Governance traditions and narratives of public sector reform in contemporary France.
This article explores the basic traditions of governance in contemporary France and the narratives of public sector reform associated with them. It should be stressed right from the outset that this article does not aim to describe the set of public sector reforms that have been implemented in France in the last ten years or so. Instead, the aim is to demonstrate the similarities and differences between the narratives of the left and the right with regard to these reforms and to show how these narratives help to explain the types of reform that have been enacted. The basic argument is that there is a certain commonality to both the left and the right with regard to their narratives of public sector reform. At the same time, though, there are differences of emphasis both within each tradition and between the two main traditions themselves. Except where indicated, all translations are the author's own

Interview about the French Overseas Territories
Michel ROCARD's political doctrine since 1982 as far as the French overseas territories are concerned, was to give them the means to develop their own economic autonomy. This was reflected in the "contractual plans", the development of the power of the Region, the end of the principle of exclusivity and the creation of the University of the Pacific. Thanks to a large degree of institutional autonomy, and a large amount of public investment, these "DOMTOMs" have now the means required for their political, economical and cultural development.La doctrine politique de Michel ROCARD vis-à -vis des DOM-TOM depuis 1982 a été de leur fournir
les moyens d'assurer leur autonomie économique : mise en place des « contrats de plan », développement

Cette contribution est la retranscription du discours de clĂŽture quâa tenu Michel Rocard lors de la rencontre « Globalisation de la solidarité » qui se dĂ©roulait Ă QuĂ©bec du 9 au 12 octobre. Revenant sur lâunification des mouvements coopĂ©ratifs, mutualistes et associatifs au sein de lâĂ©conomie sociale, il prĂ©cise les trois dynamiques essentielles de cette Ă©conomie : la production de services, la volontĂ© collective dâinsĂ©rer professionnellement et socialement les populations exclues du marchĂ© du travail et la crĂ©ation dâactivitĂ©s sur des territoires dĂ©favorisĂ©s. Michel Rocard dĂ©veloppe ensuite quelques thĂšmes centraux pour lâĂ©conomie sociale et solidaire : le dĂ©veloppement local, le financement de la crĂ©ation dâentreprises sociales et solidaires, le commerce Ă©quitable. Au-delĂ des querelles sĂ©mantiques, Michel Rocard plaide pour une recherche systĂ©matique de solidaritĂ©s et de complĂ©mentaritĂ©s entre toutes les initiatives qui partagent les valeurs de la dĂ©mocratie.In this transcript of the closing speech given at the « Globalization of solidarity » conference, which took place in Quebec on October 9-12, Michel Rocard explains his conception of the social economy. The cooperative, mutualist and non-profit movements come together in the social economy, and he identifies its three main features. These are the production of services, the collective determination to integrate socially and professionally populations excluded from the labor market, and job creation in poor communities. He then examines a few key issues of the social economy, which are community development, funding the creation of social enterprises, and fair trade. Beyond the arguments over terminology, Michel Rocard calls for a systematic search for solidarity and complementarity among the initiatives, which all share the values of democracy
