    The Development of a Common Investment Appraisal for Urban Transport Projects.

    In December 1990 we were invited by Birmingham City Council and Centro to submit a proposal for an introductory study of the development of a common investment appraisal for urban transport projects. Many of the issues had arisen during the Birmingham Integrated Transport Study (BITS) in which we were involved, and in the subsequent assessment of light rail schemes of which we have considerable experience. In subsequent discussion, the objectives were identified as being:- (i) to identify, briefly, the weaknesses with existing appraisal techniques; (ii) to develop proposals for common methods for the social cost-benefit appraisal of both urban road and rail schemes which overcome these weaknesses; (iii) to develop complementary and consistent proposals for common methods of financial appraisal of such projects; (iv) to develop proposals for variants of the methods in (ii) and (iii) which are appropriate to schemes of differing complexity and cost; (v) to consider briefly methods of treating externalities, and performance against other public sector goals, which are consistent with those developed under (ii) to (iv) above; (vi) to recommend work to be done in the second phase of the study (beyond March 1991) on the provision of input to such evaluation methods from strategic and mode-specific models, and on the testing of the proposed evaluation methods. Such issues are particularly topical at present, and we have been able to draw, in our study, on experience of:- (i) evaluation methods developed for BITS and subsequent integrated transport studies (MVA) (ii) evaluation of individual light rail and heavy rail investment projects (ITS,MVA); (iii) the recommendations of AMA in "Changing Gear" (iv) advice to IPPR on appraisal methodology (ITS); (v) submissions to the House of Commons enquiry into "Roads for the Future" (ITS); (vi) advice to the National Audit Office (ITS) (vii) involvement in the SACTRA study of urban road appraisal (MVA, ITS

    The forest tree species Khaya senegalensis (Desr.) A. Juss. occurs in a belt across 20 African countries from Senegal-Guinea to Sudan-Uganda where it is a highly important resource. However, it is listed as Vulnerable (IUCN 2015-3). Since introduction in northern Australia around 1959, the species has been planted widely, yielding high-value products. The total area of plantations of the species in Australia exceeds 15,000 ha, mostly planted in the Northern Territory since 2006, and includes substantial areas across 60-70 woodlots and industrial plantations established in north-eastern Queensland since the early-1990s and during 2005-2007 respectively. Collaborative conservation and tree improvement by governments began in the Northern Territory and Queensland in 2001 based on provenance and other trials of the 1960s-1970s. This work has developed a broad base of germplasm in clonal seed orchards, hedge gardens and trials (clone and progeny). Several of the trials were established collaboratively on private land. Since the mid-2000s, commercial growers have introduced large numbers of provenance-bulk and individual-tree seedlots to establish industrial plantations and trials, several of the latter in collaboration with the Queensland Government. Provenance bulks (>140) and families (>400) from 17 African countries are established in Australia, considered the largest genetic base of the species in a single country outside Africa. Recently the annual rate of industrial planting of the species in Australia has declined, and R&D has been suspended by governments and reduced by the private sector. However, new commercial plantings in the Northern Territory and Queensland are proposed. In domesticating a species, the strategic importance of a broad genetic base is well known. The wide range of first- and advanced-generation germplasm of the species established in northern Australia and documented in this paper provides a sound basis for further domestication and industrial plantation and woodlot expansion, when investment conditions are favourabl

    Where are the Baryons?

    New, high resolution, large-scale, cosmological hydrodynamic galaxy formation simulations of a standard cold dark matter model (with a cosmological constant) are utilized to predict the distribution of baryons at the present and at moderate redshift. It is found that the average temperature of baryons is an increasing function of time, with most of the baryons at the present time having a temperature in the range 10^{5-7} K. Thus, not only is the universe dominated by dark matter, but more than one half of the normal matter is yet to be detected. Detection of this warm/hot gas poses an observational challenge, requiring sensitive EUV and X-ray satellites. Signatures include a soft, cosmic X-ray background, apparent warm components in hot clusters due to both intrinsic warm intra-cluster gas and warm inter-cluster gas projected onto clusters along the line of sight, absorption lines in X-ray and UV quasar spectra [e.g., O VI (1032,1038)A lines, OVII 574 eV line], strong emission lines (e.g., O VIII 653 eV line) and low redshift, broad, low column density \lya absorption lines. We estimate that approximately 1/4 of the extragalactic soft X-ray background (SXRB) (at 0.7 keV) arises from the warm/hot gas, half of it coming from z<0.65z<0.65 and three-quarters from z<1.00z<1.00, so the source regions should be identifiable on deep optical images.Comment: ApJ in press, revised (fig 3 is in jpg). Introduction: Despite optimal surgery, some patients with early endometrial carcinoma develop recurrence and die of disease. A number of immunohistochemical (IHC)-identified cell products (markers) have been proposed as predictors of recurrence. This study characterizes a large series of endometrial carcinomas with previously described markers as well as markers that have not been investigated in endometrial carcinoma. Patients and methods: Women who had undergone surgery for endometrial carcinoma were identified and specimens accessed. Tissue blocks were evaluated for ten IHC markers. Results were correlated with last known clinical status. Results: Mean follow-up was 43 months; complete data were available on 117 patients. Two women died of other causes; of the remaining 115, eight died of disease and six were alive with recurrence at last follow-up (12%). Vascular endothelial growth factor staining independently predicted recurrence and death. However, in multivariate analyses, only FIGO stage predicted outcome. Discussion: Our goal was to identify markers to predict which women with endometrial carcinoma were likely to have disease recurrence. We evaluated cell-cycle regulatory proteins, growth factors, hormone receptors, and angiogenic factors, but did not identify any marker that independently predicted outcome in multivariate analysis.     Data Sharing in Astrobiology: The Astrobiology Habitable Environments Database (AHED)

