Een zorgbestuurder benoemen
Een zorgbestuurder benoemen biedt een fascinerend inzicht in een proces van besluitvorming dat normaal achter gesloten deuren plaatsvindt. Het benoemen van een nieuwe zorgbestuurder van een zorgorganisatie is een bijzonder proces. Niet de raad van bestuur maar de raad van toezicht staat aan het roer. Het kiezen van een nieuwe bestuurder is een uiterst gevoelige kwestie, waardoor er maar beperkt informatie naar buiten komt. Benoemingen verlopen niet volgens gebaande paden van reguliere besluitvorming. Dat brengt risico’s met zich mee voor het draagvlak van het besluit. Draagvlak voor de nieuwe bestuurder is essentieel, omdat de uitkomst zo belangrijk is voor velen.
In dit boek onderzoeken Maartje Derks en Kor Grit hoe zorginstellingen in de praktijk omgaan met vragen als: Wie zijn gerechtigd te beslissen of mee te praten? Hoe komt de organisatie op een legitieme wijze tot een besluit? Wat is een goede zorgbestuurder? Lastige vragen waarover lang niet altijd overeenstemming bestaat.
Het boek is relevant voor toezichthouders, bestuurders en alle andere belanghebbenden bij bestuursbenoemingen. Derks en Grit vermijden de illusie om een blauwdruk voor dit complexe besluitvormingsproces te willen leveren, maar zij bieden wel praktische handvatten om het proces van besluitvorming te verbeteren

Este artículo analiza el significado de Open access o Acceso abierto a las publicaciones científicas a través de internet de acuerdo con las declaraciones de Budapest, Bethesda y Berlín. Se revisan algunos aspectos relacionados con el impacto de las revistas OA y las implicaciones de la cesión de derechos de copyright en el acceso abierto. Por último se evalúan las perspectivas de futuro del acceso en abierto desde el punto de vista de las políticas.Peer reviewe
Application of satellite precipitation data to analyse and model arbovirus activity in the tropics
Background: Murray Valley encephalitis virus (MVEV) is a mosquito-borne Flavivirus (Flaviviridae: Flavivirus) which isclosely related to Japanese encephalitis virus, West Nile virus and St. Louis encephalitis virus. MVEV is enzootic innorthern Australia and Papua New Guinea and epizootic in other parts of Australia. Activity of MVEV in WesternAustralia (WA) is monitored by detection of seroconversions in flocks of sentinel chickens at selected sample sitesthroughout WA.Rainfall is a major environmental factor influencing MVEV activity. Utilising data on rainfall and seroconversions,statistical relationships between MVEV occurrence and rainfall can be determined. These relationships can be usedto predict MVEV activity which, in turn, provides the general public with important information about diseasetransmission risk. Since ground measurements of rainfall are sparse and irregularly distributed, especially in northWA where rainfall is spatially and temporally highly variable, alternative data sources such as remote sensing (RS)data represent an attractive alternative to ground measurements. However, a number of competing alternatives areavailable and careful evaluation is essential to determine the most appropriate product for a given problem.Results: The Tropical Rainfall Measurement Mission (TRMM) Multi-satellite Precipitation Analysis (TMPA) 3B42product was chosen from a range of RS rainfall products to develop rainfall-based predictor variables and buildlogistic regression models for the prediction of MVEV activity in the Kimberley and Pilbara regions of WA. Twomodels employing monthly time-lagged rainfall variables showed the strongest discriminatory ability of 0.74 and0.80 as measured by the Receiver Operating Characteristics area under the curve (ROC AUC).Conclusions: TMPA data provide a state-of-the-art data source for the development of rainfall-based predictivemodels for Flavivirus activity in tropical WA. Compared to ground measurements these data have the advantage ofbeing collected spatially regularly, irrespective of remoteness. We found that increases in monthly rainfall andmonthly number of days above average rainfall increased the risk of MVEV activity in the Pilbara at a time-lag oftwo months. Increases in monthly rainfall and monthly number of days above average rainfall increased the risk ofMVEV activity in the Kimberley at a lag of three months.I
Broadband Meter-Wavelength Observations of Ionospheric Scintillation
Intensity scintillations of cosmic radio sources are used to study
astrophysical plasmas like the ionosphere, the solar wind, and the interstellar
medium. Normally these observations are relatively narrow band. With Low
Frequency Array (LOFAR) technology at the Kilpisj\"arvi Atmospheric Imaging
Receiver Array (KAIRA) station in northern Finland we have observed
scintillations over a 3 octave bandwidth. ``Parabolic arcs'', which were
discovered in interstellar scintillations of pulsars, can provide precise
estimates of the distance and velocity of the scattering plasma. Here we report
the first observations of such arcs in the ionosphere and the first broad-band
observations of arcs anywhere, raising hopes that study of the phenomenon may
similarly improve the analysis of ionospheric scintillations. These
observations were made of the strong natural radio source Cygnus-A and covered
the entire 30-250\,MHz band of KAIRA. Well-defined parabolic arcs were seen
early in the observations, before transit, and disappeared after transit
although scintillations continued to be obvious during the entire observation.
We show that this can be attributed to the structure of Cygnus-A. Initial
results from modeling these scintillation arcs are consistent with simultaneous
ionospheric soundings taken with other instruments, and indicate that
scattering is most likely to be associated more with the topside ionosphere
than the F-region peak altitude. Further modeling and possible extension to
interferometric observations, using international LOFAR stations, are
