The Constraining Dynamics to Promote the Inclusive Village Governance in an Autocratic Leadership Setting

This article discusses the implementation dynamics of the Village Law in a certain context which was backgrounded by the village head's autocratic leadership style that tends to hinder the agenda for institutionalising inclusive governance based on social justice in the village development management. Accountability and citizen engagement as the foundation of term inclusive governance are the principal factors that must be implemented by the Village Government in their routine tasks. As qualitative research with a case study approach, this research utilized a purposive sampling technique to determine the key informants targeted from the elements of the government and villagers. To limit the focus of interest, this research only presents a discussion about the implementation dynamics of the Village Law with the setting of the leadership style of the Village Head in the 2011-2017 period. Field findings show that Dorokobo Village, Kempo District, Dompu Regency has complex socio-economic problems, thus requiring the presence of a responsive government and active villagers to jointly manage various development activities. Unfortunately, expectations of ideal leadership are not widely found in the past structure of the Village Government because they were only busy with various administrative activities and absent from substantive matters. Political leaders came with a procedural and even autocratic style so that the regular participation spaces were limited opened by only involving the elite without the presence of all components of the community. The absence of a progressive process to develop institutional accountability was due to the lack of power that can compel the Village Government to apply the principles of accountability and transparency in their activities

Peering Through the Digital Window: Assessing Online Disclosure of the Public Procurement Data in Bima City

This article explores the level of "online data disclosure" or "website-based transparency" concerning Open Government and Electronic Public Procurement. It specifically focuses on the availability and accessibility of procurement data on the official public procurement website of the Bima City Government, which can be found at https://lpse.bimakota.go.id/eproc4. The transparency indicator used by researchers to explore this issue is the Municipal Transparency Index (MTI) from Portugal's Transparência e Integridade Associação Cívica (TIAC). The unit of analysis boils down to website-based transparency of public procurement documents and the activities inherent in its management. The researchers used two types of data, namely (i) primary data, obtained directly through in-depth interviews with several informants determined by purposive sampling technique, from the management of the government's electronic procurement system; and (ii) secondary data, obtained through a literature study of official documents, mass media articles, internet news sites, and others. This research is intended to add to the empirical case study on the level of website-based transparency managed by local governments in Indonesia, where this aspect is reflected by data openness in its provision and accessibility, which is an important prerequisite for building transparency and a core part of the Open Government initiative. The official website of the Bima City Government's EPP currently does not show an indication of ideal openness in terms of data availability and accessibility, due to specific constraints in the form of budget limitations, staff competence, and the commitment of political leaders. The Influence of Village Apparatus Competency, Village Treasurer's Tax Compliance, and Community Participation on Accountability of Village Fund Management in Tambak District, Gresik Regency

This study aims to examine the impact of the competence of village apparatus, tax compliance of village treasurers and community participation on the accountability of village fund management, especially in villages in Tambak District, Gresik Regency. The method adopted in the following research is a quantitative method with a population of 13 villages in Tambak District, while the sample is 6 villages in Tambak District. The test utilizes the Statistical Product and Service Solution (SPSS 22) application with multiple linear regression analysis tests, t tests, f tests and determination tests (R). Research findings show that the competency of village aparatus does not have a significant positive impact on the accountability of village fund management, while the village treasurer's tax compliance and community participation have a significant positive impact on the accountability of village fund management

