    The Population Council has been providing technical assistance and conducting Operations Research (OR) studies in family planning and reproductive health for over two decades. These studies are designed to identify problems and test strategies to resolve those problems, providing program managers, administrators, and policymakers with the information they need to improve service-delivery systems. The ultimate goal is that strategies tested through OR will be adopted, leading to changes in policy or operational procedures at institutional, national, or international levels. These changes are what we refer to as impact. The purpose of the new approach to evaluation described in this Evaluation Manual is to assess the magnitude of impact achieved by FRONTIERS in Reproductive Health, as well as the role of process and contextual factors. This document describes the FRONTIERS evaluation methodology and gives detailed instructions on its implementation. It is intended for use primarily by FRONTIERS project monitors, who will be conducting evaluations

    Verification of Hierarchical Artifact Systems

    Data-driven workflows, of which IBM's Business Artifacts are a prime exponent, have been successfully deployed in practice, adopted in industrial standards, and have spawned a rich body of research in academia, focused primarily on static analysis. The present work represents a significant advance on the problem of artifact verification, by considering a much richer and more realistic model than in previous work, incorporating core elements of IBM's successful Guard-Stage-Milestone model. In particular, the model features task hierarchy, concurrency, and richer artifact data. It also allows database key and foreign key dependencies, as well as arithmetic constraints. The results show decidability of verification and establish its complexity, making use of novel techniques including a hierarchy of Vector Addition Systems and a variant of quantifier elimination tailored to our context.Comment: Full version of the accepted PODS pape

    A sweet deal? Sugarcane, water and agricultural transformation in Sub-Saharan Africa

    Globally, the area of sugarcane is rising rapidly in response to growing demands for bioethanol and increased sugar demand for human consumption. Despite considerable diversity in production systems and contexts, sugarcane is a particularly “high impact” crop with significant positive and negative environmental and socio-economic impacts. Our analysis is focused on Sub-Saharan Africa (SSA), which is a critical region for continued expansion, due to its high production potential, low cost of production and proximity, and access, to European markets. Drawing on a systematic review of scientific evidence, combined with information from key informants, stakeholders and a research-industry workshop, we critically assess the impacts of sugarcane development on water, soil and air quality, employment, food security and human health. Our analysis shows that sugarcane production is, in general, neither explicitly good nor bad, sustainable nor unsustainable. The impacts of expansion of sugarcane production on the environment and society depend on the global political economy of sugar, local context, quality of scheme, nature of the production system and farm management. Despite threats from climate change and forthcoming changes in the trade relationship with the European Union, agricultural development policies are driving national and international interest and investment in sugarcane in SSA, with expansion likely to play an important role in sustainable development in the region. Our findings will help guide researchers and policy makers with new insights in understanding the situated environmental and social impacts associated with alternative sugar economy models, production technologies and qualities of management

    A population-based approach to background discrimination in particle physics

    Background properties in experimental particle physics are typically estimated using control samples corresponding to large numbers of events. This can provide precise knowledge of average background distributions, but typically does not consider the effect of fluctuations in a data set of interest. A novel approach based on mixture model decomposition is presented as a way to estimate the effect of fluctuations on the shapes of probability distributions in a given data set, with a view to improving on the knowledge of background distributions obtained from control samples. Events are treated as heterogeneous populations comprising particles originating from different processes, and individual particles are mapped to a process of interest on a probabilistic basis. The proposed approach makes it possible to extract from the data information about the effect of fluctuations that would otherwise be lost using traditional methods based on high-statistics control samples. A feasibility study on Monte Carlo is presented, together with a comparison with existing techniques. Finally, the prospects for the development of tools for intensive offline analysis of individual events at the Large Hadron Collider are discussed.Comment: Updated according to the version published in J.     A revised approach to the ?<i>o</i>F2 long-term trends analysis

    International audienceA new approach to extract foF2 long-term trends, which are free to a great extent from solar and geomagnetic activity effects, has been proposed. These trends are insensitive to the phase (increasing/decreasing) of geomagnetic activity, with long-term variations being small and insignificant for such relatively short time periods. A small but significant residual foF2 trend, with the slope Kr = - 2.2 × 10-4 per year, was obtained over a 55-year period (the longest avail-able) of observations at Slough. Such small trends have no practical importance. On the other hand, negative (although insignificant) residual trends obtained at 10 ionosonde stations for shorter periods (31 years) may be considered as a manifestation of a very long-term geomagnetic activity increase which did take place during the 20th century. All of the revealed foF2 long-term variations (trends) are shown to have a natural origin related to long-term variations in solar and geomagnetic activity.     O objetivo deste boletim é apresentar uma metodologia para a geração de modelo numérico de terreno (MNT), com estimativa da temperatura do ar, a partir de dados do radar SRTM. O modelo digital de elevação, gerado pela missão SRTM, forneceu as coordenadas geográficas e as altitudes necessárias para estimar-se a temperatura média do ar, utilizando-se equações de regressão múltipla. A metodologia foi eficiente na geração do mapa de temperatura média do ar do Estado de São Paulo, produto que pode ser utilizado para os mais diversos fins, tais como zoneamentos agropecuários.bitstream/item/120540/1/2249.pd
