    Managing at the Speed of Light: Improving Mission-Support Performance

    The House and Senate Energy and Water Development Appropriations Subcommittees requested this study to help DOE's three major mission-support organizations improve their operations to better meet the current and future needs of the department. The passage of the Recovery Act only increased the importance of having DOE's mission-support offices working in the most effective, efficient, and timely manner as possible. While following rules and regulations is essential, the foremost task of the mission-support offices is to support the department's mission, i.e., the programs that DOE is implementing, whether in Washington D.C. or in the field. As a result, the Panel offered specific recommendations to strengthen the mission-focus and improve the management of each of the following support functions based on five "management mandates":- Strategic Vision- Leadership- Mission and Customer Service Orientation- Tactical Implementation- Agility/AdaptabilityKey FindingsThe Panel made several recommendations in each of the functional areas examined and some overarching recommendations for the corporate management of the mission-support offices that they believed would result in significant improvements to DOE's mission-support operations. The Panel believed that adopting these recommendations will not only make DOE a better functioning organization, but that most of them are essential if DOE is to put its very large allocation of Recovery Act funding to its intended uses as quickly as possible

    'It's a Form of Freedom': The experiences of people with disabilities within equestrian sport

    This paper explores the embodied, gendered experiences of disabled horse‐riders. Drawing on data from five in‐depth interviews with paradressage riders, the ways in which their involvement in elite disability sport impacts upon their sense of identity and confidence are explored, as well as the considerable health and social benefits that this involvement brings. Social models of disability are employed and the shortcomings of such models, when applied to disability sport, are highlighted. The data presented here demonstrates the necessity of seeing disability sport as an embodied experience and acknowledging the importance of impairment to the experiences of disabled athletes. Living within an impaired body is also a gendered experience and the implications of this when applied to elite disability sport are considered

    Learning masculinities in a Japanese high school rugby club

    This paper draws on research conducted on a Tokyo high school rugby club to explore diversity in the masculinities formed through membership in the club. Based on the premise that particular forms of masculinity are expressed and learnt through ways of playing (game style) and the attendant regimes of training, it examines the expression and learning of masculinities at three analytic levels. It identifies a hegemonic, culture-specific form of masculinity operating in Japanese high school rugby, a class-influenced variation of it at the institutional level of the school and, by further tightening its analytic focus, further variation at an individual level. In doing so this paper highlights the ways in which diversity in the masculinities constructed through contact sports can be obfuscated by a reductionist view of there being only one, universal hegemonic patterns of masculinity

    LUX -- A Laser-Plasma Driven Undulator Beamline

    The LUX beamline is a novel type of laser-plasma accelerator. Building on the joint expertise of the University of Hamburg and DESY the beamline was carefully designed to combine state-of-the-art expertise in laser-plasma acceleration with the latest advances in accelerator technology and beam diagnostics. LUX introduces a paradigm change moving from single-shot demonstration experiments towards available, stable and controllable accelerator operation. Here, we discuss the general design concepts of LUX and present first critical milestones that have recently been achieved, including the generation of electron beams at the repetition rate of up to 5 Hz with energies above 600 MeV and the generation of spontaneous undulator radiation at a wavelength well below 9 nm.Comment: submitte

    Replacement of Palm Methyl Ester to Rapeseed Methyl Ester for Tar Removal in the Nong Bua Dual Fluidized Bed Gasification Power Plant

    The blockage problem of tar in a biomass power plant is a main problem and it must be removed. Rapeseed methyl ester (RME) was imported and used as scrubbing solvent to scrub tar at a 1 MWel Nong Bua prototype Dual Fluidised Bed (DFB) gasifier in Nong Bua district, Nakhonsawan province, Thailand. Using local oil in Thailand is an attractive choice from economic viewpoint. Pervious lab test study on naphthalene solubility in different local oils in Thailand was investigated. Local palm methyl ester (PME) shows the competitive performance to the RME. In this research, PME was tested to scrub tar in an oil scrubber at the Nong Bua DFB gasifier plant. Gravimetric tar content after passed a PME scrubber was measured and compared to that from a RME oil scrubber. The results show that both solvents have similar tar removal performance due to their contents of ester, methanol, and glycerin are similar. In addition, viscosity of both solvents has no significant effect on tar removal. From the current research, therefore, PME has been used as solvent in an oil scrubber at 1 MWel Nong Bua prototype DFB gasifier with technical and economic reasons

    Co-gasification of Cassava Rhizome and Woody Biomass in the 1 MWel_{el} Prototype Dual Fluidised Bed Gasifier by Gussing Renewable Energy

    In the current research, the effect of the mixture ratio by weight of wood chips to cassava rhizome (100%:0%, 75%:25%, and 50%:50%) was investigated on the properties of the product gas produced from the Dual Fluidised Bed gasifier power plant. The DFB gasifier power plant is located in Nongbua district, Nakhon Sawan province, Thailand. The results from this study show that the use of 100% wood chips as a fuel generates high quality product gas as designed. The mixture of wood chips and cassava rhizome in the weight ratio of 75%:25% and 50%:50% also gives satisfactory results: steady operation conditions of the whole power plant process, good quality and quantity of product gas, however, the tar content in the product gas was slightly higher than that of using wood chips alone. The researchers found that cassava rhizome can be used as a fuel mixture together with wood chips in the current DFB gasifier at site to generate heat and electricity. The outcome of this research will create the use of waste cassava rhizome, enormously available around the power plant, as well as the broad application of gasification technology using various biomass feedstock types available in Thailand

    This special issue of the Journal of Sexual Aggression draws on the contributions to a Symposium on ‘Sexual Harassment in Sport – Challenges for Sport Psychology in the New Millennium’, held at the Xth Congress of the International Society for Sport Psychology, Skiathos, Greece from May 28th to June 2nd 2001. The symposium, which was organised by the authors of this editorial, was intended to move forward the international research agenda on sexual harassment and abuse in sport and to examine professional practice issues for sport psychologists. It was clear from the attendance of over 60 delegates at that symposium that international interest in this subject is growing. Further evidence of this came from the attendance of 26 members states – from Azerbaijan to Sweden - at a Council of Europe seminar on The Protection of Children, Young People and Women in Sport, held in Helsinki in September 2001