SURVEI KEBUGARAN JASMANI SELAMA PANDEMI SISWA KELAS VIII SMP NEGERI 1 CANDI TAHUN 2021

Abstrak Wabah virus COVID-19 ditetapkan sebagai pandemi oleh WHO (World Health Organization), dengan adanya hal tersebut maka diharuskan menerapkan Physical Distancing untuk mencegah penularan virus tersebut. Hal ini tentunya berpengaruh pada banyak faktor terutama di faktor pendidikan, dimana proses belajar mengajar dilaksanakan dengan pembelajaran daring (dalam jaringan) agar mengurangi interaksi secara langsung. Melihat situasi seperti ini, maka penelitian ini bertujuan untuk mengetahui kebugaran jasmani selama pandemi siswa kelas VIII SMP Negeri 1 Candi. Penelitian ini ialah penelitian deskriptif kuantitatif melalui metode survei. Populasi seluruh peserta didik kelas VIII yaitu terdiri dari 9 kelas dengan jumlah 297 peserta didik. Cara pengambilan data yakni memakai teknik simple random sampling, dimana dari jumlah keseluruhannya diambil 50 peserta didik yang dijadikan sebagai anggota sampel terdiri dari 24 siswa dan 26 siswi. Instrumen tes yang digunakan dalam penelitian ini yaitu menggunakan tes yang telah dibuat oleh guru olahraga SMP Negeri 1 Candi berdasarkan buku paket PJOK kelas VIII. Teknik analisis data ialah menggunakan persentase. Hasil dari 50 peserta didik yang telah diteliti, diketahui bahwa kebugaran jasmani siswa dalam kategori sangat baik 9 siswa dengan persentase 18%, dalam kategori baik 28 siswa dengan persentase 56%, dalam kategori cukup 10 siswa dengan persentase 20%, dan dalam kategori kurang 3 siswa dengan persentase 6%. Kesimpulan dalam penelitian ini yakni kebugaran jasmani selama pandemi siswa kelas VIII SMP Negeri 1 Candi tahun 2021 sebagian besar berada dalam kategori baik. This of course affected many factors, especially in the educational factor, where the teaching and learning process was being carried out by online learning in order to reduce direct interaction. Seeing a situation like this, this study aimed to determine the physical fitness during the pandemic for the eighth grade students of SMP Negeri 1 Candi. 50 students got result, this research is a descriptive quantitative using survey method. Population of all students in eight grade were consist of 9 classes with 297 students. The way of collecting the data is using the simple random sampling technique. From all the students, it only took 50 of them that consist of 24 males and 26 females. The test instruments that used in this research is using test that had been made by Candi 1 Junior High Schools sport teacher, which is based on sports material book for eight grades. The analysis technique that used is percentage technique. The test result from those 50 students that had been tested is, there were nine students with 18% percentages who had excellent category in physical fitness, in good category there were 28 students with 56% percentages, in adequate category there were 10 students with 20% percentages, and in deficient category there were 3 students with 6% percentages. In the 2021 study, most of the students at the state junior high school 1 Candi had good physical fitness in the post-pandemic category. Pertunjukan Musik Berdah di Desa Muarojambi Provinsi Jambi: Sebuah Kajian Bentuk dan Fungsi

Berdah merupakan salah satu seni pertunjukan di daerah Muaro Jambi yang dikategorikan kedalam seni musik. Penyajiannya berisikan puji-pujian terhadap Nabi Muhammad SAW. Seni pertunjukan yang bersifat hiburan serta berisikan pesan-pesan moral, agama dan nasehat-nasehat dalam masyarakat sekitar. Alat musik yang digunakan berupa gendang berdah dan gong. Musik berdah disajikan dalam garapan bentuk monofonik, frase dan kalimat melodi memiliki jumlah birama yang berbeda-beda, akibat improvisasi vokal disesuaikan panjang pendeknya nafas si penyanyi. Penelitian ini bertujuan untuk mempelajari dan membahas bentuk serta fungsi musik berdah dalam kehidupan masyarakat Muarojambi Kecamatan Maro Sebo Kabupaten Muaro Jambi. Metode yang digunakan dalam penelitian ini adalah metode kualitatif yang dilakukan melalui tiga tahap pengumpulan data yaitu, studi pustaka, observasi dan wawancara. Hasil yang diperoleh dari penelitian ini, menunjukan bahwa bentuk melodi musik berdah bersifat progresif, teks syair musik berdah berisikan puji-pujian terhadap nabi Muhammad SAW, dan dalam kehidupan masyarakat Muarojambi musik berdah berfungsi sebagai pengungkapan emosional, hiburan, komunikasi, kesinambungan kebudayaan dan pengintegrasian masyarakatAbstractBerdah Music Performance in Muarojambi Village, Jambi Province: A Study of Form and Function. Berdah is one of the performing arts in Daearah Muaro Jambi, which is categorized into music art. The presentation contains praises of the Prophet Muhammad SAW. Performing arts that are entertainment and have moral messages, religions and advice in the surrounding community. Musical instruments are used in the form of drums and gongs. The song music is presented in a monophonic form. Melodic phrases and sentences have different numbers of measure due to improvised vocals adjusting the shortness of the singer's breath. This research aims to study and discuss the form and function of music in the life of the people of Muarojambi District Maro Sebo Muaro Jambi Regency. The method used in this study is a qualitative method carried out through three stages of data collection, namely, library studies, observations and interviews. The results obtained from this study showed that the melodic form of music is progressive. The text of the song music verse contains praises to the prophet Muhammad. Sistem Pengatur Lampu Lalu Lintas menggunakan Image Processing

