethical impact of counter-terrorism policies in six EU countries, the present article presents and discusses the ways in which actions characterized by creating spaces for dialogue at the grassroots level are contributing to prevent youth violent radicalization. The results highlight four core elements underlying these spaces for dialogue: providing guidance to be safe in the exploration of extremist messages and violent radicalization; the rejection of violence; that dialogue is egalitarian; and that relationships are built on trust so that adolescents and young adults feel confident to raise their doubts. If taken into account, these elements can serve to elaborate dialogic evidence-based policies. The policies which include a dialogue between the scientific evidence and the people affected by them once implemented, achieve positive social impact
A Systematic Approach to Study Electoral Fraud
Integrity of elections relies on fair procedures at di?erent stages of the election process, and fraud can occur in many instances and di?erent forms. This paper provides a general approach for the detection of fraud. While most existing contributions focus on a single instance and form of fraud, we propose a more encompassing approach, testing for several empirical implications of di?erent possible forms of fraud. To illustrate this approach we rely on a case of electoral irregularities in one of the oldest democracies: In a Swiss referendum in 2011, one in twelve municipalities irregularly destroyed the ballots, rendering a recount impossible. We do not know whether this happened due to sloppiness, or to cover possible fraudulent actions. However, one of our statistical tests leads to results, which points to irregularities in some of the municipalities, which lost their ballots: they reported significantly fewer empty ballots than the other municipalities. Relying on several tests leads to the well known multiple comparisons problem. We show two strategies and illustrate strengths and weaknesses of each potential way to deal with multiple tests
The Memory Politics of Becoming European: The East European Subalterns and the Collective Memory of Europe
The situation in collective memory studies that share a nexus with
the discipline of International Relations (IR) is currently reflective
of the traditionally West-centric writing of European history. This
order of things has become increasingly challenged after the eastern
enlargement of the European Union (EU). This article examines
Poland’s and the Baltics’ recent attempts to enlarge the mnemonic
vision of ‘the united Europe’ by placing their ‘subaltern pasts’ in contest
with the conventionally Western European-bent understanding of the
consequences of World War II in Europe. I argue that their endeavours
to wrench the ‘European mnemonical map’ apart in order to become
more congruent with the different historical experiences within the
enlarged EU encapsulate the curious trademark of Polish and Baltic
post-Cold War politics of becoming European: their combination of
simultaneously seeking recognition from and resisting the hegemonic
‘core European’ narrative of what ‘Europe’ is all about
Religious and citizenship education in Belgium/Flanders: Suggestions for the future
Abstract: In Belgium (Flanders), citizenship education is one of the cross-curricular achievements, but it is not scheduled as a separate school subject. Alternatively, citizenship education is integrated in diverse school subjects and particularly in the religious education classes. However, with this didactical approach, two problems arise. First, attention to liberal, democratic values is not always given in a sufficient, convincing way and is often dependent on the teacher staffs efforts and goodwill. Second and more important , religious education in Belgium is organized by the independent religious instances of the recognized religions and not by the state. As a result, religious education teachers are often responsible for citizenship education, without supervision of the state. Not surprisingly, the aims of citizenship education are not always reached and Flanders scores below the European average with regard to citizenship education. In order to improve this situation, this article recommends a new, obligatory, non-confessional subject about (and not into) religion, where attention is given to religious diversity, ethics, philosophy and citizenship education. For pragmatic reasons, an immediate introduction of this subject would be impossible, but a gradual and profound change is recommended
International organizations, security dichotomies and the trafficking of persons and narcotics in post-soviet central Asia : a critique of the securitization framework
This article offers a constructive critique of the Copenhagen School's 'securitization' framework by applying it in an analysis of the role of international organizations seeking to counter the trafficking of narcotics and persons in post-Soviet Central Asia. The study discovers common and divergent motivations that explain international attempts and failures to securitize. In the case of human trafficking, significant clashes created obstacles to international efforts. In both cases, international organizations advanced their agendas through the language of security, but also through institutional changes and increased resource allocation. These processes led to the adoption of mostly traditional security strategies. The analysis concludes that although the securitization framework makes significant contributions as an analytical tool, its definition is too vague and it is too narrow in focus. 'Security dichotomies' need to be taken into account in a comprehensive analysis of why international attempts to securitize issues sometimes succeed and sometimes fail. The influence of rhetoric on the development of policy should also be taken into account if the securitization framework is to provide a complete understanding of the issues or be useful for policymakers
