El riesgo emergente que constituyen las agresiones y violencia que sufren los médicos en el ejercicio de su profesión: el caso de España

Producción CientíficaO artigo analisa dados sobres as agressões na área da saúde, considerando esse fato como um fenômeno internacional que se manifesta tanto em países europeus (Espanha, França, Grã-Bretanha) quanto em outras latitudes (América Latina, Estados Unidos, Canadá, Austrália e Nova Zelândia). A discussão se reporta a estudos realizados na Espanha com pessoal médico, os quais demonstram que a taxa de agressão é de 0,2/100.000 atos médicos, aproximadamente. O objetivo do artigo é ressaltar essas agressões e violência, que os profissionais de saúde vêm sofrendo com frequência cada vez maior, no exercício de sua profissão. Por tratar-se de fenômeno relativamente novo não há muitos dados sobre o tema. Por esse motivo, é importante aprofundar as pesquisas e análises sobre as possíveis causas deste gravíssimo problema que, segundo denuncia a Organização Mundial da Saúde (OMS), corresponde a quase 25% de todos os incidentes de trabalho no setor sanitário

Valoración médico-legal de la violencia: De la violencia intrafamiliar a la violencia de género

The main objective of this work is to study the legislative changes that has experienced domestic violence in our Spanish legal system from the point of forensic view. Forensic medicine and forensic medicine should play a leading role in the study of gender violence and be present in the social debate about a problem that has transcended the technical and professional level to be at the heart of citizens' concerns and political agenda, circumstances that should lead to understand their special characteristics, especially its close relationship with cultural factors that have allowed its historic presence through justification and led to understand as normal within relationships. We must find the reasons that hinder the understanding of this issue and confuse gender violence with other violence that end in the same result or share the stage, the role of forensic medicine and forensic medicine is key, and therefore have Forensic strengthened Integral Value Units. In the attention to women in situations of domestic violence, health professionals must have always present the ethical principles of action and the rights that women have as patients.The specific situation of abuse and the vulnerability of women in these relationships characteristics as well as their children, need to pay special attention to these aspects.One of the most difficult situations and conflicts to which health professionals arising from the collision of legal obligations and ethical principles that govern the actions of health workers face.El objetivo fundamental de este trabajo es realizar un estudio de los cambios legislativos que ha ido experimentando la violencia de género en nuestro ordenamiento jurídico español desde el punto de vista médico-legal. La medicina forense y la medicina legal deben ocupar un papel protagonista en el estudio de la violencia de género y estar presentes en el debate social de un problema que ha trascendido el ámbito técnico y profesional para situarse en el centro de las preocupaciones ciudadanas y de la agenda política, circunstancias que deberían llevar a entender sus especiales características, sobre todo su estrecha relación con los factores culturales que han permitido su presencia histórica a través de la justificación y han llevado a entenderla como algo normal dentro de las relaciones de pareja. Hay que buscar las razones que dificultan el conocimiento de este problema y confunden la violencia de género con otro tipo de violencias que terminan en el mismo resultado o comparten escenario, el papel de la medicina forense y la medicina legal es clave, y por ello han de reforzarse las Unidades Forenses de Valoración Integral. En la atención a las mujeres en situaciones de violencia de género, los profesionales sanitarios debemos tener siempre presentes los principios éticos de actuación y los derechos que las mujeres tienen como pacientes. Las características específicas de la situación de maltrato y la vulnerabilidad de las mujeres que viven en estas relaciones, así como de sus hijas e hijos, requieren poner especial atención en estos aspectos. Una de las situaciones de mayor dificultad y conflicto a la que se enfrentan los profesionales sanitarios derivan de la colisión de las obligaciones legales y los principios éticos que rigen las actuaciones del personal sanitario

Consideraciones tecnológicas en los mercados electrónicos

Este capítulo revisa los aspectos técnicos que afectan a las plataformas utilizadas en los mercados electrónicos. Los aspectos abordados en este capítulo se han clasificado en tres categorías, que son a su vez las que determinan sus apartados. En primer lugar abordamos los aspectos relacionados con la búsqueda de información. En segundo lugar nos ocuparemos de los aspectos relacionados con la seguridad y la privacidad. D-mannose transport and metabolism in isolated enterocytes

