Listening to women: relational approaches to female offender management

Purpose: To explore women’s experiences of criminal justice systems to inform the development of guidance on working with women.Design/methodology/approach: A two-part, independent samples, qualitative study utilising semi-structured interviews incorporating both IPA and Thematic Analysis was conducted. In study 1, semi-structured interviews were conducted with six women on probation in the community and data were analysed using Interpretative Phenomenological Analysis. Interviews in study 2 were conducted with seven women in custody with data analysed using inductive-deductive thematic analysis. The applicability and expansion of study 1 themes was then explored.Findings: Seven emergent themes indicated relational approaches to offender management may improve experiences of judicial systems for female offenders and for their probation officers. This approach may help prevent common systemic issues from perpetuating negative interactions between these groups. Specific suggestions for developing relational security and consistency of care within these relationships are provided. Practical implications: Taking a relational approach to female offender management may help remedy some of the systemic difficulties faced by female offenders and their probation officers. Originality: By focussing on the experiences of women screened in to the Offender Personality Disorder Pathway this study provides insight as to how this service can assist in the development of relational security between probation staff and their clients

Cryogenic Testing and Analysis Associated with Tevatron Lower Temperature Operation

An upgrade of the Tevatron cryogenic system was installed and commissioned in 1993 to allow lower temperature operation. As a result, higher energy operation is possible. Following the installation and initial commissioning, it was decided to continue the current colliding beam physics at the previous energy of 900 GeV. This has allowed us to perform parasitic lower temperature tests in the Tevatron over the last year and a half. This paper presents the results of operational experiences and thermal and hydraulic testing which has taken place. The primary goal of the testing is to better understand the operation of the cold compressor system, associated instrumentation, and the performance of the existing magnet system during lower temperature operation. This will lead to a tentatively scheduled higher energy test run in the fall of 1995. The test results have shown that more elaborate controlling methods are necessary in order to achieve reliable system operation. Fortunately, our new satellite refrigerator controls system is capable of the expansion necessary to reach our goal. New features are being added to the control system which will allow for more intelligent control and better diagnostics for component monitoring and trending

Offender management in and after prison: The end of ‘end to end’?

In 2013 a joint report by the Inspectorates of Probations and Prisons in England and Wales concluded that offender management in prisons was ‘not working’ and called for a fundamental review. This article considers why existing arrangements have failed and draws upon theory and research on resettlement, case management and desistance from crime, to define what a more effective system of ‘rehabilitative resettlement’ – both inside prison and ‘through the gate’ – might look like. It also comments on emerging proposals for radical change, including abandonment of the ‘end to end’ model of offender management by an outside probation officer and the development of ‘rehabilitative prisons’, in which more responsibility is placed on prisoners for managing their own rehabilitation, and a formal motivational role is created for large numbers of prison staff.10.1177/1748895816665435 Published in the Journal Criminology & Criminal Justice published by Sag

A more promising architecture? Commissioners’ perspectives on the reconfiguration of personality disorder services under the Offender Personality Disorder (OPD) pathway

Purpose – This paper explores the views of NHS England (NHSE) and Her Majesty’s Prison and Probation Service (HMPPS) commissioners about the Offender Personality Disorder (OPD) pathway. Design/methodology/approach – Thematic analysis of four semi-structured interviews with NHSE and HMPPS commissioners. Findings – Commissioners offered a cautious but confident assessment of the potential effectiveness of the OPD pathway, drawing particular attention to its potential to enhance the confidence and competency of staff, offer better value for money and provide enhanced progression routes for offenders with personality disorders. Additionally, commissioners identified a number of potential risks for the pathway including wider system flux, funding availability, multi-agency working, offender engagement and the need to evidence effectiveness. Research limitations/implications - Our analysis is based on a small number of interviews. However, there are only a limited number of commissioners involved with the OPD pathway. Practical implications - While the stronger focus on progression in the OPD pathway is a welcome departure from a narrow focus on high security DSPD services, the foundations of the OPD pathway ultimately lie with the DSPD programme and similar challenges are likely to follow. The system within which the pathway operates is subject to a great deal of flux and this inevitably poses significant challenges for pathway services, staff and offenders, as well as for those of us charged with its evaluation. Originality/value – There has been limited empirical work with commissioners in the mental health field. Healthier prisons: The role of a prison visitors' centre

Since the inception of the prison as a ‘setting’ for health promotion, there has been a focus on how the health of those men and women who spend ‘time inside’ can at least be maintained and if possible, enhanced, during their prison sentence. This paper presents findings from a mainly qualitative evaluation of a prison visitors' centre in the UK. It reports experiences of prisoners' families, prisoners, prison staff, the local community and the ways in which the visitors' centre has contributed positively to their health and well-being. In addition, key stakeholders were interviewed to ascertain the role this visitors' centre has in policy frameworks related to re-offending. The findings from this evaluation underscore how the visitors' centre improved the quality of visits, and contributed towards the maintenance of family ties through the help and support it provides for families and prisoners. The paper concludes by suggesting that visitors' centres are an essential part of a modern prison service helping to address the government's health inequalities agenda

Examining 'prevent' from a former combatant perspective
