    Institutions, history and wage bargaining outcomes: international evidence from the post-World War Two era

    This paper uses international evidence to assess the impact of tripartism and other forms of government involvement in bargaining on wage moderation and wage dispersion. We find that government involvement in wage bargaining leads to a modest increase in wage moderation and reduction in wage dispersion. Historic differences in bargaining institutions between countries have greater moderating effects

    The application of data mining techniques for the regionalisation of hydrological variables

    International audienceFlood quantile estimation for ungauged catchment areas continues to be a routine problem faced by the practising Engineering Hydrologist, yet the hydrometric networks in many countries are reducing rather than expanding. The result is an increasing reliance on methods for regionalising hydrological variables. Among the most widely applied techniques is the Method of Residuals, an iterative method of classifying catchment areas by their geographical proximity based upon the application of Multiple Linear Regression Analysis (MLRA). Alternative classification techniques, such as cluster analysis, have also been applied but not on a routine basis. However, hydrological regionalisation can also be regarded as a problem in data mining ? a search for useful knowledge and models embedded within large data sets. In particular, Artificial Neural Networks (ANNs) can be applied both to classify catchments according to their geomorphological and climatic characteristics and to relate flow quantiles to those characteristics. This approach has been applied to three data sets from the south-west of England and Wales; to England, Wales and Scotland (EWS); and to the islands of Java and Sumatra in Indonesia. The results demonstrated that hydrologically plausible clusters can be obtained under contrasting conditions of climate. The four classes of catchment found in the EWS data set were found to be compatible with the three classes identified in the earlier study of a smaller data set from south-west England and Wales. Relationships for the parameters of the at-site distribution of annual floods can be developed that are superior to those based upon MLRA in terms of root mean square errors of validation data sets. Indeed, the results from Java and Sumatra demonstrate a clear advantage in reduced root mean square error of the dependent flow variable through recognising the presence of three classes of catchment.     A Fish Habitat Classification Model for the Upper and Middle Sections of the Bay of Quinte, Lake Ontario

    A fish habitat classification model was developed and applied to the upper and middle sections of the Bay of Quinte, Lake Ontario. Available habitat inventories were assembled in a GIS database, bringing bathymetric, shoreline, substrate, and vegetation data together in a series of layers. The classification model was developed in four steps. In the first step, the Defensible Methods (DM) model developed by Minns et al. (2000) was used to estimate suitability values in all habitat patches for a set of nine fish groups each with three life stages. The fish groups were formed from the assemblage of fish species present in the Bay of Quinte by combining them according to thermal and vegetation preferences, and combinations of size and age-at-maturity. Different methods of combining the 27 suitability indices were examined to allow designation of each unique habitat patch to low, medium or high suitability categories for fish. The K-means clustering technique was selected for classifying habitat patches into three suitability categories, thereby exploiting natural breaks in the cumulative distributions of suitability values and maintaining consistency with underlying habitat features. In the second step, the spatially rare habitats for each fish group by life stage combination were used to identify habitat patches that are important for particular fish groups and life stages but which had been classified as medium or low suitability in the first classification step. Criteria for recognizing rarity were used to reassign habitat patches rated low or medium in step one to the high class. In the third step, local expert knowledge of important fish habitats gathered from anglers and fishers were used to develop an expert classification. This expert mapping of important fishing areas was compared with that obtained via suitability and rarity ratings and then, in step four, used to upgrade some areas from low or medium to high. The final habitat classification model is a mixture of suitability, rarity and expert ratings. The habitat suitability class assignments obtained in step one were not changed appreciably by steps two and three. The combined suitability-rarity ratings showed good agreement with the local expert ratings. Important fishing areas either overlapped suitable areas or were close by where fisher access would be restricted by depth or vegetation density. The final habitat classification for the Bay of Quinte provides a context for both conservation and restoration efforts. Periodic updating of the classification system will be needed as conditions change, e.g., as a result of climate change or as the effects of the zebra mussel invasion on macrophytes and substrates mature, or as data on other habitat elements becomes available, e.g., seasonal and spatially thermal habitat maps. Further effort is needed to understand the procedures used by government agencies at different levels to integrate the knowledge embodied in habitat maps into on-going fisheries and fish habitat management

    Probing the structure and dynamics of molecular clusters using rotational wavepackets

