    Climate change, extreme events and mental health in the Pacific region

    Purpose: This paper aims to address a gap in investigating specific impacts of climate change on mental health in the Pacific region, a region prone to extreme events. This paper reports on a study on the connections between climate change, public health, extreme weather and climate events (EWEs), livelihoods and mental health, focusing on the Pacific region Islands countries. Design/methodology/approach: This paper deploys two main methods. The first is a bibliometric analysis to understand the state of the literature. For example, the input data for term co-occurrence analysis using VOSviewer is bibliometric data of publications downloaded from Scopus. The second method describes case studies, which outline some of the EWEs the region has faced, which have also impacted mental health. Findings: The results suggest that the increased frequency of EWEs in the region contributes to a greater incidence of mental health problems. These, in turn, are associated with a relatively low level of resilience and greater vulnerability. The findings illustrate the need for improvements in the public health systems of Pacific nations so that they are in a better position to cope with the pressures posed by a changing environment. Originality/value: This paper contributes to the current literature by identifying the links between climate change, extreme events, environmental health and mental health consequences in the Pacific Region. It calls for greater awareness of the subject matter of mental health among public health professionals so that they may be better able to recognise the symptoms and relate them to their climate-related causes and co-determinant factors

    Between tinkering and transformation: a contemporary appraisal of climate change adaptation research on the world's islands

    Islands are at the center of discourses on climate change. Yet despite extensive work on diverse island systems in a changing climate, we still lack an understanding of climate change-related responses amongst islands and what shifting from what might be called “tinkering” (perhaps heat warnings) to “transformational” adaptation (perhaps relocation) means for these vastly different landmasses which are often grouped together by default. Through a systematic review of the climate change adaptation scientific literature, this paper critically reflects on how considering islands as a homogenous ensemble and the use of buzzwords such as “transformational adaptation” may be problematic for diverse island realities under climate change. Our findings show that the adaptation evidence base actually provides literature on contrasting island types and cultural and political contexts, including Small Island Developing States as well as other island territories. This study finds research gaps with respect to regions (e.g., South America, Africa, and Mediterranean) and that there is overall both little evidence of and a lack of context-specific definitions of transformational adaptation in island contexts. The adaptation literature does not yet fully reflect the experiences or needs of islands regarding transitions and transformations throughout history

    The effects on public health of climate change adaptation responses: a systematic review of evidence from low- and middle-income countries.

    Climate change adaptation responses are being developed and delivered in many parts of the world in the absence of detailed knowledge of their effects on public health. Here we present the results of a systematic review of peer-reviewed literature reporting the effects on health of climate change adaptation responses in low- and middle-income countries (LMICs). The review used the 'Global Adaptation Mapping Initiative' database (comprising 1682 publications related to climate change adaptation responses) that was constructed through systematic literature searches in Scopus, Web of Science and Google Scholar (2013-2020). For this study, further screening was performed to identify studies from LMICs reporting the effects on human health of climate change adaptation responses. Studies were categorised by study design and data were extracted on geographic region, population under investigation, type of adaptation response and reported health effects. The review identified 99 studies (1117 reported outcomes), reporting evidence from 66 LMICs. Only two studies were ex ante formal evaluations of climate change adaptation responses. Papers reported adaptation responses related to flooding, rainfall, drought and extreme heat, predominantly through behaviour change, and infrastructural and technological improvements. Reported (direct and intermediate) health outcomes included reduction in infectious disease incidence, improved access to water/sanitation and improved food security. All-cause mortality was rarely reported, and no papers were identified reporting on maternal and child health. Reported maladaptations were predominantly related to widening of inequalities and unforeseen co-harms. Reporting and publication-bias seems likely with only 3.5% of all 1117 health outcomes reported to be negative. Our review identified some evidence that climate change adaptation responses may have benefits for human health but the overall paucity of evidence is concerning and represents a major missed opportunity for learning. There is an urgent need for greater focus on the funding, design, evaluation and standardised reporting of the effects on health of climate change adaptation responses to enable evidence-based policy action

    Where to go? Migration and climate change response in West Africa

    While certain models predict tens of millions of people will be on the move in West Africa as a result of climate change, most existing studies tend to focus on regions that have comparatively less migration flows compared to this particular region. This article investigates the patterns and complex root causes of migration in West Africa. It shows that unlike some other places, involuntary migration of the region‘s vulnerable populations is mostly intraregional. It also presents the common migratory routes and concludes that long-term mitigation efforts need to be complemented with near-term adaptation options to increase the resilience of concerned communities and ultimately reduce forced migration. This article urges international researchers and concerned policymakers to focus on the challenges and solutions to climate change-induced and environmental related migration, especially in the West African region

