Conceptualising sustainability in UK urban Regeneration: a discursive Formation
Despite the wide usage and popular appeal of the concept of sustainability in UK policy, it does not appear to have challenged the status quo in urban regeneration because policy is not leading in its conceptualisation and therefore implementation. This paper investigates how sustainability has been conceptualised in a case-based research study of the regeneration of Eastside in Birmingham, UK, through policy and other documents, and finds that conceptualisations of sustainability are fundamentally limited. The conceptualisation of sustainability operating within urban regeneration schemes should powerfully shape how they make manifest (or do not) the principles of sustainable development. Documents guide, but people implement regeneration—and the disparate conceptualisations of stakeholders demonstrate even less coherence than policy. The actions towards achieving sustainability have become a policy ‘fix’ in Eastside: a necessary feature of urban policy discourse that is limited to solutions within market-based constraints
Challenges for Implementing an Ecosystem Approach to Fisheries Management
The ecosystem approach is being promoted as the foundation of solutions to the unsustainability of fisheries. However, because the ecosystem approach is broadly inclusive, the science for its implementation is often considered to be overly complex and difficult. When the science needed for an ecosystem approach to fisheries is perceived this way, science products cannot keep pace with fisheries critics, thus encouraging partisan political interference in fisheries management and proliferation of “faith-based solutions. In this paper we argue that one way to effectively counter politicization of fisheries decision-making is to ensure that new ecosystem-based approaches in fisheries are viewed only as an emergent property of innovation in science and policy. We organize our essay using three major themes to focus the discussion: empirical, jurisdictional, and societal challenges. We undertake at least partial answers to the following questions: (1) has conventional fisheries management really failed?; (2) can short-comings in conventional fisheries management be augmented with new tools, such as allocation of rights?; (3) is the Ecosystem Approach to Fisheries (EAF) equivalent to Ecosystem-Based Management?; and (4) is restoration of degraded ecosystems a necessary component of an EAF
Social Value of Marine and Coastal Protected Areas in England and Wales.
The U.K. government is committed to establishing a coherent network of marine protected
areas by 2012 and the recentMarine and Coastal Access Act, 2009 will designate
marine conservation zones and provide wider access rights to the coast. To fulfill these
goals, this article argues the need for a clearer, shared understanding of the social
value of protected areas in creating new designations and managing existing ones. Although
marine and coastal environments attract many people and are vitally important
in terms of realized and potential social value, the majority of the public in the United
Kingdom lacks understanding and awareness regarding them. Combined with this, the
social value of marine and coastal protected areas (MCPAs) have been largely ignored
relative to conservation and economics, with the latter invariably taking precedence
in environmental policymaking. Social value reflects the complex, individual responses
that people experience in a given place. Many reasons determine why one area is valued
above another, and this research investigates the social value of MCPAs from a
practitioner’s perspective through a series of interviews. Understanding why we “socially”
value MCPAs will ultimately equip managers with an informed understanding
of these spaces, influence management decisions, and, potentially, policymaking. This
article defines social value in the context of MCPAs in England and Wales from a
practitioner perspective, explores key concepts, and suggests possible improvements in
decision-making
Low carbon innovation in China: from overlooked opportunities and challenges to transitions in power relations and practices
This paper explores environmental innovation in the largest emerging economy – China - and its potential for contributing to global transitions to low-carbon, more sustainable patterns of development. It builds on earlier studies bringing alternative forms of low(er)-technology, ‘below-the-radar’, ‘disruptive’ and/or social innovation into its analysis. In addition, however, the paper develops our understanding of low-carbon innovation by paying particular attention to issues of changing power relations and social practices; theoretical issues that need attention in the literature generally but are notably absent when studying transitions in China. This shift in perspective allows four neglected questions to be introduced and, in each case, points to both opportunities and challenges to low-carbon system transition that are overlooked by an orthodox focus on technological innovations alone. These are briefly illustrated by drawing on examples from three key domains of low-carbon innovation: solar-generated energy; electric urban mobility; and food and agriculture
Markets, large projects and sustainable development: traditional and new planning in the Thames Gateway
The transition from traditional hierarchical government to new forms of governance and planning can be overstated. The regionalisation of planning and new ambitions for spatial planning in the UK are commonly understood to have created an overcomplex system concerned with co-ordination and integration across jurisdictional spheres. However, this new governance of planning sits alongside traditional planning processes such as the public inquiry and ministerial decision. This case study of a large port development near London suggests that the emphasis upon the move to new, collaborative practices understimates the influence of traditional governmental structures. This provides cause for questioning the capacity of the current planning system to address the challenge of sustainable development, a central concern for the new planning

economically under-achieving area of Lancaster, UK, into a new, distinctive, vibrant, sustainable quarter of the city. As
a result several aspects of water planning for 350 new homes and 8000 m2 of workspace needed to be considered
before any infrastructure investment was undertaken. This included assessment of the future capacity requirements
(i.e. inflows and outflows) for water infrastructure (i.e. mains water supply, wastewater disposal, rainwater storage
and stormwater disposal) much of which will be located underground. This paper looks at the implications of various
water management strategies on the Luneside East site (e.g. water-efficient appliances, greywater recycling and
rainwater harvesting) in line with current policy measures that focus on technology changes alone (e.g. the code for
sustainable homes). Based on these findings this paper outlines some basic implications for technological resilience
discussed in the context of four ‘world views’ – that is, the urban futures scenarios considered in this special issue.