    The chemical and physical properties of molecular clusters can heavily depend on their size, which makes them very attractive for the design of new materials with tailored properties. Deriving the structure and dynamics of clusters is therefore of major interest in science. Weakly bound clusters can be studied using conventional spectroscopic techniques, but the number of lines observed is often too small for a comprehensive structural analysis. Impulsive alignment generates rotational wavepackets, which provides simultaneous information on structure and dynamics, as has been demonstrated successfully for isolated molecules. Here, we apply this technique for the firsttime to clusters comprising of a molecule and a single helium atom. By forcing the population of high rotational levels in intense laser fields we demonstrate the generation of rich rotational line spectra for this system, establishing the highly delocalised structure and the coherence of rotational wavepacket propagation. Our findings enable studies of clusters of different sizes and complexity as well as incipient superfluidity effects using wavepacket methods.Comment: 5 pages, 6 figure

    Hydrogeology and Ground-Water Monitoring of Coal-Ash Disposal Sites in a Karst Terrane near Burnside, South-Central Kentucky

    The effects of two coal-ash disposal facilities on ground-water quality at the John Sherman Cooper Power Plant, located in a karst region of south-central Kentucky, were evaluated using dye traces in springs. Springs were used for monitoring rather than wells, because in a karst terrane wells are unlikely to intercept individual conduits. A closed-out ash pond located over a conduit-flow system discharges to three springs in the upper Salem and Warsaw Formations along Lake Cumberland. Water discharging from these downgradient springs is similar to springs unaffected by ash-disposal facilities and is a calcium-bicarbonate type. No constituent concentrations found in this flow system exceeded maximum contaminant levels (MCL’s) or secondary maximum contaminant levels (SMCL’s) defined by the U.S. Environmental Protection Agency. An active ash pond is situated over another conduit-flow system that discharges to springs in the lower St. Louis Limestone. Water discharging from these downgradient springs is intermediate between the calciumbicarbonate type of the unaffected springs and the calcium-sulfate type of the active ash pond. No constituent concentrations found in this flow system exceeded MCL’s or SMCL’s. A third flow system associated with a coal stockpile adjacent to the plant is delineated by springs in the St. Louis Limestone and the Salem and Warsaw Formations that discharge calcium-sulfate type water. Chromium and cadmium concentrations exceeded MCL’s in at least one sample from this flow system. Iron, manganese, sulfate, and total dissolved solid concentrations exceeded SMCL’s in at least one sample. The closed-out ash pond appears to have no adverse impact on the water quality, nor does the active ash pond. In general, the coal stockpile has a more adverse impact on ground-water quality in the study area than the ash-disposal facilities

    UK survey of occupational therapist’s and physiotherapist’s experiences and attitudes towards hip replacement precautions and equipment

    Background: Total hip replacement (THR) is one of the most common orthopaedic procedures in the United Kingdom (UK). Historically, people following THR have been provided with hip precautions and equipment such as: raised toilet seats and furniture rises, in order to reduce the risks of dislocation post-operation. The purpose of this study was to determine current practices in the provision of these interventions in the UK for people following primary THR. Methods: A 27-question, self-administered online survey was developed and distributed to UK physiotherapists and occupational therapists involved in the management of people following primary THR (target respondents). The survey included questions regarding the current practices in the provision of equipment and hip precautions for THR patients, and physiotherapist’s and occupational therapist’s attitudes towards these practices. The survey was disseminated through print and web-based/social media channels. Results: 170 health professionals (87 physiotherapists and 83 occupational therapists), responded to the survey. Commonly prescribed equipment in respondent’s health trusts were raised toilet seats (95%), toilet frames and rails (88%), furniture raises (79%), helping hands/grabbers (77%), perching stools (75%) and long-handled shoe horns (75%). Hip precautions were routinely prescribed by 97% of respondents. Hip precautions were most frequently taught in a pre-operative group (52% of respondents). Similarly equipment was most frequently provided pre-operatively (61% respondents), and most commonly by occupational therapists (74% respondents). There was variability in the advice provided on the duration of hip precautions and equipment from up to six weeks post-operatively to life-time usage. Conclusions: Current practice on hip precautions and provision of equipment is not full representative of clinician’s perceptions of best care after THR. Future research is warranted to determine whether and to whom hip precautions and equipment should be prescribed post-THR as opposed to the current ‘blanket’ provision of equipment and movement restriction provided in UK practice
