    An ERBS-TDRSS Contact Planning System (ERBS-TDRSS CPS) is described which uses a graphics interface and the NASA Transportable Interference Engine. The procedure involves transfer of the ERBS-TDRSS Ground Track Orbit Prediction data to the ERBS flight operations area, where the ERBS-TDRSS CPS automatically generates requests for TDRSS service. As requested events are rejected, alternative context sensitive strategies are employed to generate new requested events until a schedule is completed. A report generator builds schedule requests for separate ERBS-TDRSS contacts

    HIV testing and informed consent - ethical considerations

    One of the authors (T.J.) was invited by the AIDS Advisory Group to form a widely representative committee to recommend ethical guidelines concerning the extent to which HIV testing should receive informed consent. This paper presents and argues for the recommended guidelines. The question is considered with regard to a number of distinct purposes of HIV testing: the care of a patient; research; blood, tissue and organ donation; and the protection of third parties, including the health care worker. We contend that in each case there is no good reason for the requirement of informed consent to be significantly waived

    Infrared images of merging galaxies

    Infrared imaging of interacting galaxies is especially interesting because their optical appearance is often so chaotic due to extinction by dust and emission from star formation regions, that it is impossible to locate the nuclei or determine the true stellar distribution. However, at near-infrared wavelengths extinction is considerably reduced, and most of the flux from galaxies originates from red giant stars that comprise the dominant stellar component by mass. Thus near infrared images offer the opportunity to study directly components of galactic structure which are otherwise inaccessible. Such images may ultimately provide the framework in which to understand the activity taking place in many of the mergers with high Infrared Astronomy Satellite (IRAS) luminosities. Infrared images have been useful in identifying double structures in the nuclei of interacting galaxies which have not even been hinted at by optical observations. A striking example of this is given by the K images of Arp 220. Graham et al. (1990) have used high resolution imaging to show that it has a double nucleus coincident with the radio sources in the middle of the dust lane. The results suggest that caution should be applied in the identification of optical bright spots as multiple nuclei in the absence of other evidence. They also illustrate the advantages of using infrared imaging to study the underlying structure in merging galaxies. The authors have begun a program to take near infrared images of galaxies which are believed to be mergers of disk galaxies because they have tidal tails and filaments. In many of these the merger is thought to have induced exceptionally luminous infrared emission (cf. Joseph and Wright 1985, Sanders et al. 1988). Although the optical images of the galaxies show spectacular dust lanes and filaments, the K images all have a very smooth distribution of light with an apparently single nucleus

    RESEARCH STRATEGIES OF THE NATIONAL WILDLIFE RESEARCH CENTER TO CONTROL BOVINE TUBERCULOSIS IN WILDLIFE IN MICHIGAN, USA

    Bovine tuberculosis (bTB) is a zoonotic disease caused by Mycobaterium bovis and is transmissible to humans, wildlife, and domestic livestock. In the United Kingdom, the suspected wildlife reservoir of bTB is the badger (Meles meles) (HUTCHINGS and HARRIS, 1 997), and in New Zealand, the culprit is the brush-tailed possum (Trichosurus vulpecula) (MORRIS et al., 1994). In northern Michigan, USA, bovine tuberculosis is endemic in white-tailed deer (Odocoileus virginianus). In 1975 a hunter-killed white-tailed deer in Alpena County, Michigan, USA, was tested positive for bTB. Subsequent surveillance by the Michigan Department of Natural Resources (MDNR) of hunter-killed deer revealed no additional cases, and the situation was ruled an anomaly. However, in 1994, an additional hunter-killed white-tailed deer tested positive for bTB in Alcona County, only 13 km from the 1975 case. Between 1995 and 2005, a total of 509 deer tested positive for the disease (MDNR, 2005) and evidence suggested that deer transmitted the disease to domestic cattle (PALMER et al., 2004a). From 1997 to 2004, 33 cattle herds and 1 captive cervid farm tested positive for bTB (MDNR, 2005), most of them within a 5- county area. In addition, in 2006, 6 cattle farms and 1 captive cervid farm tested positive for the disease (MDNR, personal communication). In response to this outbreak, in the past several years MDNR has implemented management strategies to reduce the prevalence of bTB in deer in the outbreak area. These include reduction of deer densities through liberal hunting and restriction of baiting and supplemental feeding of white-tailed deer to reduce deer densities. In addition, Michigan Department of Agriculture and USDA/APHIS/Veterinary Services actively test cattle and captive deer herds with subsequent depopulation of infected herds. And while these actions have reduced the apparent prevalence of bTB in deer from 4.7 % to 1.7 %, a 64 % reduction (MDNR, 2005), other wildlife species may act as reservoirs for the disease. Bovine tuberculosis has been documented in many species of wildlife, including raccoons (Procyon lotor), coyotes (Canis latrans), red fox (Vulpes vulpes) and black bear (Ursus americanus) (BRUNING-FANN et al., 2001). In the outbreak area, bTB prevalence estimates in coyotes and raccoons are as high as 24% (VERCAUTEREN et al., unpublished data) and 2.5 % (WITMER et al., unpublished data), respectively. This raises the question of whether infected raccoons and coyotes actively shed M. bovis through either feces or oral/nasal secretions, thus increasing risks of infection to cattle and other wildlife

