    When Will People Pay to Pollute? Environmental Taxes, Political Trust, and Experimental Evidence from Britain

    Previous studies have argued that political trust shapes public opinion with respect to policies for environmental protection, but this paper provides the first evidence that the relationship is causal. The paper presents results from survey experiments investigating conditions under which Britons are willing to pay taxes on polluting activities. Public willingness to pay increases sharply if new environmental taxes are offset by cuts to other kinds of taxes, but political distrust undermines much of the effect of this revenue-neutrality. People are also no more willing if revenues are hypothecated for spending on environmental protection, while making such taxes more tangible to people—by naming petrol and electricity as specific products to which they will apply—has a modestly negative effect

    Climate policy in British Columbia: An unexpected journey

    Since introducing a path-breaking carbon tax in 2008, the western Canadian province of British Columbia (BC) has attracted significant attention from climate policy scholars. The enactment of its carbon tax has made the case of BC intriguing, as Canada is a poor climate performer, BC is a fossil fuel producer, and carbon taxes are politically challenging to introduce anywhere. This paper discusses the BC tax, and what lessons it holds for other jurisdictions. We complement existing accounts with new details about key events and developments in recent years, and about climate policymaking in BC generally. While there are features of the tax's design and promotion that would be worth replicating elsewhere, we argue its survival reflects some simple good fortune. Moreover, the case of BC should not be reduced to its tax, as the province has enacted other notable climate policies, some of which have done more to reduce emissions while attracting less public criticism

    Trust and Public Support for Environmental Protection in Diverse National Contexts

    Worldwide, most people share scientists' concerns about environmental problems, but reject the solution that policy experts most strongly recommend: putting a price on pollution. Why? I show that this puzzling gap between the public’s positive concerns and normative preferences is due substantially to a lack of trust, particularly political trust. In multilevel models fitted to two international survey datasets, trust strongly predicts support for environmental protection within countries and, by some measures, among countries also. An influential competing theory holds that environmental attitudes correlate mostly with left versus right political ideology; the results here, however, show that this correlation is weaker and varies substantially from country to country—unlike that with trust. Theoretically, these results reflect that environmental degradation is a collective action problem and environmental protection a public good. Methodologically, they derive from the more flexible application of multilevel modeling techniques than in previous studies using such models

    Implementing the water framework directive and tackling diffuse pollution from agriculture: Lessons from England and Scotland

    Tackling diffuse pollution from agriculture is a key challenge for governments seeking to implement the European Union's Water Framework Directive (WFD). In the research literature, how best to integrate and align effective measures for tackling diffuse pollution, within the context of the EU's multilevel governance structure, remains an open question. This paper focuses on the first and second implementation cycles of the WFD to explore how national governance arrangements either facilitated or hindered the adoption of effective policies, especially with regards to the delivery of agricultural and water policies on the ground. It draws on data collected through systematic document analysis and interviews with key experts, policymakers and interest groups, and presents a comparative analysis of two case studies: England and Scotland. The case studies show that Scotland's joined-up governance structure, which enabled policymakers and interest groups to work together and to build trust and cooperation, facilitated the adoption of stricter measures for tackling diffuse pollution. In contrast, in England institutional fragmentation prevented a meaningful engagement of all parties and acted as a barrier. The analysis unpacks the design of policy mixes and the conditions that allow national governments to pursue more holistic and integrated governance approaches to overcome opposition from interest groups and gain their support

    Addressing overtreatment of screen detected DCIS; the LORIS trial

    Abstract Overdiagnosis, and thus overtreatment, are inevitable consequences of most screening programmes; identification of ways of minimising the impact of overdiagnosis demands new prospective research, in particular the need to separate clinically relevant lesions that require active treatment from those that can be safely left alone or monitored and only need treated if they change characteristics. Breast cancer screening has led to a large increase in ductal carcinoma in situ (DCIS) diagnoses. This is a widely heterogeneous disease and most DCIS detected through screening is of high cytonuclear grade and therefore likely to be important clinically. However, the historic practice of surgical treatment for all DCIS is unlikely to be optimal for lower risk patients. A clearer understanding of how to manage DCIS is required. This article describes the background and development of ‘The low risk’ DCIS trial (LORIS), a phase III trial of surgery versus active monitoring. LORIS will determine if it is appropriate to manage women with screen detected or asymptomatic, low grade and intermediate grade DCIS with low grade features, by active monitoring rather than by surgical treatment

    Generic health literacy measurement instruments for children and adolescents:a systematic review of the literature

    Background Health literacy is an important health promotion concern and recently children and adolescents have been the focus of increased academic attention. To assess the health literacy of this population, researchers have been focussing on developing instruments to measure their health literacy. Compared to the wider availability of instruments for adults, only a few tools are known for younger age groups. The objective of this study is to systematically review the field of generic child and adolescent health literacy measurement instruments that are currently available. Method A systematic literature search was undertaken in five databases (PubMed, CINAHL, PsycNET, ERIC, and FIS) on articles published between January 1990 and July 2015, addressing children and adolescents ?18 years old. Eligible articles were analysed, data was extracted, and synthesised according to review objectives. Results Fifteen generic health literacy measurement instruments for children and adolescents were identified. All, except two, are self-administered instruments. Seven are objective measures (performance-based tests), seven are subjective measures (self-reporting), and one uses a mixed-method measurement. Most instruments applied a broad and multidimensional understanding of health literacy. The instruments were developed in eight different countries, with most tools originating in the United States (n =?6). Among the instruments, 31 different components related to health literacy were identified. Accordingly, the studies exhibit a variety of implicit or explicit conceptual and operational definitions, and most instruments have been used in schools and other educational contexts. While the youngest age group studied was 7-year-old children within a parent-child study, there is only one instrument specifically designed for primary school children and none for early years. Conclusions Despite the reported paucity of health literacy research involving children and adolescents, an unexpected number of health literacy measurement studies in children?s populations was found. Most instruments tend to measure their own specific understanding of health literacy and not all provide sufficient conceptual information. To advance health literacy instruments, a much more standardised approach is necessary including improved reporting on the development and validation processes.
