    Postrevolutionary China did not trade with the West prior to the announcement of its open door policy in 1977, when one-fifth of the world\u27s population joined the mainstream global trading system. Since then, China\u27s trade has increased dramatically, particularly with the United States. China\u27s need for trade regulation and control resulted in the Foreign Economic Contract Law\u27 ( FECL ) in 1985. Through an understanding of the FECL\u27s provisions and East-West trade characteristics, the practitioner may become an effective advisor to clients who trade with China or who are considering doing so

    Infrared images of merging galaxies

    Infrared imaging of interacting galaxies is especially interesting because their optical appearance is often so chaotic due to extinction by dust and emission from star formation regions, that it is impossible to locate the nuclei or determine the true stellar distribution. However, at near-infrared wavelengths extinction is considerably reduced, and most of the flux from galaxies originates from red giant stars that comprise the dominant stellar component by mass. Thus near infrared images offer the opportunity to study directly components of galactic structure which are otherwise inaccessible. Such images may ultimately provide the framework in which to understand the activity taking place in many of the mergers with high Infrared Astronomy Satellite (IRAS) luminosities. Infrared images have been useful in identifying double structures in the nuclei of interacting galaxies which have not even been hinted at by optical observations. A striking example of this is given by the K images of Arp 220. Graham et al. (1990) have used high resolution imaging to show that it has a double nucleus coincident with the radio sources in the middle of the dust lane. The results suggest that caution should be applied in the identification of optical bright spots as multiple nuclei in the absence of other evidence. They also illustrate the advantages of using infrared imaging to study the underlying structure in merging galaxies. The authors have begun a program to take near infrared images of galaxies which are believed to be mergers of disk galaxies because they have tidal tails and filaments. In many of these the merger is thought to have induced exceptionally luminous infrared emission (cf. Joseph and Wright 1985, Sanders et al. 1988). Although the optical images of the galaxies show spectacular dust lanes and filaments, the K images all have a very smooth distribution of light with an apparently single nucleus

    A war room in Canada : politics, journalism, publics and the competition for credibility

    The central objective of A War Room in Canada is to develop a richer understanding of the subsumed motivations behind the practices of political war rooms, the organizations that drive political communication at election time. To do so, this dissertation examines the role of the war room of the New Democratic Party during the general election campaign of 2005-06, providing an insider's view with respect to the underlying stakes in play for political actors, journalists, and publics. It considers an arc of theoretical positions from Durkheim's notion of organic solidarity and its conceptual link to contemporary democracy, to neofunctionalism and its concern for legitimation and symbolic action. Theoretical gaps in the neofunctionalist view are employed as a platform to project a line of thought that brings together notions from Pierre Bourdieu's conceptualization of capitals and fields, scholarly debates arising from Jürgen Habermas's theorization of the public sphere, and recent conceptualizations of the relationship between publics and counterpublics. From these articulated theoretical relationships, the notion of credibility is posited as a specific form of symbolic capital, one that acts as a medium of exchange within and between the fields of politics, journalism, and the field of power/publics. A series of war-room communication measures, strategies and tactics mobilized through the competition for credibility, are then considered with respect to their resonance among voters and, ultimately, the exchange of credibility for votes and votes for constitutionally-credited power

    Hot Stars and Cool Clouds: The Photodissociation Region M16

    We present high-resolution spectroscopy and images of a photodissociation region (PDR) in M16 obtained during commissioning of NIRSPEC on the Keck II telescope. PDRs play a significant role in regulating star formation, and M16 offers the opportunity to examine the physical processes of a PDR in detail. We simultaneously observe both the molecular and ionized phases of the PDR and resolve the spatial and kinematic differences between them. The most prominent regions of the PDR are viewed edge-on. Fluorescent emission from nearby stars is the primary excitation source, although collisions also preferentially populate the lowest vibrational levels of H2. Variations in density-sensitive emission line ratios demonstrate that the molecular cloud is clumpy, with an average density n = 3x10^5 cm^(-3). We measure the kinetic temperature of the molecular region directly and find T_H2 = 930 K. The observed density, temperature, and UV flux imply a photoelectric heating efficiency of 4%. In the ionized region, n_i=5x10^3 cm^(-3) and T_HII = 9500 K. In the brightest regions of the PDR, the recombination line widths include a non-thermal component, which we attribute to viewing geometry.Comment: 5 pages including 2 Postscript figures.     A model was developed that included the cost of assembly, processing, and wholesale distribution of Class I milk within the state of Maine. Solution of the model with parameter values appropriate to current costs associated with these three aspects of the milk market yielded an achievable least cost allocation for performing the assembly, processing, and distribution of milk, adequate to meet demand, throughout the state.     Charge-coupled devices with fast timing for astrophysics and space physics research

