    San Antonio Independent School District v. Rodriguez: A Retreat from Equal Protection

    With these words, the Supreme Court in Brown v. Board of Education, unanimously declared that the long-standing, state- enforced doctrine of separate but equal denied equal protection of the laws to non-white pupils in state-supported schools. Recognizing the fundamental importance of an education in modern society and finding that [s]eparate education facilities are inherently unequal, the Court ruled that a state could no longer make the extent of a child\u27s educational opportunity a function of the color of his skin. Nineteen years later, the Supreme Court was called upon in San Antonio Independent School District v.Rodriguezs to review the constitutionality of another long-standing, state-enforced practice of affecting education. This time the challenge was to the Texas scheme of financing public elementary and secondary education. This scheme, and those in nearly every state, relied primarily upon local ad valorem property taxes, and resulted in great disparities between school districts in the amount of funds available for educational expenditures

    Discovery of a Binary Centaur

    We have identified a binary companion to (42355) 2002 CR46 in our ongoing deep survey using the Hubble Space Telescope's High Resolution Camera. It is the first companion to be found around an object in a non-resonant orbit that crosses the orbits of giant planets. Objects in orbits of this kind, the Centaurs, have experienced repeated strong scattering with one or more giant planets and therefore the survival of binaries in this transient population has been in question. Monte Carlo simulations suggest, however, that binaries in (42355) 2002 CR46 -like heliocentric orbits have a high probability of survival for reasonable estimates of the binary's still-unknown system mass and separation. Because Centaurs are thought to be precursors to short period comets, the question of the existence of binary comets naturally arises; none has yet been definitively identified.     Observed Binary Fraction Sets Limits on the Extent of Collisional Grinding in the Kuiper Belt

    The size distribution in the cold classical Kuiper belt can be approximated by two idealized power laws: one with steep slope for radii R>R* and one with shallow slope for R<R*, where R*~25-50 km. Previous works suggested that the SFD roll-over at R* can be the result of extensive collisional grinding in the Kuiper belt that led to the catastrophic disruption of most bodies with R<R*. Here we use a new code to test the effect of collisions in the Kuiper belt. We find that the observed roll-over could indeed be explained by collisional grinding provided that the initial mass in large bodies was much larger than the one in the present Kuiper belt, and was dynamically depleted. In addition to the size distribution changes, our code also tracks the effects of collisions on binary systems. We find that it is generally easier to dissolve wide binary systems, such as the ones existing in the cold Kuiper belt today, than to catastrophically disrupt objects with R~R*. Thus, the binary survival sets important limits on the extent of collisional grinding in the Kuiper belt. We find that the extensive collisional grinding required to produce the SFD roll-over at R* would imply a strong gradient of the binary fraction with R and separation, because it is generally easier to dissolve binaries with small components and/or those with wide orbits. The expected binary fraction for R<R* is <0.1. The present observational data do not show such a gradient. Instead, they suggest a large binary fraction of ~0.4 for R=30-40 km. This may indicate that the roll-over was not produced by disruptive collisions, but is instead a fossil remnant of the KBO formation process.Comment: The Astronomical Journal, in pres

    A hermetically sealed package for at least one semiconductor chip is provided which is formed of a substrate having electrical interconnects thereon to which the semiconductor chips are selectively bonded, and a lid which preferably functions as a heat sink, with a hermetic seal being formed around the chips between the substrate and the heat sink. The substrate is either formed of or includes a layer of a thermoplastic material having low moisture permeability which material is preferably a liquid crystal polymer (LCP) and is a multiaxially oriented LCP material for preferred embodiments. Where the lid is a heat sink, the heat sink is formed of a material having high thermal conductivity and preferably a coefficient of thermal expansion which substantially matches that of the chip. A hermetic bond is formed between the side of each chip opposite that connected to the substrate and the heat sink. The thermal bond between the substrate and the lid/heat sink may be a pinched seal or may be provided, for example by an LCP frame which is hermetically bonded or sealed on one side to the substrate and on the other side to the lid/heat sink. The chips may operate in the RF or microwave bands with suitable interconnects on the substrate and the chips may also include optical components with optical fibers being sealed into the substrate and aligned with corresponding optical components to transmit light in at least one direction.     The abundances of ethane to acetylene in the atmospheres of Jupiter and Saturn

    The present determination of the stratospheric abundances of ethane and acetylene on Jupiter and Saturn on the basis of IR spectra near 780/cm uses atmospheric models whose thermal and density profiles have constant mixing ratios. The ratio of ethane to acetylene is noted to be insensitive to model atmosphere assumptions; it is 55 + or - 31 for Jupiter and 23 + or - 12 where model mixing ratios are uniform. Atmospheric model density profiles adapted from theoretical photochemical models are noted to also yield a higher ethane/acetylene ratios for Jupiter

    Local regulation of the coronary circulation in health and disease: role of nitric oxide and endothelin

    Coronary artery disease is the leading cause of morbidity and mortality in western countries. Its pathogenesis is unknown, but involves enhanced vasoconstriction, increased interaction of platelets and monocytes with the vessel wall, as well as proliferation, migration and extracellular matrix formation of vascular smooth muscle. The endothelium lies in a strategic anatomical position between circulating blood and vascular smooth muscle cells. This supports the concept that dysfunction of these cells significantly contributes to coronary artery disease. Besides other mediators, endothelial cells are a source of nitric oxide and endothelin. Nitric oxide is a vasodilator, an inhibitor of both platelet function and proliferation and migration of vascular smooth muscle. Endothelin is a potent vasoconstrictor that facilitates proliferation. Under pathological conditions, in particular the presence of cardiovascular risk factors, endothelial dysfunction occurs and is a major contributor to the increase in platelet vessel wall interaction, vasoconstriction and proliferation in the coronary system. Endothelium-dependent vasodilation is usually reduced and endothelium-dependent constrictor responses, as well as endothelin production, are augmented.