    Assessing causes and implications of climate-induced migration in Kenya and Ethiopia

    Climate-induced migration is an increasingly pressing issue in many African regions, as rising temperatures and extreme weather events have caused the displacement of vulnerable populations. This is especially so in Eastern Africa and the Horn of Africa, particularly Kenya and Ethiopia, where extreme weather events have led to rangeland degradation, crop failures, water shortages, and food insecurity. Hence, there is a perceived need to understand these processes better. Against this background, this paper reports on a study investigating the processes associated with climate-induced migration in Kenya and Ethiopia. The research method used consisted of an expert-driven assessment approach, which assesses the causes of climate-induced migration in Kenya and Ethiopia and its human and social implications on local communities. Data were collected from 110 experts residing and working on climate and migration-related issues in Ethiopia and Kenya via e-mail, whose knowledge of the current situation has enabled the identification of some important trends. The results show that climate change is a primary trigger of migration both internally and externally. The high number of migrants, many of whom living within levels of poverty in their home areas is straining resources and services in the receiving regions. Their presence is also leading to increased competition for jobs and resources. Additionally, it has increased urban poverty, as many migrants have little access to living space and health care. This paper provides a welcome addition to the literature in that it lists the causes and implications of climate-induced migration and, by doing so, fosters a better understanding of the current crisis and its implications. The implications of this paper to the overall knowledge of climate change and migration are twofold. First, it highlights the need for governments, international organisations, and other stakeholders better to understand the complex linkages between climate change and migration. Secondly, it shows the usefulness of better recognising how climate change can drive migration and the other factors shaping the decision to migrate. The paper concludes by stating the urgent need for policies and programmes that support climate change-induced migrants. Also, it draws attention to the usefulness of promoting sustainable development in their origin countries and destinations, so that migration is not necessarily perceived as the only response to climate change. A further conclusion is that there is a perceived need for providing access to resources such as education, health care, and livelihood opportunities and establishing mechanisms to ensure a safe and dignified return for those who choose to do so

    A global assessment of policy tools to support climate adaptation

    Governments, businesses, and civil society organizations have diverse policy tools to incentivize adaptation. Policy tools can shape the type and extent of adaptation, and therefore, function either as barriers or enablers for reducing risk and vulnerability. Using data from a systematic review of academic literature on global adaptation responses to climate change (n = 1549 peer-reviewed articles), we categorize the types of policy tools used to shape climate adaptation. We apply qualitative and quantitative analyses to assess the contexts where particular tools are used, along with equity implications for groups targeted by the tools, and the tools’ relationships with transformational adaptation indicators such as the depth, scope, and speed of adaptation. We find diverse types of tools documented across sectors and geographic regions. We also identify a mismatch between the tools that consider equity and those that yield more transformational adaptations. Direct regulations, plans, and capacity building are associated with higher depth and scope of adaptation (thus transformational adaptation), while economic instruments, information provisioning, and networks are not; the latter tools, however, are more likely to target marginalized groups in their design and implementation. We identify multiple research gaps, including a need to assess instrument mixes rather than single tools and to assess adaptations that result from policy implementation

Attention to the levels and forms in which equity is integrated into adaptation research and practice is needed to ensure just adaptation

    A systematic global stocktake of evidence on human adaptation to climate change

    Assessing global progress on human adaptation to climate change is an urgent priority. Although the literature on adaptation to climate change is rapidly expanding, little is known about the actual extent of implementation. We systematically screened >48,000 articles using machine learning methods and a global network of 126 researchers. Our synthesis of the resulting 1,682 articles presents a systematic and comprehensive global stocktake of implemented human adaptation to climate change. Documented adaptations were largely fragmented, local and incremental, with limited evidence of transformational adaptation and negligible evidence of risk reduction outcomes. We identify eight priorities for global adaptation research: assess the effectiveness of adaptation responses, enhance the understanding of limits to adaptation, enable individuals and civil society to adapt, include missing places, scholars and scholarship, understand private sector responses, improve methods for synthesizing different forms of evidence, assess the adaptation at different temperature thresholds, and improve the inclusion of timescale and the dynamics of responses
