    Autonomous rendezvous and capture development infrastructure

    In the development of the technology for autonomous rendezvous and docking, key infrastructure capabilities must be used for effective and economical development. This involves facility capabilities, both equipment and personnel, to devise, develop, qualify, and integrate ARD elements and subsystems into flight programs. One effective way of reducing technical risks in developing ARD technology is the use of the ultimate test facility, using a Shuttle-based reusable free-flying testbed to perform a Technology Demonstration Test Flight which can be structured to include a variety of additional sensors, control schemes, and operational approaches. This conceptual testbed and flight demonstration will be used to illustrate how technologies and facilities at MSFC can be used to develop and prove an ARD system

    The effect of HIV infection on time off work in a large cohort of gold miners with known dates of seroconversion

    Objectives To estimate the effect of HIV infection on time off work. To provide baseline estimates for economic and actuarial models, and for evaluations of ART and other workplace interventions.Methods A retrospective cohort study of gold miners with known dates of seroconversion to HIV, and an HIV-negative comparison group, used routinely collected data to estimate the proportion of time off work by calendar period (1992-2002, prior to the introduction of ART), age, time since seroconversion and period before death. The authors calculated ORs for overall time off work and RR ratios (RRR, using multinomial logistic regression) for reasons off work relative to being at work.Results 1703 HIV-positive and 4859 HIV-negative men were followed for 34 424 person-years. HIV-positive miners spent a higher proportion of time off work than negative miners (20.7% vs 16.1%) due to greater medical and unauthorised absence. Compared with HIV-negative miners, overall time off work increased in the first 2 years after seroconversion (adjusted OR 1.40 (95% CI 1.36 to 1.45)) and then remained broadly stable for a number years, reaching 38.8% in the final year before death (adjusted OR 3.27, 95% CI 2.95 to 3.63). Absence for medical reasons showed the strongest link to HIV infection, increasing from an adjusted RRR of 2.66 (95% CI 2.45 to 2.90) for the first 2 years since seroconversion to 13.6 (95% CI 11.8 to 15.6) in the year prior to death.Conclusions Time off work provides a quantifiable measure of the effect of HIV on overall morbidity. HIV/AIDS affects both labour supply (increased time off work) and demand for health services (increased medical absence). The effects occur soon after seroconversion and stabilise before reaching very high levels in the period prior to death.     The empirical basis for the use of directed lie comparison questions in diagnostic and screening polygraphs.

    There has been some question as to when it is advantageous or "permissible" to use directed lie comparison (DLC) questions in polygraph testing. More specifically, this question and this related discussion pertains to whether it is scientifically valid to use DLCs in diagnostic and/or screening test formats. Discussion of these questions extend quickly into the realm of professional ethics, which centers around ensuring that we, as professionals, make good choices that benefit our profession, our agencies, our communities, our countries, and the individual being tested. Ethics is, after all, a discussion about right and wrong with consideration for what bad or good things happen, and to whom these things happen, as a result of a particular choice of action. The polygraph profession sits at a crucial point of ethical discussions, and these discussions pertain to theories of truth and deception, and also to the competition of rights, priorities and potential impacts that may result in different benefits and consequences for individual persons and groups of people. It is a goal of science to provide evidence-based models for making decisions about individual cases, and for making policies that affect decisions pertaining to groups of cases. Evidence-based practices allow us to calculate the expected results and probability of error with mathematical precision, and therefore help us to better manage the impact that decisions and actions have on individuals and groups. It is our position that answers to questions about scientific validity and ethics should be informed and determined by data and evidence, and not by a declarative system of arbitrary rules without evidence. Compliance with policies and regulations is important, and this paper is not intended to supersede the existing policies or mandated field practices of any agency. Rather, this document is intended to orient the reader to the scientific evidence regarding DLCs, and to anchor a more informed professional discussion regarding matters of scientific validity and polygraph field practices. Administrators, policy makers, and field examiners place themselves in an untenable position when their decisions and policies are not grounded in science. That position is one of having to explain or defend one's policies or field practices when they are inconsistent with the published scientific evidence that is available to the opposing counsel during a legal contest. The same evidence that could be used to improve the effectiveness and validity of the polygraph could also be used to undermine the credibility and viability of the profession if we chose to ignore it. It is hoped that the information in this document will lead to further discussion and improvements in policies and field practices to include the current state of scientific evidence regarding the use of DLCs.     Rectified voltage induced by a microwave field in a confined two-dimensional electron gas with a mesoscopic static vortex

    We investigate the effect of a microwave field on a confined two dimensional electron gas which contains an insulating region comparable to the Fermi wavelength. The insulating region causes the electron wave function to vanish in that region. We describe the insulating region as a static vortex. The vortex carries a flux which is determined by vanishing of the charge density of the electronic fluid due to the insulating region. The sign of the vorticity for a hole is opposite to the vorticity for adding additional electrons. The vorticity gives rise to non-commuting kinetic momenta. The two dimensional electron gas is described as fluid with a density which obeys the Fermi-Dirac statistics. The presence of the confinement potential gives rise to vanishing kinetic momenta in the vicinity of the classical turning points. As a result, the Cartesian coordinate do not commute and gives rise to a Hall current which in the presence of a modified Fermi-Surface caused by the microwave field results in a rectified voltage. Using a Bosonized formulation of the two dimensional gas in the presence of insulating regions allows us to compute the rectified current.     Porcine reproductive and respiratory syndrome virus (PRRSV) infection spreads by cell-to-cell transfer in cultured MARC-145 cells, is dependent on an intact cytoskeleton, and is suppressed by drug-targeting of cell permissiveness to virus infection