Makassar termasuk pada posisi kesembilan kota termacet di Indonesia berdasarkan Castrol’s Magnatec Stop-Start index. Salah satu penyebab terjadinya kemacetan di jalan yaitu pengaturan durasi lampu lalu lintas yang tidak akurat dan tidak menyesuaikan dengan kepadatan kendaraan pada ruas jalan. Image processing adalah suatu metode yang digunakan untuk memproses atau memanipulasi gambar dalam bentuk dua dimensi dan dapat juga dikatakan segala operasi untuk memperbaiki, menganalisa, atau mengubah suatu gambar. Tujuan penelitian ini yaitu diharapkan dapat menghasilkan suatu rancangan sistem pengatur lampu lalu lintas yang memanfaatkan image processing terhadap kepadatan kendaraan yang dapat mengoptimalkan durasi guna mengatur kelancaran lalu lintas. Dalam melakukan penelitian ini, jenis yang digunakan adalah prototype dengan menggunakan komputer mini Raspberry Pi. Dirancang dengan bahasa pemrograman Python dan sebagai pustaka tambahan menggunakan OpenCV sebagai pengolahan citra digital. Pemodelannya menggunakan flowchart dan diuji dengan metode pengujian white box. Hasil penelitian menunjukkan bahwa sistem pengatur lampu lalu lintas dengan menggunakan image processing dapat mengukur kepadatan tiap ruas jalan pada persimpangan empat jalan dan mengatur durasi lampu lalu lintas tiap ruas jalan, sehingga dapat diimplementasikan berdasarkan tujuannya

Analisis Hukum Islam terhadap Praktik Jual Beli Sertifikat Seminar di Universitas Islam Negeri Sunan Ampel Surabaya

Dalam penulisan skripsi ini penulis mengambil judul Analisis Hukum Islam terhadap Praktik Jual Beli Sertifikat Seminar di UIN Sunan Ampel Surabaya. Penelitian ini bertujuan untuk mengetahui bagaimana praktik jual beli sertifikat seminar di Universitas Islam Negeri Sunan Ampel Surabaya dan bagaimana analisis hukum Islam terhadap praktik jual beli sertifikat seminar di Universitas Islam Negeri Sunan Ampel Surabaya. Jenis penelitian ini adalah penelitian field research (penelitian lapangan) dengan pendekatan deskriptif-kualitatif. Teknik pengumpulan data yang digunakan adalah observasi, wawancara beserta dokumentasi secara langsung yakni dengan cara mengumpulkan data dan melakukan pengamatan beserta pencatatan secara sistematis terhadap subyek penelitian. Kemudian dianalisis dengan menggunakan pola pikir deduktif, yaitu dengan memaparkan hukum Islam dalam hal ini hukum jual beli dan konsep sadd adh-dhari’ah sebagai alat analisis terhadap praktik jual beli sertifikat seminar yang bersifat umum untuk diperoleh kesimpulan yang bersifat khusus. Hasil penelitian ini menyimpulkan bahwa Praktik jual beli sertifikat seminar yang ada di Universitas Islam Negeri Sunan Ampel Surabaya adalah transaksi jual beli dengan obyek sertifikat dari sebuah acara seminar antara panitia seminar dengan para mahasiswa yang menjadi pesertanya. Peserta awalnya mendaftarkan diri sebagai peserta dengan membayarkan uang pendaftaran baru kemudian setelah acara seminar usai, mereka mengadakan pertemuan untuk serah terima sertifikat seminar. Dilihat dari kacamata hukum Islam, praktik jual beli sertifikat seminar di Universitas Islam Negeri Sunan Ampel adalah transaksi jual beli yang telah memenuhi rukun dan syarat jual beli. Namun dampak yang ditimbulkan dari jual beli tersebut mengakibatkan dilakukannya perbuatan yang merusak yakni tolong menolong dalam hal kerusakan yakni tindak pemalsuan. Sehingga jual beli tersebut dianggap tidak boleh atau diharamkan. Dari kesimpulan di atas penulis dapat memberikan saran kepada para dosen wali dan Wakil Dekan di setiap fakultas untuk lebih memperhatikan kontrol kepada mahasiswa yang mengumpulkan sertifikat seminar, agar mereka lebih serius lagi dalam mengikuti sebuah seminar, sehingga tidak terus terulang jual beli sertifikat ini. Kepada para pelaku jual beli sertifikat, baik panitia maupun peserta seminar, untuk menyelenggarakan dan mengikuti seminar sebagaimana mestinya, sehingga tidak menjadikan sebagai ajang mengahalalkan segala cara demi memenuhi suatu persyaratan

