    UPRAVNI UGOVORI U ZAKONIMA O OPŠTEM UPRAVNOM POSTUKU ZEMALJA ZAPADNOG BALKANA

    Administrative contract, as well as specific legal institute, draws the attention of theoreticians of administrative law for more than a century. For them, it is that they are “formally” recognized by the courts, or in special substantive laws or Generally Administrative procedural Act (GAPA), we can find in almost all Euro-continental legal systems. In the former Yugoslav theory, in conjunction with the institute of administrative contracts are continuously guided serious discussions since the sixties of the 20th century. However, at several last years, we can see the intention and tendency that the administrative contracts have to be generally defined by GAPA. Today, all countries of the Western Balkans, except Bosnia and Herzegovina, have in new GAPA a special section that regulates this institute and its specific legal regime. However, the ways in which they are formulated and regulated depend on specifics of the legal system in each of these countries. In this paper, we gave the comparative archive and analyze legal norms relating to administrative contracts in new GAPA in Croatia, Montenegro, Macedonia, Albania and Serbia, with basic similarities and differences in their existing legal regimes.Upravni ugovor, kao specifčan pravni insitut, izaziva pažnju teoretičara upravnog prava već više od jednog veka. Na njih, bilo da su oni „formalno“ prepoznati od strane sudova, ili u posebnim materijalnim zakonima ili u opštem upravno-procesnom zakonu, ZUP-u, nailazimo u skoro svim evro kontinentalnim pravnim sistemima. U nekadašnjoj jugoslovenskoj teoriji, u vezi sa institutom upravnog ugovora kontinuirano su vođene ozbiljne debate još od šesdesetih godina 20. veka. Međutim, tek u posledjih nekoliko godina, do izražaja dolazi tendencija da upravni ugovori, bar na opšti način, trebaju i moraju da budu bar načelno određeni u Zakonu o opštem upravnom postupku (ZUP). Danas, sve zemlje Zapadnog Balkana osim Bosne i Hercegovine u ZUP-u imaju i posebne odeljke koji na opšti način regulišu ovaj institut i njegov specifčan pravni režim. Načini na koji su oni određeni o novom ZUP-u u izvesnoj meri variraju, i zavise od drugih specifčnosti pravnih sistema svake od ovih zemalja. U ovom radu dato je komparativno poređenje i analiza pravnih normi koje se odnose na upravne ugovore u Hrvatskoj, Crnoj Gori, Makedoniji, Albaniji i Srbiji u novim Zakonima o opštem upravnom postupku, pri čemu su istaknute osnovne sličnosti i razlike u postojećim pravnim režimima u vezi sa prethodno navedenim institutima

    Career development of police officers in the Republic of Serbia

    The paper specifies the career development of police officers in the Ministry of Internal Affairs of the Republic of Serbia (MoI RS). In this regard, this document covers the following issues: 1) defining employment conditions for admission in MoI RS, 2) the classification of jobs in the MoI RS (includes the determination of equivalent organizational units and equivalent jobs in the MoI RS movement in the career of police officers) 3) requirements for promotion to the higher rank within the same immediate and senior management levels (including the requirements of the internal competition for attending appropriate managerial level training, as well as the conditions of internal competition to fill the vacant managerial positions and ranking of the candidates, and 4) the key selection and training as a condition for promotion and transfer of police officers. In addition, the focus of this document is on explaining the idea that career advancement is based on rank / profession as a condition for attending training for the managers of the appropriate level and applying for appropriate job positions. In addition, considerable attention is dedicated to the tabular modeling of police officer career. All of the above mentioned regarding career development of police officers, MoI RS, is subject to the current Law of the police and secondary legislation which defines its individual provisions.     ACCURACY IN FOOTBALL: SCORING A GOAL AS THE ULTIMATE OBJECTIVE OF FOOTBALL GAME

    The study included 60 young football players aged 10 and 11 years with the aim to examine the influence of motor skills on a specific accuracy in football. The following tests for assessment of motoric abilities were used: Coordination: jumping over the horizontal rope, envelope test, figure „8“ with bending; Flexibility: forward bend-standing upper-body rotation-touch, the splits, side-stepping with a baton; Balance: standing on one leg along the balance bench, standing on one leg with eyes closed, flamingo test. Tests for specific accuracy in football included: elevational accuracy by foot - vertical target, elevational accuracy by foot - horizontal target, linear accuracy by foot - vertical target, the hits of ball by foot on the wall after it rebounces from the surface, elevational accuracy by head - vertical target and elevational accuracy by head - horizontal target. Results obtained by processing the data applying canonical correlation and regression analysis indicated the indisputable influence of motor abilities of young football players on the majority of specific accuracy tests