    Influence of pore-scale disorder on viscous fingering during drainage

    We study viscous fingering during drainage experiments in linear Hele-Shaw cells filled with a random porous medium. The central zone of the cell is found to be statistically more occupied than the average, and to have a lateral width of 40% of the system width, irrespectively of the capillary number CaCa. A crossover length wfCa1w_f \propto Ca^{-1} separates lower scales where the invader's fractal dimension D1.83D\simeq1.83 is identical to capillary fingering, and larger scales where the dimension is found to be D1.53D\simeq1.53. The lateral width and the large scale dimension are lower than the results for Diffusion Limited Aggregation, but can be explained in terms of Dielectric Breakdown Model. Indeed, we show that when averaging over the quenched disorder in capillary thresholds, an effective law v(P)2v\propto (\nabla P)^2 relates the average interface growth rate and the local pressure gradient.Comment: 4 pages, 4 figures, submitted to Phys Rev Letter

    The Social Supply Chain and the Future High Street

    Purpose: The paper examines how independent social and commercial activities have developed in response to the perceived decline in the UK High Street and in response to the challenges of increasing digital retailing opportunities. This examination is undertaken through the lens of the social supply chain as a means to understanding, suggesting and expanding on current research regarding retailing and the UK High Street. We reveal some of the challenges being posed by the changing patterns of growth and consumption in cities and couple these with shifting supply chain trends. Design: A case study approach is employed to explore the rapid advances and influence of digital technologies on businesses operating on the primary business street of suburban centre, towns or cities (described in the UK collectively as the ‘high street’). The study is conducted through the analytical lens of the social supply chain. Originality: For the purpose of this paper we use two distinct strategies relating to delivery and balancing and in relation to the actions of co-creation, co-production and co-consumption to emphasise and analyse changes currently occurring in the UK high street. We take a social supply chain management perspective to undertake a systematic critical review of the various recent efforts undertaken by local governments, communities and traders groups to revitalise the high street. Findings: Theoretically extending the ‘social’ in the social supply chain we illustrate the usefulness of the nuanced concept of the ‘social supply chain’ with two related strategies concerning delivery and balance. These strategies are themselves interlinked with the actions of co-creation, co-production and co-consumption. Examples of social supply chain strategies presented include retail businesses giving away something as an incentive, where the underlying requirement from the customer is that they will bring their own specialist product, skill or social network to a specified location (real or virtual)

    The GSC-II-based survey of ancient cool white dwarfs I. The sample of spectroscopically confirmed WDs

    The GSC-II white dwarf survey was designed to identify faint and high proper motion objects, which we used to define a new and independent sample of cool white dwarfs. With this survey we aim to derive new constraints on the halo white dwarf space density. Also, these data can provide information on the age of thick disk and halo through the analysis of the luminosity function. On the basis of astrometric and photometric parameters, we selected candidates with mu > 0.28 as/yr and R_F > 16 in an area of 1150 square degrees. Then, we separated white dwarfs from late type dwarfs and subdwarfs by means of the reduced proper motion diagram. Finally, spectroscopic follow-up observations were carried out to confirm the white dwarf nature of the selected candidates. We found 41 white dwarfs of which 24 are new discoveries.
