Microwave ISM Emission in the Green Bank Galactic Plane Survey: Evidence for Spinning Dust
We observe significant dust-correlated emission outside of H II regions in
the Green Bank Galactic Plane Survey (-4 < b < 4 degrees) at 8.35 and 14.35
GHz. The rising spectral slope rules out synchrotron and free-free emission as
majority constituents at 14 GHz, and the amplitude is at least 500 times higher
than expected thermal dust emission. When combined with the Rhodes (2.326 GHz),
and WMAP (23-94 GHz) data it is possible to fit dust-correlated emission at
2.3-94 GHz with only soft synchrotron, free-free, thermal dust, and an
additional dust-correlated component similar to Draine & Lazarian spinning
dust. The rising component generally dominates free-free and synchrotron for
\nu >~ 14 GHz and is overwhelmed by thermal dust at \nu > 60 GHz. The current
data fulfill most of the criteria laid out by Finkbeiner et al. (2002) for

Tiny scale opacity fluctuations from VLBA, MERLIN and VLA observations of HI absorption toward 3C 138
The structure function of opacity fluctuations is a useful statistical tool
to study tiny scale structures of neutral hydrogen. Here we present high
resolution observation of HI absorption towards 3C 138, and estimate the
structure function of opacity fluctuations from the combined VLA, MERLIN and
VLBA data. The angular scales probed in this work are ~ 10-200 milliarcsec
(about 5-100 AU). The structure function in this range is found to be well
represented by a power law S_tau(x) ~ x^{beta} with index beta ~ 0.33 +/- 0.07
corresponding to a power spectrum P_tau(U) ~ U^{-2.33}. This is slightly
shallower than the earlier reported power law index of ~ 2.5-3.0 at ~ 1000 AU
to few pc scales. The amplitude of the derived structure function is a factor
of ~ 20-60 times higher than the extrapolated amplitude from observation of Cas
A at larger scales. On the other hand, extrapolating the AU scale structure
function for 3C 138 predicts the observed structure function for Cas A at the
pc scale correctly. These results clearly establish that the atomic gas has
significantly more structures in AU scales than expected from earlier pc scale
observations. Some plausible reasons are identified and discussed here to
explain these results. The observational evidence of a shallower slope and the
presence of rich small scale structures may have implications for the current

Simultaneous Multi-band Radio & X-ray Observations of the Galactic Center Magnetar SGR 17452900
We report on multi-frequency, wideband radio observations of the Galactic
Center magnetar (SGR 17452900) with the Green Bank Telescope for 100
days immediately following its initial X-ray outburst in April 2013. We made
multiple simultaneous observations at 1.5, 2.0, and 8.9 GHz, allowing us to
examine the magnetar's flux evolution, radio spectrum, and interstellar medium
parameters (such as the dispersion measure (DM), the scattering timescale and
its index). During two epochs, we have simultaneous observations from the
Chandra X-ray Observatory, which permitted the absolute alignment of the radio
and X-ray profiles. As with the two other radio magnetars with published
alignments, the radio profile lies within the broad peak of the X-ray profile,
preceding the X-ray profile maximum by 0.2 rotations. We also find that
the radio spectral index is significantly negative between 2 and
9 GHz; during the final 30 days of our observations ,
which is typical of canonical pulsars. The radio flux has not decreased during
this outburst, whereas the long-term trends in the other radio magnetars show
concomitant fading of the radio and X-ray fluxes. Finally, our wideband
measurements of the DMs taken in adjacent frequency bands in tandem are
stochastically inconsistent with one another. Based on recent theoretical
predictions, we consider the possibility that the dispersion measure is
frequency-dependent. Despite having several properties in common with the other

The Microarcsecond Sky and Cosmic Turbulence
Radio waves are imprinted with propagation effects from ionized media through
which they pass. Owing to electron density fluctuations, compact sources
(pulsars, masers, and compact extragalactic sources) can display a wide variety
of scattering effects. These scattering effects, particularly interstellar
scintillation, can be exploited to provide *superresolution*, with achievable
angular resolutions (<~ 1 microarcsecond) far in excess of what can be obtained
by very long baseline interferometry on terrestrial baselines. Scattering
effects also provide a powerful sub-AU probe of the microphysics of the
interstellar medium, potentially to spatial scales smaller than 100 km, as well
as a tracer of the Galactic distribution of energy input into the interstellar
medium through a variety of integrated measures. Coupled with future gamma-ray
observations, SKA observations also may provide a means of detecting fainter
compact gamma-ray sources. Though it is not yet clear that propagation effects
due to the intergalactic medium are significant, the SKA will either detect or

We Wear the Mask: Exploring the Talented Tenth and African American Political Philosophy in 21st Century Politics
Researchers have suggested that Blacks who express linked racial fate are ideologically liberal. Given the prominence of Black philosophical thought and salience of race, I suggest that linked racial fate results in conservative ideology, which exists on a separate ideological dimension than the traditional conservative ideological dimension. This new ideological dimension, referred to as conservatism among Blacks, is vital to understanding Black political thought in the 21st century. Using data from the 1996 National Black Election Study, 2008 National Annenberg Election Study, and focus group data I argue that the conservative ideas espoused by Blacks, specifically members of the Talented Tenth, actually support Black advancement in the same way that Blacks express support for Democratic candidates or ideals as a result of linked racial fate. Moreover, conservatism among Blacks does not result in a specific partisan identification or support for certain candidates; instead, conservatism results in explicit support for policies and ideas that align with the ideas and philosophies of Booker T. Washington, W.E.B. Du Bois, and Marcus M. Garvey. This dissertation fills the gap in the literature that does not utilize Black philosophers, Black political leaders, or college educated Blacks to explain Black political thought and behavior. The study of members of the Talented Tenth provides a framework for understanding how Blacks negotiate various political philosophies, challenging traditional Black American political thought while remaining racially linked to the Black communit
LACIE ADP/PI joint case study: ADP analysis guidelines
The procedure is described which was used to train automatic data processing (ADP) analysts to process ERTS 1 imagery from a 5 nm by 6 nm area in Delisle, Canada, and to estimate wheat acreage using training fields provided by photointerpreters. The author has identified the following significant results. This program implements an algorithm which, ideally, sorts a given set of multivariate data points into similar groups or clusters. The program is intended for use in the evaluation of multispectral scanner data; however, the algorithm could be used for other data types as well. The user may specify a set of initial estimated cluster means to begin the procedure, or he may begin with the assumption that all the data belongs to one cluster. The procedure is initiatized by assigning each data point to the nearest (in absolute distance) cluster mean. If no initial cluster means were input, all of the data is assigned to cluster 1. The means and standard deviations are calculated for each cluster
Cultural Orientations of sport managers
Various interpretations of sport management are cultural constructs underpinned by core assumptions and values held by members of professional communities. Sport managers world wide share common problems, but differ in how they resolve them. These universal differences emerge from the relationships they form with other people, and their attitude to time, activities and the natural environment. This paper examines the role of sport managers’ cultural orientations in the interpretation and practice of sport management. Using a multiple dimension model (Hampden-Turner and Trompenaars, 2000) it sketches the cultural profiles of fifteen sport managers from seven countries. A combination of methods was employed including questionnaires, interviews and participant observation. It is contended that the culture of sport management concerns a social process by which managers get involved in reconciling seven fundamental cultural dilemmas in order to perform tasks and achieve certain ends. Thus, a knowledge of the cultural meaning of sport management in a particular country would equip sport managers with a valuable tool in managing both the cultural diversity of their own work forces and in developing appropriate cross-cultural skills needed for running international events, marketing campaigns, sponsorship deals and joint ventures