    FORMS OF MOVEMENT IN TERMS OF ELEMENTARY GAMES AT PHYSICAL EDUCATION CLASSES

    A sample of 60 respondents was drawn from the population of students of the third grade of primary school in Nis, aged nine ± 6 months, male, who attend regular physical education classes. Subsample of 30 respondents worked on speed and strength development through elementary games at additional physical education classes (experimental group), while the control group had only regular physical education classes defined by primary school curriculum. The aim of this study was to determine the effects of work on speed and strength development within the framework of extra physical education classes in the third grade. Tests for the assessment of speed implied six tests: running at 20, 40 and 60 meters, hand tapping, foot tapping and feet tapping on the wall; tests for the assessment of strength implied five tests: push-ups, back lifting, squats, trunk lifting on Swedish bench and trunk lifting for 30 seconds. For determining the effects multivariate analysis of covariance was applied. The results indicated statistically significant effect of the work on the experimental group in both motor dimensions.&nbsp

    CONNECTION OF FUNCTIONAL ABILITIES WITH JUMPING AND THROWING ATHLETIC DISCIPLINES

    The aim of this study was to determine the connection between functional abilities with results of jumping and throwing athletic disciplines with athletes. The sample was taken from a population of elementary school students from Prokuplje region, 13 and 14 old, included in regular physical education classes. The sample consisted of 200 male athletes involved in the training process in sports clubs at least three times a week in addition to physical education classes. For assessment of functional abilities six functional tests were used: resting heart rate, Cooper test, heart rate in the first minute after Cooper test, heart rate in the second minute after Cooper test, systolic arterial blood pressure, diastolic arterial blood pressure. For assessment of jumping and throwing athletic disciplines four tests were used: long jump, high jump, shot put and javelin. Data analysis was performed with canonical correlation and regression analysis. The results showed a statistically significant correlation between functional abilities with all of tests in jumping and throwing athletic disciplines.&nbsp

    Mehanizmi antioksidativnog delovanja bajkaleina

    Iako je antioksidativna aktivnost flavonoida objekat veoma intezivnog eksperimentalnog i teorijskog istraživanja, antioksidativno delovanje bajkaleina se ispituje tek odnedavno. U okviru ove disertacije ispitivani su mehanizmi antioksidativnog delovanja bajkaleina, i to HAT (Hydrogen Atom Transfer), SET-PT (Sequential Electron Transfer – Proton Transfer) i SPLET (Sequential Proton Loss Electron Transfer). Ispitivanje antioksidativnih aktivnosti bajkaleina je izvedeno u korelaciji sa ispitivanjem strukturnih i elektronskih osobina bajkaleina. Rezultati ove doktorske disertacije dobijeni su pomoću metoda funkcionala gustine, koje su implementirane u programski paket Gaussian: M05-2X, B3LYP i RVE, u kombinaciji sa bazisnim skupovima 6-311+G(d,p) i 6-311+G(2df,p). Proračuni su izvedeni za gasovitu fazu i vodeni rastvor. Za procenu efekata vode kao rastvarača korišćen je solvatacioni model zasnovan na kontinumu – SRSM. Urađena je NBO (Natural Bond Orbital) analiza svih optimizovanih geometrija radi utvrđivanja efekata koji proističu iz elektronske strukture. Bajkalein je neplanaran molekul, što pokazuje eksperimentalna (9.0°) i izračunata (24.5º) vrednost za diedarski ugao između prstenova V i S. U najstabilnijoj konformaciji bajkalein ima tri vodonične veze koje imaju stabilizacioni efekat. Vodonična veza DH(H5--O4) daje najveći doprinos stabilizaciji molekula bajkaleina, što je potvrdila i NBO analiza.Antioxidative activity of flavonoids has been a subject of intensive experimental and theoretical investigation. Nevertheless, the research concerning antioxidative action of baicalein has been initiated only recently. Within this doctoral disertation the mechanisms of antioxidative action of baicalein: HAT (Hydrogen Atom Transfer), SET-PT (Sequential Electron Transfer – Proton Transfer), and SPLET (Sequential Proton Loss Electron Transfer) were examined. The investigation of antioxidative activity of baicalein was performed in correlation with the investigation of structural and electronic properties of baicalein. The results of the present doctoral disertation were obtained by using the DFT methods, as implemented in the Gaussian program package: М05-2X, B3LYP and РВЕ, combined with the 6-311+G(d,p) and 6-311+G(2df,p) basis sets. The calculations were performed for the gas phase and aqueous solution. To estimate the effects of water as solvent a continuum-based solvation model, CPCM, was used. The NBO (Natural Bond Orbital) analysis of all optimized geometries was performed, to reveal the effects that emanate from the electronic structure. Baicalein is a non-planar molecule, as documented with the experimental (9.0°) and calculated (24.5º) value for the dihedral angle between the В and С rings. In its most stable conformation baicalein has three hydrogen bonds with the stabilizing effect. The DH(H5--O4) hydrogen bond contributes most to the stabilization of the baicalein molecule. This finding was confirmed with the NBO analysis

