    Data sensitivity: proposals for resolving the conundrum

    The EU Directive 95/46/EC specifically demarcates categories of sensitive data meriting special protection. It is important to review the continuing relevance of existing categories of sensitive data in the light of changes in societal structures and advances in technology. This paper draws on interviews with privacy and data protection experts from a range of countries and disciplines and findings from the Information Commissioner’s annual telephone survey of the British public in order to explore satisfaction with the current categories of sensitive data. It will be shown that the current classification of sensitive data appears somewhat outdated and thus ineffective for determining the conditions of data processing. Finally, possible reform proposals will be reviewed, including a purpose-based approach and context-based approach

    This article focuses on the traditional notions of democracy and governance in the context of the recent shock first-round election results in France. The results prima facie suggest voter apathy and disengagement from the democratic process. However, the spontaneous street protests confirm that voters are not apathetic about democracy, rather they are dissatisfied with the current model of government and the unresponsive nature of government. It will be argued that the interactive nature of Internet technology has the potential to reinvigorate the democratic process and re-engage citizens positively in political life

    I propose an apparatus for handling intrasentential change in context. The standard approach has problems with sentences with multiple occurrences of the same demonstrative or indexical. My proposal involves the idea that contexts can be complex. Complex contexts are built out of (“simple”) Kaplanian contexts by ordered n-tupling. With these we can revise the clauses of Kaplan’s Logic of Demonstratives so that each part of a sentence is taken in a different component of a complex context. I consider other applications of the framework: to agentially distributed utterances (ones made partly by one speaker and partly by another); to an account of scare-quoting; and to an account of a binding-like phenomenon that avoids what Kit Fine calls “the antinomy of the variable.

    Pygmy dipole strength close to particle-separation energies - the case of the Mo isotopes

    The distribution of electromagnetic dipole strength in 92, 98, 100 Mo has been investigated by photon scattering using bremsstrahlung from the new ELBE facility. The experimental data for well separated nuclear resonances indicate a transition from a regular to a chaotic behaviour above 4 MeV of excitation energy. As the strength distributions follow a Porter-Thomas distribution much of the dipole strength is found in weak and in unresolved resonances appearing as fluctuating cross section. An analysis of this quasi-continuum - here applied to nuclear resonance fluorescence in a novel way - delivers dipole strength functions, which are combining smoothly to those obtained from (g,n)-data. Enhancements at 6.5 MeV and at ~9 MeV are linked to the pygmy dipole resonances postulated to occur in heavy nuclei.Comment: 6 pages, 5 figures, proceedings Nuclear Physics in Astrophysics II, May 16-20, Debrecen, Hungary.     A comparison of collision cross section values obtained via travelling wave ion mobility-mass spectrometry and ultra high performance liquid chromatography-ion mobility-mass spectrometry : application to the characterisation of metabolites in rat urine

    A comprehensive Collision Cross Section (CCS) library was obtained via Travelling Wave Ion Guide mobility measurements through direct infusion (DI). The library consists of CCS and Mass Spectral (MS) data in negative and positive ElectroSpray Ionisation (ESI) mode for 463 and 479 endogenous metabolites, respectively. For both ionisation modes combined, TWCCSN2 data were obtained for 542 non-redundant metabolites. These data were acquired on two different ion mobility enabled orthogonal acceleration QToF MS systems in two different laboratories, with the majority of the resulting TWCCSN2 values (from detected compounds) found to be within 1% of one another. Validation of these results against two independent, external TWCCSN2 data sources and predicted TWCCSN2 values indicated to be within 1-2% of these other values. The same metabolites were then analysed using a rapid reversed-phase ultra (high) performance liquid chromatographic (U(H)PLC) separation combined with IM and MS (IM-MS) thus providing retention time (tr), m/z and TWCCSN2 values (with the latter compared with the DI-IM-MS data). Analytes for which TWCCSN2 values were obtained by U(H)PLC-IM-MS showed good agreement with the results obtained from DI-IM-MS. The repeatability of the TWCCSN2 values obtained for these metabolites on the different ion mobility QToF systems, using either DI or LC, encouraged the further evaluation of the U(H)PLC-IM-MS approach via the analysis of samples of rat urine, from control and methotrexate-treated animals, in order to assess the potential of the approach for metabolite identification and profiling in metabolic phenotyping studies. Based on the database derived from the standards 63 metabolites were identified in rat urine, using positive ESI, based on the combination of tr, TWCCSN2 and MS data.</p

    Low-lying dipole response in the Relativistic Quasiparticle Time Blocking Approximation and its influence on neutron capture cross sections

    We have computed dipole strength distributions for nickel and tin isotopes within the Relativistic Quasiparticle Time Blocking approximation (RQTBA). These calculations provide a good description of data, including the neutron-rich tin isotopes 130,132^{130,132}Sn. The resulting dipole strengths have been implemented in Hauser-Feshbach calculations of astrophysical neutron capture rates relevant for r-process nucleosynthesis studies. The RQTBA calculations show the presence of enhanced dipole strength at energies around the neutron threshold for neutron rich nuclei. The computed neutron capture rates are sensitive to the fine structure of the low lying dipole strength, which emphasizes the importance of a reliable knowledge of this excitation mode.Comment: 15 pages, 4 figures, Accepted in Nucl.