The purpose of this study was to examine the effect of the financial performance and good corporate governance (GCG) on value of firm (the study of manufacturing companies listed in Indonesia Stock Exchange 2011-2013). The population in this study are all manufacturing companies listed in Indonesia Stock Exchange from 2011 until 2013. Samples were taken based purposive sampling technique that is based on specific criteria. Data analysis tool used in this research is descriptive analysis and multiple regression analysis. The results of this study are: (1) variables related to leverage significantly positive effect on firm value. (2) variable profitability significantly positive effect on firm value. (3) The GCG variables measured through managerial ownership not influence significantly the value of the firm. Reflective Learning on the Mainstreaming Strategy of the Children's Rights To Promote the Children-Friendly Village

This community service program is an effort to popularize the concept of a Children-Friendly Village (CFV) to the village governments and residents as a medium for maximum attention to issues of childhood development through the creation of a healthy environment and the provision of various comfortable facilities for them, which has been conducted during May 2021 in the Oi Bura Village, Tambora Subdistrict, Bima District, West Nusa Tenggara Province with the main orientation of utilizing participant contributions to encourage “Mainstreaming Children's Rights (MCR)” applications at the village level through providing understanding or elaboration on the conceptual substance of MCR, problem identification of children at the village level, and formulating a road-map for the CFV development strategies according to the partners' capabilities. The success of the MCR strategy in managing the village development is highly dependent on the commitment and participation of all parties in the context of fulfilling children's rights in the Oi Bura Village, which have not met the six eligibility indicators as CFV at all. This reflective learning was effective to achieve the defined goals and will be replicated in other villages in the future.Program pengabdian masyarakat ini adalah upaya mempopulerkan konsep Desa Layak Anak (DLA) kepada pemerintahan desa dan warga sebagai medium pencurahan perhatian maksimal terhadap isu perkembangan anak melalui penciptaan lingkungan sehat dan penyediaan beragam fasilitas nyaman untuk mereka, yang telah dilaksanakan selama bulan Mei 2021 di Desa Oi Bura, Kecamatan Tambora, Kabupaten Bima, Provinsi Nusa Tenggara Barat dengan orientasi utama mendayagunakan kontribusi partisipan untuk mendorong aplikasi “Pengarusutamaan Hak Anak (PUHA)” di level desa melalui pemberian pemahaman atau elaborasi tentang substansi konseptual PUHA, identifikasi masalah anak di tingkat desa, dan perumusan road-map strategi pengembangan DLA sesuai batasan kemampuan mitra. Keberhasilan strategi PUHA dalam pengelolaan pembangunan desa sangat tergantung pada komitmen dan partisipasi semua pihak untuk pemenuhan hak anak di Desa Oi Bura yang sama sekali belum memenuhi enam indikator kelayakan sebagai DLA. Pembelajaran reflektif ini sangat efektif untuk mencapai tujuan yang telah ditetapkan dan akan direplikasi pelaksanaannya di desa-desa lain di masa mendatang