Conclusions are drawn as to how far this can take engineers, planners and developers in understanding and planning
for resilient water infrastructure within a development like Luneside East
Chapter 20 Assessment of radiation pollution from nuclear power plants
Nuclear power plants split uranium atoms in a process called fission. In a nuclear power plant, heat is generated to produce steam that spins a turbine to generate electricity. Nuclear energy has been proposed in response to the need for a clean energy source compared to CO2 production plants. However, nuclear energy is not necessarily a source of clean energy as nuclear power plants release small amounts of greenhouse emissions in activities related to building and running the plant. Moreover, even if all safety measures are followed, there is no guarantee that an accident will not occur in a nuclear power plant. In the case of an accident involving a nuclear power plant, the environment and the people around it may be exposed to high levels of radiation. Another important environmental problem related to nuclear energy is the generation of radioactive waste that can remain radioactive and dangerous to human health for thousands of years. There are also several issues with burying the radioactive waste. Here, we describe different types of radioactive waste pollution from nuclear power plants, their environmental effects, nuclear regulations, and nuclear power plant incidents. Moreover, two case studies on nuclear power plant accidents and their consequences are discussed
A precautionary public health protection strategy for the possible risk of childhood leukaemia from exposure to power frequency magnetic fields
<p>Abstract</p> <p>Background</p> <p>Epidemiological evidence showing a consistent association between the risk of childhood leukaemia and exposure to power frequency magnetic fields has been accumulating. This debate considers the additional precautionary intervention needed to manage this risk, when it exceeds the protection afforded by the exposure guidelines as recommended by the International Commission on Non-Ionizing Radiation Protection.</p> <p>Methods</p> <p>The Bradford-Hill Criteria are guidelines for evaluating the scientific evidence that low frequency magnetic fields cause childhood leukaemia. The criteria are used for assessing the strength of scientific evidence and here have been applied to considering the strength of evidence that exposures to extremely low frequency magnetic fields may increase the risk of childhood leukaemia. The applicability of precaution is considered using the risk management framework outlined in a European Commission (EC) communication on the Precautionary Principle. That communication advises that measures should be proportionate, non-discriminatory, consistent with similar measures already taken, based on an examination of the benefits and costs of action and inaction, and subject to review in the light of new scientific findings.</p> <p>Results</p> <p>The main evidence for a risk is an epidemiological association observed in several studies and meta-analyses; however, the number of highly exposed children is small and the association could be due to a combination of selection bias, confounding and chance. Corroborating experimental evidence is limited insofar as there is no clear indication of harm at the field levels implicated; however, the aetiology of childhood leukaemia is poorly understood. Taking a precautionary approach suggests that low-cost intervention to reduce exposure is appropriate. This assumes that if the risk is real, its impact is likely to be small. It also recognises the consequential cost of any major intervention. The recommendation is controversial in that other interpretations of the data are possible, and low-cost intervention may not fully alleviate the risk.</p> <p>Conclusions</p> <p>The debate shows how the EC risk management framework can be used to apply the Precautionary Principle to small and uncertain public health risks. However, despite the need for evidence-based policy making, many of the decisions remain value driven and therefore subjective.</p
