Feminizing political parties: womenâs party member organizations within European parliamentary parties
Party member womenâs organizations were early features of party development. While some contemporary studies maintain these are important sites for the substantive representation of women, there is also a claim that they are in decline. Our primary purpose here is to establish the existence of party member womenâs organizations â as one test of the first dimension of party feminization: the inclusion of women. We draw on new survey data of 17 European countries provided by Scarrow, Poguntke and Webb. We establish that almost half have a party member womenâs organization. The new data also permits analysis of relationships between party member womenâs organization and gender quotas for the top party leadership body (National Executive Committee (NEC)), womenâs presence among the party leadership and candidate quota rules. Together we see these (i) as a means to establish whether women are marginalized within the party, thereby limiting descriptive representation and (ii) as surrogate measures for womenâs substantive representation. We importantly find that the presence of a party member womenâs organization does not come at the cost of womenâs presence on the NEC. In the final section, we turn our attention to building a new comparative research agenda that more fully addresses substantive representation
Exploring sex differences in attitudes towards the descriptive and substantive representation of women
This article unpacks the rationales that might be behind individual-level support for the idea that there ought to be more women present in political institutions. We outline two distinct rationales: the substantive position that sees an increase in womenâs descriptive representation as important in bringing about a subsequent improvement in womenâs substantive representation, or the justice-plus position that sees an increase in the descriptive representation of women as important for reasons of justice or other symbolic benefits. We find that women are more likely than men to support an increase in descriptive representation and that women are more likely to hold both the view that an increase in descriptive representation was desirable and that such an increase would improve the representation of womenâs political interests. Men are found to be more likely to support an increase in descriptive representation but not relate descriptive representation to substantive representation in any way: the justice-plus rationale
Feminist allies and strategic partners: Exploring the relationship between the womenâs movement and political parties
Western political parties have been in decline in recent decades and they continue to be viewed as male institutions. Despite this, electoral politics is important to the womenâs movement as a means by which to advance feminist interests. This article builds upon feminist critiques of political parties by analyzing original qualitative data undertaken with feminists in the United States and United Kingdom in order to explore how activists view political parties. The research finds that although many hold negative views, in line with broader debates concerning disengagement, they also recognize the importance of electoral politics and the need to work with individual politicians. Party and feminist ideology shapes those views, whereby politicians on the left are viewed as feminist allies and those on the right are framed as strategic partners
Women candidates and councillors in Scottish local government, 1974-2012
While significant attention has been paid to the levels of representation of women in both the Westminster Parliament and the Scottish Parliament, much less considered has been given to the position within local government. This article addresses that deficit for Scotland. It shows that for twenty-five years following the reorganisation of local government in Scotland in 1974 there was a slow but relatively steady increase in the numbers of female candidates and councillors, although more recently this appears to have since plateaued somewhat, together with a similar increase in the number of women councillors taking up more senior roles in Scotlandâs councils. The article analyses the representation of women in Scottish local government over the period from 1974 to 2012 against the backdrop of significant change in Scotland, including a further restructuring of local government and the introduction of the Single Transferable Vote for council elections, the creation of the Scottish Parliament, the rise of the SNP and the decline of the Conservative Party
Potential Predictability of Net Primary Production in the Ocean
Interannual variations in marine net primary production (NPP) contribute to the variability of available living marine resources, as well as influence critical carbon cycle processes. Here we provide a global overview of near-term (1 to 10 years) potential predictability of marine NPP using a novel set of initialized retrospective decadal forecasts from an Earth System Model. Interannual variations in marine NPP are potentially predictable in many areas of the ocean 1 to 3 years in advance, from temperate waters to the tropics, showing a substantial improvement over a simple persistence forecast. However, some regions, such as the subpolar Southern Ocean, show low potential predictability.We analyze how bottom-up drivers of marine NPP (nutrients, light, and temperature) contribute to its predictability. Regions where NPP is primarily driven by the physical supply of nutrients (e.g., subtropics) retain higher potential predictability than high-latitude regions where NPP is controlled by light and/or temperature (e.g., the Southern Ocean).We further examine NPP predictability in the world\u27s Large Marine Ecosystems. With a few exceptions, we show that initialized forecasts improve potential predictability of NPP in Large Marine Ecosystems over a persistence forecast and may aid to manage living marine resources
Quantifying the drivers of ocean-atmosphere CO2 fluxes