    BACKGROUND: Porcine reproductive and respiratory syndrome virus (PRRSV) is the etiologic agent of PRRS, causing widespread chronic infections which are largely uncontrolled by currently available vaccines or other antiviral measures. Cultured monkey kidney (MARC-145) cells provide an important tool for the study of PRRSV replication. For the present study, flow cytometric and fluorescence antibody (FA) analyses of PRRSV infection of cultured MARC-145 cells were carried out in experiments designed to clarify viral dynamics and the mechanism of viral spread. The roles of viral permissiveness and the cytoskeleton in PRRSV infection and transmission were examined in conjunction with antiviral and cytotoxic drugs. RESULTS: Flow cytometric and FA analyses of PRRSV antigen expression revealed distinct primary and secondary phases of MARC-145 cell infection. PRRSV antigen was randomly expressed in a few percent of cells during the primary phase of infection (up to about 20–22 h p.i.), but the logarithmic infection phase (days 2–3 p.i.), was characterized by secondary spread to clusters of infected cells. The formation of secondary clusters of PRRSV-infected cells preceded the development of CPE in MARC-145 cells, and both primary and secondary PRRSV infection were inhibited by colchicine and cytochalasin D, demonstrating a critical role of the cytoskeleton in viral permissiveness as well as cell-to-cell transmission from a subpopulation of cells permissive for free virus to secondary targets. Cellular expression of actin also appeared to correlate with PRRSV resistance, suggesting a second role of the actin cytoskeleton as a potential barrier to cell-to-cell transmission. PRRSV infection and cell-to-cell transmission were efficiently suppressed by interferon-γ (IFN-γ), as well as the more-potent experimental antiviral agent AK-2. CONCLUSION: The results demonstrate two distinct mechanisms of PRRSV infection: primary infection of a relatively small subpopulation of innately PRRSV-permissive cells, and secondary cell-to-cell transmission to contiguous cells which appear non-permissive to free virus. The results also indicate that an intact cytoskeleton is critical for PRRSV infection, and that viral permissiveness is a highly efficient drug target to control PRRSV infection. The data from this experimental system have important implications for the mechanisms of PRRSV persistence and pathology, as well as for a better understanding of arterivirus regulation

    HIGH TECH MEETS HIGH TOUCH:COHORT LEARNING ONLINE IN GRADUATE HIGHER EDUCATION

    This paper discusses the results of a qualitative participatory action research study where the purpose was to examine the nature of the cohort learning experience in an online master’s program from both faculty and student perspectives. There has been much discussion in higher and adult education circles in the last decade on distance education, web based and web enhanced learning online, and online degree programs. Nearly all institutions of higher education now offer at least some classes online, and many offer entire degree programs. While many have discussed the plusses and minuses of online education, and considered what online pedagogy offers to adult learners, there has been little discussion of what online education looks like specifically in online cohort programs, from the students’ perspectives. Thus, the purpose of this paper is: (1) to discuss the results of a participatory action research project where the purpose was to examine the nature of the cohort learning experience in an online master’s program that began with a residential component from both faculty and student perspectives; and (2) to consider the implications for the ongoing development of both “high tech” and “high touch” and academically sound degree programs in adult education and related areas

    Classical kinetic energy, quantum fluctuation terms and kinetic-energy functionals

    We employ a recently formulated dequantization procedure to obtain an exact expression for the kinetic energy which is applicable to all kinetic-energy functionals. We express the kinetic energy of an N-electron system as the sum of an N-electron classical kinetic energy and an N-electron purely quantum kinetic energy arising from the quantum fluctuations that turn the classical momentum into the quantum momentum. This leads to an interesting analogy with Nelson's stochastic approach to quantum mechanics, which we use to conceptually clarify the physical nature of part of the kinetic-energy functional in terms of statistical fluctuations and in direct correspondence with Fisher Information Theory. We show that the N-electron purely quantum kinetic energy can be written as the sum of the (one-electron) Weizsacker term and an (N-1)-electron kinetic correlation term. We further show that the Weizsacker term results from local fluctuations while the kinetic correlation term results from the nonlocal fluctuations. For one-electron orbitals (where kinetic correlation is neglected) we obtain an exact (albeit impractical) expression for the noninteracting kinetic energy as the sum of the classical kinetic energy and the Weizsacker term. The classical kinetic energy is seen to be explicitly dependent on the electron phase and this has implications for the development of accurate orbital-free kinetic-energy functionals. Also, there is a direct connection between the classical kinetic energy and the angular momentum and, across a row of the periodic table, the classical kinetic energy component of the noninteracting kinetic energy generally increases as Z increases.Comment: 10 pages, 1 figure.     Growing better brains? Pregnancy and neuroscience discourses in English social and welfare policies

    In recent years, English welfare and health policy has started to include pregnancy within the foundation stage of child development. The foetus is also increasingly designated as ‘at risk’ from pregnant women. In this article, we draw on an analysis of a purposive sample of English social and welfare policies and closely related advocacy documents to trace the emergence of neuroscientific claims-making in relation to the family. In this article, we show that a specific deterministic understanding of the developing brain that only has a loose relationship with current scientific evidence is an important component in these changes. We examine the ways in which pregnancy is situated in these debates. In these debates, maternal stress is identified as a risk to the foetus; however, the selective concern with women living in disadvantage undermines biological claims. The policy claim of neurological ‘critical windows’ also seems to be influenced by social concerns. Hence, these emerging concerns over the foetus’ developing brain seem to be situated within the gendered history of policing women’s pregnant bodies rather than acting on new insights from scientific discoveries. By situating these developments within the broader framework of risk consciousness, we can link these changes to wider understandings of the ‘at risk’ child and intensified surveillance over family life
