    Skill competency development strategies by a contractor

    Construction skills are one of the vital aspects of construction work which is growing in importance due to skill gaps and skill shortages during different economic cycles. The aim of this study was to investigate competence development strategies by a traditional construction company within its own pool of skill resources and among its supply chain members. The study was carried out via literature review, empirical studies involving a focus study, analysis of documentary evidence supported by unstructured interviews and a report of skill development/supply chain conference. The study demonstrates how long-term skill development can be achieved through: (a) strategic capacity planning which allows high retention, continuous training, and balanced construction demand and contractor’s supply capacity over the long term; (b) updating and upgrading the knowledge base of the supply chain through conferences and training schemes; (c) strategic investment in the workforce through training, vocational and higher degrees; and (d) acquaintance with different sources of finance. This study will assist small traditional firms in building competencies in skill development and improvement. It will assist an international audience who may face similar issue with their construction firm

    Localism and energy: Negotiating approaches to embedding resilience in energy systems

    Tensions are evident in energy policy objectives between centralised top-down interconnected energy systems and localised distributed approaches. Examination of these tensions indicates that a localised approach can address a systemic problem of interconnected systems; namely vulnerability. The challenge for energy policy is to realise the interrelated goals of energy security, climate and environmental targets and social and economic issues such as fuel poverty, whilst mitigating vulnerability. The effectiveness of conventional approaches is debateable. A transition to a low carbon pathway should focus on resilience, counter to vulnerability. This article draws from on-going work which evaluates the energy aspects of a Private Finance Initiative (PFI) project to refurbish and re-build a local authority’s entire stock of sheltered accommodation to high environmental standards. Initial findings suggest that whereas more conventional procurement processes tend to increase systemic vulnerability, a user focussed process driven through PFI competitive dialogue is beginning to motivate some developers to adopt innovative approaches to energy system development. Conceptually these findings strongly suggest that embedding ‘Open Source’ principles in energy system development acts to work against systemic vulnerabilities by embedding resilience

    Insights into Blockchain Implementation in Construction:Models for Supply Chain Management

    The interest in the implementation of distributed ledger technologies (DLTs) is on the rise in the construction sector. One specific type of DLT that has recently attracted much attention is blockchain. Blockchain has been mostly discussed conceptually for construction to date. This study presents some empirical discussions on supply chain management (SCM) applications of blockchain for construction by collecting feedback for three blockchain-based models: project bank accounts (PBAs) for payments, reverse auction-based tendering for bidding, and asset tokenization for project financing. The feedback was collected from three focus groups and a workshop. The working prototypes for the models were developed on Ethereum. The implementation of blockchain in payment arrangements was found to be simpler than in tendering and project tokenization workflows. However, the blockchain integration of those workflows may have large-scale impacts on the sector in the future. A broad set of general and model-specific benefits/opportunities and requirements/challenges was also identified for blockchain in construction. Some of these include streamlined, transparent transactions and rational trust building, and the need for challenging the sector culture, upscaling the legacy information technology (IT) systems, and compliance with the regulatory structures

    Inclusive growth in English cities: mainstreamed or sidelined?

    <p>The concept of inclusive growth is increasingly presented as offering prospects for more equitable social outcomes. However, inclusive growth is subject to a variety of interpretations and lacks definitional clarity. In England, via devolution, cities are taking on new powers for policy domains that can influence inclusive growth outcomes. This opens up opportunities for innovation to address central issues of low pay and poverty. This paper examines the extent to which inclusive growth concerns form a central or peripheral aspect in this new devolution through the content analysis of devolution agreements. It concludes that inclusive growth concerns appear to be largely sidelined.</p

    Towards the delivery of sustainable regeneration projects’ types in the UK: an exploration of the role and level of involvement of key practitioners

    Sustainable regeneration is a vital aspect of the UK sustainable development agenda in which a lot of efforts have been made over the years. Traditionally, the UK regeneration strategy has evolved from the provision of affordable housing through to the provision of other public sector projects and private sector commercial projects. While the concept of sustainable regeneration has been a key facet of UK sustainable development agenda over the past decades, it can be said that the delivery of sustainability benefits of major projects has been determined by numerous factors. Paramount among the factors which have affected and continue to determine the delivery of sustainability outcome of regeneration projects are the construction industry practitioners who are tasked with the responsibility in the delivery of these regeneration projects. The paper presents the findings of a study which explored practitioners’ level of involvement in the delivery of the three types of sustainable regeneration projects in the UK, using a mixed-method research to obtain 21 and 193 responses from practitioners through semi-structured interviews and questionnaire survey, respectively. The findings reveal that housing-led regeneration project is the most involved type of regeneration project by practitioners, while the least involved project is private sector commercial regeneration project

    Risk response strategies for collaborative university-industry R&D funded programs

    Universities are centers of knowledge in our societies and their role when it comes to innovation has become more important over the years. Companies have several reasons to engage in research collaborations with universities, namely to gain access to innovative technologies. University-Industry R&D collaborations are expected to play an important role in regional economies, and to fulfill the industry’s demand for innovative products, technologies and processes. However, the knowledge on what are the potential risks resulting from these collaborations and the risk response strategies to reduce the negative risk impacts and to enhance positive risk impacts is still limited.     Supporting knowledge transfer in web-based managed IT support

    Purpose &ndash; The purpose of this paper is to highlight the importance and complexities of the knowledge transfer process in the provision of effective managed after-sales IT support, when the web is used for service delivery.Design/methodology/approach &ndash; The paper features an interpretive case study of a multinational Managed Service Provider (MSP) and a focus group of representatives from five comparable MSPs.Findings &ndash; The paper finds that MSPs that use web-based channels for the provision of after-sales IT support services need to address a range of important social and organisational issues in order to realise cost and efficiency-based benefits.Research limitations/implications &ndash; The paper provides a four stage processual model of knowledge transfer in the provision of web-based managed after-sales IT support services. The barriers and enablers of knowledge transfer at each stage are identified. The paper adopts a MSP perspective and suggests that further research from the customer perspective is required.Practical implications &ndash; The paper highlights some important social and organisational enablers and barriers, which will guide MSPs when providing managed after-sales IT support using webbased channels.Originality/value &ndash; The paper provides the first staged model of inter-organisational knowledge transfer in a complex multi-organisational and multi-channel web-based context.<br /