A mechanistic framework for quantitatively mapping the regional drivers of air-sea CO2 fluxes at a global scale is developed. The framework evaluates the interplay between (1) surface heat and freshwater fluxes that influence the potential saturated carbon concentration, which depends on changes in sea surface temperature, salinity and alkalinity, (2) a residual, disequilibrium flux influenced by upwelling and entrainment of remineralized carbon- and nutrient-rich waters from the ocean interior, as well as rapid subduction of surface waters, (3) carbon uptake and export by biological activity as both soft tissue and carbonate, and (4) the effect on surface carbon concentrations due to freshwater precipitation or evaporation. In a steady state simulation of a coarse-resolution ocean circulation and biogeochemistry model, the sum of the individually determined components is close to the known total flux of the simulation. The leading order balance, identified in different dynamical regimes, is between the CO2 fluxes driven by surface heat fluxes and a combination of biologically driven carbon uptake and disequilibrium-driven carbon outgassing. The framework is still able to reconstruct simulated fluxes when evaluated using monthly averaged data and takes a form that can be applied consistently in models of different complexity and observations of the ocean. In this way, the framework may reveal differences in the balance of drivers acting across an ensemble of climate model simulations or be applied to an analysis and interpretation of the observed, real-world air-sea flux of CO2
Women are more likely than men to blame structural factors for women's political under-representation: evidence from 27 countries
Over time, gender and politics research has made progress in identifying those factors that result in low numbers of women in political institutions and in making evidence-informed suggestions about how to ameliorate them. These factors include discrimination in party recruitment processes, male-dominated political culture and broader gender inequalities in society. In contrast, little is known about public opinion regarding these drivers of women's political under-representation, especially whether to who or what women assign blame for the under-representation of women in politics differs from men. This article provides the first discussion and analysis of blame assignment for women's numeric under-representation in politics. In doing so, it outlines and operationalises a framework that distinguishes between meritocratic explanations of women's under-representation, whereby the blame for women not holding political office in greater numbers is assigned to women themselves, and structural explanations, whereby social forces external to women are seen to result in their numeric under-representation. Cross-national data from 27 European countries is used to show that women are significantly more likely than men to assign blame for women's numeric under-representation to structural factors. The hierarchical nature of the dataset is exploited using multilevel models and significant differences in levels of structural blame assignment between countries is found as well as between-country variation in the probability of women assigning blame to structural explanations for women's under-representation. Finally, the category of structural explanations is disaggregated in order to assess their relative prominence and to provide strong corroborative evidence that women predominantly assign blame for women's under-representation to political culture over other structural blame factors. The article concludes with a discussion of the implications of the study's findings for policy makers contemplating the pursuit of gender equality policies aimed at increasing women's political representation and makes suggestions for the direction of future research in this area.</p
The seasonal cycle of ocean-atmosphere CO2 Flux in Ryder Bay, West Antarctic Peninsula
Approximately 15 million km2 of the Southern Ocean is seasonally ice covered, yet the processes affecting carbon cycling and gas exchange in this climatically important region remain inadequately understood. Here, 3 years of dissolved inorganic carbon (DIC) measurements and carbon dioxide (CO2) fluxes from Ryder Bay on the west Antarctic Peninsula (WAP) are presented. During spring and summer, primary production in the surface ocean promotes atmospheric CO2 uptake. In winter, higher DIC, caused by net heterotrophy and vertical mixing with Circumpolar Deep Water, results in outgassing of CO2 from the ocean. Ryder Bay is found to be a net sink of atmospheric CO2 of 0.59â0.94 mol C mâ2 yrâ1 (average of 3 years). Seasonal sea ice cover increases the net annual CO2 uptake, but its effect on gas exchange remains poorly constrained. A reduction in sea ice on the WAP shelf may reduce the strength of the oceanic CO2 sink in this region
Uninterested youth? Young people's attitudes towards party politics in Britain
Following the outcome of the 2001 and 2005 General Elections, when the numbers of abstainers outweighed the numbers of Labour voters on both occasions, much attention has focused upon the state of British democracy and how to enthuse the electorate, especially young people. While the government is exploring ways to make the whole process of voting easier, it may be failing to tackle the real problem - that youth appear to find the business of politics uninviting and irrelevant. This paper examines data derived from a nationwide survey of over 700 young people in order to shed light on what lies at the heart of young people's apparent disengagement from formal politics in Britain - political apathy or a sense of political alienation. The findings reveal that they support the democratic process, but are sceptical of the way the British political system is organised and led, and are turned off by politicians and the political parties. However, there is no uniform youth orientation to politics, and the data indicate that views differ according to social class, educational history, and also gender. However both ethnicity and region of the country in which young people live seem to have little influence in structuring political attitudes and behaviour