    Astrobiology is a multidisciplinary area of scientific research focused on studying the origins of life on Earth and the conditions under which life might have emerged elsewhere in the universe. NASA uses the results of Astrobiology research to help define targets for future missions that are searching for life elsewhere in the universe. The understanding of complex questions in Astrobiology requires integration and analysis of data spanning a range of disciplines including biology, chemistry, geology, astronomy and planetary science. However, the lack of a centralized repository makes it difficult for Astrobiology teams to share data and benefit from resultant synergies. Moreover, in recent years, federal agencies are requiring that results of any federally funded scientific research must be available and useful for the public and the science community. The Astrobiology Habitable Environments Database (AHED), developed with a consolidated group of astrobiologists from different active research teams at NASA Ames Research Center, is designed to help to address these issues. AHED is a central, high-quality, long-term data repository for mineralogical, textural, morphological, inorganic and organic chemical, isotopic and other information pertinent to the advancement of the field of Astrobiology

    The Antarctic Analogy for Ancient Lakes at Gale Crater, Mars

    In place of the dual choice of warm and wet versus cold and dry Mars, we reconcile in this paper the notion of a cold Mars with the notion of wet Mars. Both the geological evidences at Gale's for the presence of liquid water during the Hesperian (Grotzinger et al., Science, 350 (6257), 2015) and the failure of climate models make Mars warm (Wordsworth, Review of Earth and Planetary Science, 44, 1-31, 2016) suggested that an alternative scenario could be envisioned. The lake Untersee, Antarctica is an inspiring example of how an aqueous environment can survive for an extended period of the time in a place where the day average temperatures never, ever, each 273K. The key process which maintains a liquid, potentially habitable, environment under the ice is the subaqueous melting of a glacial dam in contact with the lake which provides a constant latent heat flux into the lake (McKay et al, in preparation) Our calculations showed that for certain range of pressures, temperatures and ice optical properties, a large body of water at Gale's will not freeze solid even if the surface temperatures are at all times well below freezing. The rather high sublimation rates of ice at Mars', the sunlight penetrating the ice and the geothermal flux contribute to stabilize the solid/liquid interface at a certain depth. We found that for a mean annual temperature of 245K ice thicknesses range from 3-10 meters which are comparable values to the range of those for the Antarctic lakes (2-7m). Thus, the ice potentially gets thin enough to let sediments penetrate the ice (Rivera-Hernandez et al., in preparation) and geological features associated with aqueous environments may still be possible with a perennially-covered lake, on cold, but wet planet.     Photoluminescence spectroscopy of YVO4_{4}:Eu3+^{3+} nanoparticles with aromatic linker molecules: a precursor to biomedical functionalization

    Photoluminescence spectra of YVO4_{4}:Eu3+^{3+} nanoparticles are presented,with and without the attachment of of organic linker molecules that are proposed for linking to biomolecules. YVO4_{4}:Eu3+^{3+} nanoparticles with 5% dopant concentration were synthesized by wet chemical synthesis. X-ray diffraction and transmission electron microscopy show the expected wakefieldite structure of tetragonal particles with an average size of 17 nm. Fourier-transform infrared spectroscopy determines that metal-carboxylate coordination is successful in replacing the native metal-hydroxyl bonds with three organic linkers, namely benzoic acid, 3-nitro 4-chloro-benzoic acid and 3,4-dihydroxybenzoic acid, in separate treatments. UV-excitation photoluminescence spectra show that the position and intensity of dominant 5D07F2^{5}D_{0}-^{7}F_{2} electric-dipole transition at 619 nm is unaffected by the benzoic acid and 3-nitro 4-chloro-benzoic acid treatments. Attachment of the 3,4-dihydroxybenzoic acid produces an order-of-magnitude quenching of the photoluminescence, due to the presence of high-frequency modes in the linker. Ratios of the dominant electric- and magnetic-dipole transitions confirm infrared measurements, which indicate that the bulk crystal of the nanoparticle is unchanged by all three treatments.Comment: 9 pages, 5 figures, journal articl

    Modelling of an aza-Michael reaction from crystalline naphthalene derivatives containing peri–peri interactions: very long N–C bonds?

    The separation between a pair of peri-located dimethylamino and ethene-2,2-dinitrile groups in a naphthalene molecule, which models the progress of a Michael reaction, can be controlled by the installation of a short ethylene bridge or the introduction of repulsive interactions at the opposite set of peri positions. Introduction of a dimethylammonium substituent produced a hydrated chloride salt in which the Me2N⋯C(H)[double bond, length as m-dash]C(CN)2 separation between reactive groups decreases, reversibly, from 2.167 Å at 200 K to 1.749 Å at 100 K, with the maximum rate of change in the range 128–140 K, which was studied by variable temperature X-ray crystallography and solid state NMR. From these and other crystallographic data a correlation between Me2N⋯C bond formation and alkene bond breaking was constructed for the first step of an aza-Michael reaction
