    French Experience in Establishing and Functioning of Customs System: Projection to Ukraine in the Conditions of European Integration

    The article is concerned with researching the experience of France on establishing and functioning of customs system and substantiating the priority vectors of reforming the customs authorities of Ukraine in the conditions of European integration. The study was based on a study of the basic principles of organization of customs authorities in France, strategic and tactical directions of their work and an analysis of the main results of their functioning. The obtained results allowed to uniquely position the French customs system as such that prioritizes customs function and is aimed at promoting legitimate international trade together with maintaining national security. Also a study on the key problems of the national customs system was carried out, on the basis of which a comparative analysis of the customs authorities of Ukraine and France was done. This allowed to identify the main problem of the national customs system associated with the functioning of customs authorities in the structure of the State fiscal service of Ukraine and prioritization of fiscal function. According to the results of the research, the need to create a separate body – the National customs service, which will primarily ensure the development of the customs sphere, has been substantiated

    Export Potential of the Enterprise: Essence and Methodological Bases of the Analysis

    The article considers theoretical and methodological aspects of the analysis of the enterprise’s export potential and the methodological basis for its measurement. Analyzing and summarizing scientific works on the problem, the views of researchers on the definition of the concept of “export potential of the enterprise” are systematized. The article considers the economic content of the enterprise’s export potential from the standpoint of the system-structural approach defining it as a complex systemic formation of interrelated and interacting elements of economic and non-economic origin, internal and external action. It is found out that in the international economic space the export potential of the enterprise acquires new qualitative features reflecting not just the resource potential of the national economic entity but also the needs and interests of foreign countries and their economic agents. It is identified that the functional role of the export potential is to implement the targets of the foreign economic activity of the enterprise. The nature of these targets can be different and is formed on the principle of ensuring the needs of external markets. The level of satisfaction of these needs by an individual enterprise can be evaluated through such indicators as the volume of exports, the quality of exported products, the level of export diversification, which determine the result of the export activity and in relation to its purpose serve as a criterion of the efficiency of the enterprise’s export potential. As a result of the study, the components of the export potential of the enterprise are singled out, and a model of their interrelationships is presented. The prospects of the research are connected with branch aspects of the formation of the enterprise’s export potential allowing to highlight its structural elements and directions of development

    Substantial-Motivational Mechanism for Substantiation of Tolling Operations in Conditions of the European Integration

    The article is concerned with conceptualization of substance, distinguishing characteristics and motives of the implementation of tolling operations in conditions of the European integration. The study, based on the systematization and analysis of existing scientific approaches to definition of essence of tolling and tolling operations, has disclosed the dominating poli-positionality and ambiguity in this area. Economical autonomy of tolling operations has been determined, their difference from the operations with customerfurnished raw materials has been allocated, substance and characteristics of tolling operations has been conceptually grounded, motives of their implementation for both the customer and the provider has been systematized. It is proved that implementation of tolling operations will address the pivotal financial, production and staffing problems of domestic enterprises and ensure their progressive development in conditions of the European integration. Prospect of further research is developing a conceptual framework for management of tolling operations, which will provide targeted exposure of management system on the controlled system, which is directly involved in the implementation of tolling operations, with a view to enhancing the efficiency of tolling proces

    A Typology of Techniques for Motivation of Personnel at Mechanical Engineering Enterprises

    The purpose of the article is to develop a typology of techniques for motivation of personnel at mechanical engineering enterprises providing for systematization of their forms on the basis of a number of the existing features and identified new ones, which are justified by the requirements of today. There has been proved the fragmentary character of developments in this area making it impossible to form basic prerequisites for studying the concept. It has been found that certain features of the typology of methods for motivating employees may also be signs of a typology of techniques for motivation of personnel at enterprises of mechanical engineering industry. Among the current signs of a typology of techniques for motivation of personnel at mechanical engineering enterprises it is proposed to use the following ones: the nature of the impact; results obtained, object of the impact; direction; nature of the objectives; scope of the anticipated changes in the existing motivation system; nature of the needs, at which the techniques are directed. In addition, expediency of introducing new features of the typology, namely: the novelty level (classic and innovative motivation techniques), level of individualization (individual and standard); level of formalization (formalized at the high, medium and low level), source of the need for formation and implementation (the techniques, which necessity is specified by the enterprise, and the techniques, which necessity is specified by the business environment), origin («field» and «office» ones). These results allow forming a holistic view of the diversity of techniques for motivation of personnel at mechanical engineering enterprises as well as reasonable choosing among them their individual types at improving the motivation system. Prospects for further research in this direction should be allocation and systematization of the factors influencing the choice of one or another technique for motivation of personnel at enterprises of mechanical engineering industry

    The article considers positions of scientists with respect to division of the area of a storehouse into sectors and zones, analyses their classifications and generalises opinions on allocation of relevant types. On the basis of analysis the article allocates and graphically interprets functional sectors of the production reserves storehouse with their differentiation by relevant zones and provides a brief characteristic of each type. It provides methods of identification of areas of functional sectors, zones and total area of the production reserves storehouse. It offers tools that allow calculation of the area of the storehouse, the purpose of which is storing production reserves with consideration of functional sectors and availability or required zones in them. It conducts respective generalisations and identifies significance of this method of identification of areas of functional sectors and zones of the production reserves storehouse.<br>Рас��мотрены позиции ученых относительно деления площади складского помещения на участки и зоны, проанализированы их классификации и обобщены взгляды на выделение соответствующих видов. На основе анализа выделены и графически интерпретированы функциональные участки склада производственных запасов с их дифференциацией на соответствующие зоны, дана краткая характеристика каждого вида. Приведены методы идентификации площадей функциональных участков, зон и общей площади склада производственных запасов. Предложен инструментарий, позволяющий произвести вычисления площади складского помещения, назначением которого является хранение производственных запасов с учетом функциональных участков и наличия в них необходимых зон. Проведены соответствующие обобщения и определено значение приведенного метода идентификации площадей функциональных участков и зон склада производственных запасов

    The data tables of the XXL survey (second data release DR2) are archived and accessible both at CDS and in the XXL database hosted at IASF Milano http://cosmosdb.iasf-milano.inaf.it/XXL/We present the second data release (DR2) of the XXL Survey, contextually with the appearance of a second A&A special issue dedicated to XXL. This intermediate release includes the following catalogues and data: The X-ray point source catalogue (3XLSS) and the associated multiwavelength catalogues in the XXL-N and XXL-s areas (XXL paper XXVII). The same paper also provides the list of XMM pointings used, and a supplementary catalogue of redshifts obtained with the AAOmega spectrograph in the XXL-S area. The XXL-365-GC galaxy cluster catalogue (XXL paper XX) with the complete subset of clusters for which the selection function is well determined plus all X-ray clusters which are, to date, spectroscopically confirmed. The ATCA 2.1 GHz radio source catalogue in the XXL-S area (XXL paper XXVIII), together with the catalogue of ther optical and near infrared counterparts (XXL paper XXVI).
