La inmigración desde el Derecho Civil

    Get PDF

Drought and climate change impacts on water resources: management alternatives

During the last decades water resources are facing severe challenges all over the world and the trends of decreasing precipitations and increasing temperatures in the Mediterranean region intensify this situation. The large climate variability of the region‐ makes drought events appear as a recurrent phenomenon in the area, causing important damages in both the economy and the environment. Water resources planning is part of complex, multi‐disciplinary processes overarching a wide range of stakeholders with different interests, technical expertise, and priorities. Successful planning requires effective Integrated Water Resource Management models that can solve these complex problems. The purpose of this study is to provide a framework for effective and systematic risk management of water resources during drought. This management framework integrates hydrological, agricultural and water planning models. The methodology has three components: first, the statistical properties of drought are analysed and thresholds of drought alert are determined to serve as triggers for management actions. Second, water demand for agriculture is determined during the normal and drought periods. Third, a water planning model is used to integrate water availability and demand and evaluate the range of possible management actions that minimise the risk of water deficit. This methodological approach links the dynamic aspects of water availability and demand and its statistical properties needed for risk analysis to operational aspects of water management at the basin level. The methods are tested in two contrasting case studies in the Tagus basin in Spain. The results presented show the differential impacts of drought in physically similar systems that are subject to different regulation levels and the convenience of designing modified drought management plans in order to minimise the social and economic impacts of drought depending on the characteristics of the system. The results of the study also reveal its applicability for integrated analysis of drought that incorporate a demand analysis approach and the evaluation of climate change scenarios

Towards adaptation of agriculture to climate change in the Mediterranean

his study links climate change impacts to the development of adaptation strategies for agriculture on the Mediterranean region. Climate change is expected to intensify the existing risks, particularly in regions with current water scarcity, and create new opportunities for improving land and water management. These risks and opportunities are characterised and interpreted across Mediterranean areas by analysing water scarcity pressures and potential impacts on crop productivity over the next decades. The need to respond to these risks and opportunities is addressed by evaluating an adaptive capacity index that represents the ability of Mediterranean agriculture to respond to climate change. We propose an adaptive capacity index with three major components that characterise the economic capacity, human and civic resources, and agricultural innovation. These results aim to assist stakeholders as they take up the adaptation challenge and develop measures to reduce the vulnerability of the sector to climate change

A regional comparison of the effects of climate change on agricultural crops in Europe

The effects of climate change will be felt by most farmers in Europe over the next decades. This study provides consistent results of the impact of climate change on arable agriculture in Europe by using high resolution climate data, socio-economic data, and impact assessment models, including farmer adaptation. All scenarios are consistent with the spatial distribution of effects, exacerbating regional disparities and current vulnerability to climate. Since the results assume no restrictions on the use of water for irrigation or on the application of agrochemicals, they may be considered optimistic from the production point of view and somewhat pessimistic from the environmental point of view. The results provide an estimate of the regional economic impact of climate change, as well as insights into the importance of mitigation and adaptation policies

Application of Drought Management Guidelines in Spain

The Spanish case study presents the drought planning process carried in the Tagus Basin. The presentation is structured in four parts: organizational, methodological, operational and public review components. The organizational component presents the framework and specific legislations and the organizations and institutions in Spain that work on drought preparedness and mitigation. The methodological component presents the analytical techniques used for drought risk analysis and management. The operational component describes the proposed structure for the drought management plan and presents the specific actions that are contemplated in it. The process review component identifies stakeholders that are involved in the decision making process and presents their views on the process

Towards molecular electronic devices based on 'all-carbon' wires

Nascent molecular electronic devices based on linear ‘all-carbon’ wires attached to gold electrodes through robust and reliable C–Au contacts are prepared via efficient in situ sequential cleavage of trimethylsilyl end groups from an oligoyne, Me3Si–(C[triple bond, length as m-dash]C)4–SiMe3 (1). In the first stage of the fabrication process, removal of one trimethylsilyl (TMS) group in the presence of a gold substrate, which ultimately serves as the bottom electrode, using a stoichiometric fluoride-driven process gives a highly-ordered monolayer, Au|C[triple bond, length as m-dash]CC[triple bond, length as m-dash]CC[triple bond, length as m-dash]CC[triple bond, length as m-dash]CSiMe3 (Au|C8SiMe3). In the second stage, treatment of Au|C8SiMe3 with excess fluoride results in removal of the remaining TMS protecting group to give a modified monolayer Au|C[triple bond, length as m-dash]CC[triple bond, length as m-dash]CC[triple bond, length as m-dash]CC[triple bond, length as m-dash]CH (Au|C8H). The reactive terminal C[triple bond, length as m-dash]C–H moiety in Au|C8H can be modified by ‘click’ reactions with (azidomethyl)ferrocene (N3CH2Fc) to introduce a redox probe, to give Au|C6C2N3HCH2Fc. Alternatively, incubation of the modified gold substrate supported monolayer Au|C8H in a solution of gold nanoparticles (GNPs), results in covalent attachment of GNPs on top of the film via a second alkynyl carbon–Au σ-bond, to give structures Au|C8|GNP in which the monolayer of linear, ‘all-carbon’ C8 chains is sandwiched between two macroscopic gold contacts. The covalent carbon–surface bond as well as the covalent attachment of the metal particles to the monolayer by cleavage of the alkyne C–H bond is confirmed by surface-enhanced Raman scattering (SERS). The integrity of the carbon chain in both Au|C6C2N3HCH2Fc systems and after formation of the gold top-contact electrode in Au|C8|GNP is demonstrated through electrochemical methods. The electrical properties of these nascent metal–monolayer–metal devices Au|C8|GNP featuring ‘all-carbon’ molecular wires were characterised by sigmoidal I–V curves, indicative of well-behaved junctions free of short circuits