    Effectiveness of teaching physical and health education in the fourth grade of primary school in relation to teacher’s professional competence

    Циљ овог истраживања је да се утврди ефикасност извођења наставе физичког и здравственог васпитања у четвртом разреду основне школе у односу на стручну оспособљеност наставника. Узорак од 242 испитаника чинили су ученици и ученице четвртог разреда основних школа у Нишу, узраста 10 година. У оквиру узорка постојао је подузорак од 124 испитаника који су похађали наставу под руководством наставника физичког и здравственог васпитања (експериментална група) и подузорак од 118 испитаника који су похађали наставу под руководством наставника разредне наставе (контролна група). Наставним садржајима, предвиђеним за обе групе ученика, обрађивано је једно полугодиште у оквиру програма физичког и здравственог васпитања за четврти разред основне школе. При томе, експеримент се своди на чињеницу да је једну групу водио наставник физичког и здравственог васпитања, а другу наставник разредне наставе. Узорак варијабли садржао је шест ситуационо-моторичких и седам моторичких тестова. Способности које су праћене у овом раду (експлозивна снага ногу, брзина, гипкост, равнотежа и ситуационо-моторичке способности) тестиране су иницијалним и финалним тестирањем. Резултати су показали да постоји статистички значајна ефикасност извођења наставе физичког и здравственог васпитања на развој моторичких и ситуационо-моторичких способности под руководством наставника физичког и здравственог васпитања у односу на наставу коју су изводили наставници разредне наставе.The aim of the research was to determine the effectiveness of teaching physical and health education in the fourth grade of primary school in relation to the teachers’ professional competence. The sample of 242 subjects, aged 10, consisted of male and female students of the fourth grade of elementary schools in Nis, Serbia. The sample included two subsamples, one consisting of 124 respondents who attended classes under the guidance of physical and health education teacher (experimental group) and the other of 118 respondents who attended classes under the guidance of generalist teacher (control group). The teaching content, intended for both groups of students, was taught during one semester based on the physical and health education curriculum for the fourth grade of elementary school, and the concept of the experiment is that one group was guided by a physical and health education teacher, and the other by a generalist teacher. The sample of variables included six situational-motor and seven motor tests. The abilities monitored in this paper (explosive leg strength, speed, flexibility, balance and situational motor abilities) were tested by initial and final testing. The results showed that there was a statistically significant effectiveness of teaching physical and health education on the development of motor and situational-motor abilities under the guidance of physical and health education teacher in comparison to classes taught by generalist teacher

    The Effectiveness of Self-Employment of the Roma - A Quasi Experimental Design

    This paper is based on the estimation of the effects of the self-employment of the Roma on their social values and work attitudes. To provide the evidence for the possible positive outcomes of starting their own business, we used a quasi experimental design, i.e. we provided the design based on a comparison of the self-employed Roma (experimental group) and those who did not start their business (control group). We tested the operational hypothesis onto eight measurements of the values and work attitudes. As a method, OLS regression and logistic regression have been employed. We found that self-employment policy of Roma can significantly contribute to their positive work attitude, internal locus of control, interpersonal trust, perceived treatment by the majority and job satisfaction. However, we found no significant effect of starting new business by the Roma onto intrinsic work orientation, gender equality attitude and overall life satisfaction. We conclude that promoting and investing in self-employment policy of the Roma and marginalized groups in general can be an effective policy measure in improving their overall social inclusion