    A charge coupled device is under development with fast timing capability (15 millisecond full frame readout, 30 microsecond resolution for measuring the time of individual pixel hits). The fast timing CCD will be used in conjunction with a CsI microfiber array or segmented scintillator matrix detector to detect x rays and gamma rays with submillimeter position resolution. The initial application will be in conjunction with a coded aperture hard x ray/gamma ray astronomy instrument. We describe the concept and the readout architecture of the device

    J-Band Infrared Spectroscopy of a Sample of Brown Dwarfs Using Nirspec on Keck II

    Near-infrared spectroscopic observations of a sample of very cool, low-mass objects are presented with higher spectral resolution than in any previous studies. Six of the objects are L-dwarfs, ranging in spectral class from L2 to L8/9, and the seventh is a methane or T-dwarf. These new observations were obtained during commissioning of NIRSPEC, the first high-resolution near-infrared cryogenic spectrograph for the Keck II 10-meter telescope on Mauna Kea, Hawaii. Spectra with a resolving power of R=2500 from 1.135 to 1.360 microns (approximately J-band) are presented for each source. At this resolution, a rich spectral structure is revealed, much of which is due to blending of unresolved molecular transitions. Strong lines due to neutral potassium (K I), and bands due to iron hydride (FeH) and steam (H2O) change significantly throughout the L sequence. Iron hydride disappears between L5 and L8, the steam bands deepen and the K I lines gradually become weaker but wider due to pressure broadening. An unidentified feature occurs at 1.22 microns which has a temperature dependence like FeH but has no counterpart in the available FeH opacity data. Because these objects are 3-6 magnitudes brighter in the near-infrared compared to the I-band, spectral classification is efficient. One of the objects studied (2MASSW J1523+3014) is the coolest L-dwarf discovered so far by the 2-Micron All-Sky Survey (2MASS), but its spectrum is still significantly different from the methane-dominated objects such as Gl229B or SDSS 1624+0029.Comment: New paper, Latex format, 2 figures, accepted to ApJ Letter

    Repellent Surface Applications for Pest Birds

    Common pest birds in the United States include the non-native European starling (Sturnus vulgaris), house sparrow (Passer domesticus), and the pigeon (Columba livia domestica), as well as native birds including Canada geese (Branta canadensis) and gull species (Laridae). Large concentrations of pest birds can create human health hazards and monetary losses due to consumption of crops, depredation, and fecal contamination and accumulation. Fecal contamination hazards include the potential spread of zoonotic diseases including antimicrobial-resistant zoonoses and human injury due to the accumulation of fecal material on walking surfaces. Additionally, fecal accumulation causes structural and aesthetic damage due to the accelerated deterioration of building materials and increased maintenance costs. Methods to alleviate hazards and damages from aggregations of pest birds are needed. In a series of 3 experiments conducted in Fort Collins, Colorado, USA, between 2016 and 2018, we evaluated 3 surface-application repellent formulations for the reduction of fecal accumulations due to European starlings: Airepel® HC with castor oil, an anthraquinone-based repellent; Airepel HC with castor oil without anthraquinone; and MS2, a novel inert formulation with a tacky, oily texture. We compared each formulation directly to an untreated control. All 3 formulations reduced fecal accumulations beneath treated aluminum perches as compared to fecal accumulations beneath untreated aluminum perches. Interestingly, both formulations that contained no anthraquinone worked equally well or better than Airepel HC with castor oil, the anthraquinone-based formulation. The benefits of an exclusively inert formulation include less risk to applicators and non-target species. Comprehensive experimental field testing of these surface-application repellent formulations is warranted
