    Addressing power and scale in resilience programming: a call to engage across funding, delivery and evaluation

    Resilience has recently emerged as a conceptual and operational buzzword spanning every facet of the international development agenda. The rise of resilience provides renewed opportunities for geographers to critically engage with the policy sphere and shape ongoing discourse over the nature of resilience programming. Yet, while aspects of the political economy of resilience have long been acknowledged in both academic and practitioner literatures, scholarly inputs have had limited influence in addressing issues of power and scale as applied directly to resilience programming. In this commentary, we argue that enhanced uptake of geographic enquiry is contingent on geographers being more proactive in engaging with resilience practitioners. One way of doing so is to tailor scholarly inputs to three critical elements of the programmatic cycle, namely how resilience-building activities are funded, delivered, and evaluated. Using these three facets, we highlight key practical and ethical considerations worthy of further geographic enquiry – focusing on issues of power and scale as concepts at the heart of geography

    A compact to revitalise large-scale irrigation systems using a leadership-partnership-ownership ‘theory of change’

    In countries with transitional economies such as those found in South Asia, large-scale irrigation systems (LSIS) with a history of public ownership account for about 115 million ha (Mha) or approximately 45% of their total area under irrigation. In terms of the global area of irrigation (320 Mha) for all countries, LSIS are estimated at 130 Mha or 40% of irrigated land. These systems can potentially deliver significant local, regional and global benefits in terms of food, water and energy security, employment, economic growth and ecosystem services. For example, primary crop production is conservatively valued at about US$355 billion. However, efforts to enhance these benefits and reform the sector have been costly and outcomes have been underwhelming and short-lived. We propose the application of a 'theory of change' (ToC) as a foundation for promoting transformational change in large-scale irrigation centred upon a 'global irrigation compact' that promotes new forms of leadership, partnership and ownership (LPO). The compact argues that LSIS can change by switching away from the current channelling of aid finances controlled by government irrigation agencies. Instead it is for irrigators, closely partnered by private, public and NGO advisory and regulatory services, to develop strong leadership models and to find new compensatory partnerships with cities and other river basin neighbours. The paper summarises key assumptions for change in the LSIS sector including the need to initially test this change via a handful of volunteer systems. Our other key purpose is to demonstrate a ToC template by which large-scale irrigation policy can be better elaborated and discussed

    Valuing water for sustainable development

    Achieving universal, safely managed water and sanitation services by 2030, as envisioned by the United Nations (UN) Sustainable Development Goal (SDG) 6, is projected to require capital expenditures of USD 114 billion per year (1). Investment on that scale, along with accompanying policy reforms, can be motivated by a growing appreciation of the value of water. Yet our ability to value water, and incorporate these values into water governance, is inadequate. Newly recognized cascading negative impacts of water scarcity, pollution, and flooding underscore the need to change the way we value water (2). With the UN/World Bank High Level Panel on Water having launched the Valuing Water Initiative in 2017 to chart principles and pathways for valuing water, we see a global opportunity to rethink the value of water. We outline four steps toward better valuation and management (see the box), examine recent advances in each of these areas, and argue that these four steps must be integrated to overcome the barriers that have stymied past efforts

    Sustainable intensification of agriculture for human prosperity and global sustainability

    There is an ongoing debate on what constitutes sustainable intensification of agriculture (SIA). In this paper, we propose that a paradigm for sustainable intensification can be defined and translated into an operational framework for agricultural development. We argue that this paradigm must now be defined-at all scales-in the context of rapidly rising global environmental changes in the Anthropocene, while focusing on eradicating poverty and hunger and contributing to human wellbeing. The criteria and approach we propose, for a paradigm shift towards sustainable intensification of agriculture, integrates the dual and interdependent goals of using sustainable practices to meet rising human needs while contributing to resilience and sustainability of landscapes, the biosphere, and the Earth system. Both of these, in turn, are required to sustain the future viability of agriculture. This paradigm shift aims at repositioning world agriculture from its current role as the world's single largest driver of global environmental change, to becoming a key contributor of a global transition to a sustainable world within a safe operating space on Earth

    Responding to global challenges in food, energy, environment and water: Risks and options assessment for decision-Making

    We analyse the threats of global environmental change, as they relate to food security. First, we review three discourses: (i) ‘sustainable intensification’, or the increase of food supplies without compromising food producing inputs, such as soils and water; (ii) the ‘nexus’ that seeks to understand links across food, energy, environment and water systems; and (iii) ‘resilience thinking’ that focuses on how to ensure the critical capacities of food, energy and water systems are maintained in the presence of uncertainties and threats. Second, we build on these discourses to present the causal, risks and options assessment for decision-making process to improve decision-making in the presence of risks. The process provides a structured, but flexible, approach that moves from problem diagnosis to better risk-based decision-making and outcomes by responding to causal risks within and across food, energy, environment and water systems

    Realizing resilience for decision-making

    Researchers and decision-makers lack a shared understanding of resilience, and practical applications in environmental resource management are rare. Here, we define social-ecological resilience as a property of social-ecological systems that includes at least three main characteristics — resistance, recovery and robustness (the ‘three Rs’). We define socio-economic resilience management as planning, adaptation and transformational actions that may influence these system characteristics. We integrate the three Rs into a heuristic for resilience management that we apply in multiple management contexts to offer practical, systematic guidance about how to realize resilience

    Technology transfer in the hydropower industry: An analysis of Chinese dam developers’ undertakings in Europe and Latin America

    Technology transfer is essential for transitioning to a low carbon economy which can include hydropower. Chinese dam developers allegedly dominate the global hydropower industry. Studies have been carried out on technology transfer in their undertakings in Africa and Asia. However, such work is lacking for Europe and Latin America. The aim of this paper is to identify the extent, drivers and inhibitors of technology transfer of Chinese dam developers’ undertakings in Europe and Latin America. We find relatively few Chinese undertakings and thus limited evidence for technology transfer both in Europe and Latin America. Transfers identified are frequently mutual with the Chinese player transferring technology to the host country and vice versa. This transfer is driven by business considerations in Europe (costs, capacities) and Latin America (costs, lacking access to finance), but also geopolitical ones (Europe: creation of a trading area; Latin America: access to (natural) resources). It is impeded by Chinese dam developers’ poor reputation regarding safeguards as well as (only in Latin America) protectionist policies and significant capacities of host country players. Our research provides transparency regarding the European and Latin American hydropower industry, while also highlighting that attempts to influence what kind of technology is transferred by Chinese dam developers may be worthwhile

    Chinese State-Owned Enterprise Investment in Mekong Hydropower: Political and Economic Drivers and Their Implications across the Water, Energy, Food Nexus

    Over the last decade, Chinese State-Owned Enterprises have emerged as among the most active investors in Mekong Basin hydropower development. This paper uses a political economy analysis to examine the forces that drive Chinese State-Owned Enterprises to invest in hydropower in the Mekong Basin. We focus our analysis on the Lancang (Upper Mekong River) in China and in the Greater Mekong Subregion (GMS), with an emphasis on Cambodia. The analysis reveals how powerful political and economic forces from within China and the GMS influence the pace, location and scale of investments in hydropower. These forces include foreign exchange reserves, trade packages and foreign direct investment, and political alliances. Combining the political economy and nexus approaches, we conclude that although policies from China recognize interconnections across the nexus, political and economic forces craft narratives that downplay or disregard these nexus interconnections and trade-offs. This in turn, influences how trade-offs and interconnections in hydropower development are managed and recognized in both local and transboundary contexts, thereby, creating potentially significant negative impacts on livelihoods, food security and the environment