D-mannose transport and metabolism has been studied in enterocytes isolated from chicken small intestine. In the presence of Na+, the mannose taken up by the cells either remains free, is phosphorylated, is catabolized to H2O, or becomes part of membrane components. The mannose remaining free in the cytosol is released when the cells are transferred to an ice bath. The Na+-dependent D-mannose transport is electrogenic and inhibited by ouabain and dinitrophenol; its substrate specificity differs from SGLT-1 transporter. The Glut2 transporter inhibitors phloretin and cytochalasin B added following 30-min mannose uptake reduced the previously accumulated D-mannose, whereas these two agents increased the cell to external medium 3-O-methyl-glucose (3-OMG) concentration ratio. D-mannose efflux rate from preloaded D-[2-3H]-mannose enterocytes is Na+-independent. Phloretin did not affect D-mannose efflux rate, whereas it inhibited that of 3-OMG. Neither mannose uptake nor efflux rate were affected by fructose. It is concluded that part of the mannose taken up by the enterocytes is rapidly metabolized and that enterocytes have two D-mannose transport systems: one is concentrative and Na+-dependent and the other is Na+-independent and passive.Dirección General de Investiagación Científica y Técnica PM99-012

El acoso psicológico en el trabajo o Mobbing: patología emergente

El objetivo de este artículo es resaltar la importancia del acoso psicológico en el trabajo 'mobbing', es un problema de salud pública considerado así por las Naciones Unidas (ONU), tipificado por la Organización Internacional del Trabajo (OIT) y es un delito en nuestro Código Penal Español. La Directiva marco 89/391/CEE sobre salud y seguridad en el trabajo, pretenden proteger la salud de los trabajadores, constatando que había un 8 % de empleados de la Unión Europea que sufrían acoso laboral o mobbing, acordando trasponer a los ordenamientos internos medidas de protección de la salud laboral e integridad de los trabajadores. Analizaremos los perfiles más frecuentes tanto de la víctima de l a coso como de l acosador. Thesauri and Semantic Web: Discussion of the Evolution of Thesauri toward their Integration With the Semantic Web

15 p.Thesauri are Knowledge Organization Systems (KOS), that arise from the consensus of wide communities. They have been in use for many years and are regularly updated. Whereas in the past thesauri were designed for information professionals for indexing and searching, today there is a demand for conceptual vocabularies that enable inferencing by machines. The development of the Semantic Web has brought a new opportunity for thesauri, but thesauri also face the challenge of proving that they add value to it. The evolution of thesauri toward their integration with the Semantic Web is examined. Elements and structures in the thesaurus standard, ISO 25964, and SKOS (Simple Knowledge Organization System), the Semantic Web standard for representing KOS, are reviewed and compared. Moreover, the integrity rules of thesauri are contrasted with the axioms of SKOS. How SKOS has been applied to represent some real thesauri is taken into account. Three thesauri are chosen for this aim: AGROVOC, EuroVoc and the UNESCO Thesaurus. Based on the results of this comparison and analysis, the benefits that Semantic Web technologies offer to thesauri, how thesauri can contribute to the Semantic Web, and the challenges that would help to improve their integration with the Semantic Web are discussed.S

Let´s not talk about it. Feminism and populism in Argentina

Since the emergence of #NiUnaMenos [Not One Less] in 2015, feminism has become widespread in Argentina. Nowadays, actions such as to identify oneself as a feminist, to cite her slogans, to use her handkerchiefs, to hold her flags, are no longer conceived as minority, elitist or radicalized practices. In this essay we aim to offer an exploratory account of the conditions that have made this unusual scenario possible. In particular, we consider how the heterogeneous groups that gathered under the scream 'Ni Una Menos!' have become part of a feminist 'us'. That is, what were the conditions that enabled the current expansion of what is known as the green and violet tide of feminism? How have the feminists? demands articulated multiple claims and dimensions of social protest related to economic, social, cultural and racial issues? With these questions in mind, we will begin by exploring how this expansion has been addressed by the existing literature, focusing on the approach of Graciela Di Marco, in whose view this process must be understood within the framework of the successful construction of a 'feminist people'. Taking on this approach? while nonetheless marking our differences? we will go on to explain the conditions that from our perspective enabled feminism to become popular. Firstly, we will point to the relationship that feminist groups have established with human rights activism since the early 80s. Later, we will direct attention to the effects of displacement resulting from the political articulation that took place in the new millennium between human rights groups and the political force that was in government for almost a decade, Kirchnerism. The support of constructs in thesaurus tools from a Semantic Web perspective: Framework to assess standard conformance

15 p.Thesauri are conceptual tools useful to achieve semantic interoperability and reusability, which are relevant goals in the Semantic Web. Thesaurus standards establish, among other issues, the constructs that can appear in a thesaurus. The ISO 25964 standard for thesauri, which supersedes ISO 2788, is the evolution of the ISO thesauri standard to a conceptual approach closer to the Semantic Web. However, it appeared when SKOS -the W3C Recommendation- was already consolidated as the standard for KOS (Knowledge Organization System) representation in the Semantic Web, including thesauri. The evolution from ISO 2788 to ISO 25964, and the relationships between constructs in ISO 2788/ISO 25964 and SKOS, are studied in this paper. From the analysis of this comparison, a methodological framework, that focuses on the construct support, is proposed to evaluate the conformance quality of thesaurus management tools. Target readers are professionals in charge of thesauri edition. A Semantic Web perspective is taken to characterize the effect that using SKOS to represent thesauri can have on the results of the assessment. A proof of concept for the model’s feasibility was performed on two tools and the analysis of the results of this experimental validation is presented. The conclusions highlight the model’s suitability for assessing conformance to the standards concerning support for thesaurus constructs

La Objeción de Conciencia de los Profesionales Sanitarios en la Ética y Deontología

Producción CientíficaEl objetivo fundamental del artículo es resaltar los numerosos conflictos entre la conciencia y la ley que se encuentran cada vez con más frecuencia los profesionales sanitarios en su práctica clínica diaria. Aclarar y definir conceptos como “objeción de conciencia de los profesionales sanitarios”, para no confundirlo con otros términos. Este trabajo lo que pretende es tratar la objeción de conciencia, no desde la jurisprudencia sino desde la ética y la deontología, repasando las normativas existentes tanto en el ámbito internacional como en el nacional. Además para finalizar el estudio, en una última parte tratamos el estado de la “objeción de conciencia” tras la reciente aprobación de la ley orgánica 2/2010, de 3 de marzo, de salud sexual y reproductiva y de la interrupción del embarazo. Como conclusión final podemos decir que la “objeción de conciencia” está reconocida en las declaraciones internacionales e incluso en la constitución europea. En España, en el código de ética y deontología médica, es uno de los lugares donde la objeción de conciencia del profesional sanitario tiene gran desarrollo desde hace años, se establece que el médico puede abstenerse de la práctica de determinados actos profesionales, tales como aborto, fecundación in vitro o esterilización, si éstos se encuentran en contradicción con sus convicciones éticas y científicas. También recientemente, la asamblea general de 24 de octubre de 2009, de la comisión central de deontología, ha realizado una declaración sobre la “objeción de conciencia” insistiendo en su reconocimiento. Finalmente, en la ley orgánica 2/2010, de 3 de marzo, de salud sexual y reproductiva y de la interrupción del embarazo, parece ser reconocido “el derecho de ejercer la objeción de conciencia” de los profesionales sanitarios directamente implicados en la interrupción voluntaria del embarazo, después de numerosos debates, pero todavía es pronto para poder valorar la aplicación de este derecho. Ya que hasta el 5 de julio de 2010, no entrara en vigor esta ley, por lo que será el futuro el que nos lo clarifique el desarrollo de este importante derecho para los profesionales sanitario
