    New opportunities of computer assessment of knowledge based on fractal modeling

    [EN] In this article the urgent problem of control systems modeling of professional competences and mathematical knowledge assessment of students is discussed. Pedagogical expediency in management of students` cognitive activity by using of new informational technologies instruments in monitoring and assessment of knowledge is proved. The possibility of fractal methods application in perfecting of the system of computer monitoring of mathematical knowledge of students as a part of the adaptive training systems is considered and realized. The design of the technology of computer monitoring of students` knowledge on the basis of fractal methods includes the following stages: development of cross-disciplinary fractal and organized base of key mathematical concepts; the creation of the expansible bank of educational and cognitive and research tasks, which is coordinated with fractal structure of the conceptual framework; the development of the program module, which is focused on individual estimation of quality of students` educational cognitive activity in two characteristics — depth of knowledge based on the Hurst exponent and the size of synergetic effect of educational cognitive activity. The software realization of technology of the computerized control of training in mathematical disciplines quality as a part of the adaptive training system is enabled in the programming language C#. The experience of implementation and operation of the controlling systems realized in the adaptive training systems based on the fractal model operation showed reliability of their work and allowed to increase the quality of educational process management and its effectiveness in general.     A Novel Method for Quantifying the Inhaled Dose of Air Pollutants Based on Heart Rate, Breathing Rate and Forced Vital Capacity

    To better understand the interaction of physical activity and air pollution exposure, it is important to quantify the change in ventilation rate incurred by activity. In this paper, we describe a method for estimating ventilation using easily-measured variables such as heart rate (HR), breathing rate (fB), and forced vital capacity (FVC). We recruited healthy adolescents to use a treadmill while we continuously measured HR, fB, and the tidal volume (VT) of each breath. Participants began at rest then walked and ran at increasing speed until HR was 160–180 beats per minute followed by a cool down period. The novel feature of this method is that minute ventilation (V_ E) was normalized by FVC. We used general linear mixed models with a random effect for subject and identified nine potential predictor variables that influence either V_ E or FVC. We assessed predictive performance with a five-fold cross-validation procedure. We used a brute force selection process to identify the best performing models based on cross-validation percent error, the Akaike Information Criterion and the p-value of parameter estimates. We found a two-predictor model including HR and fB to have the best predictive performance (V_ E/FVC = -4.247+0.0595HR+0.226fB, mean percent error = 8.1±29%); however, given the ubiquity of HR measurements, a one-predictor model including HR may also be useful (V_ E/FVC = -3.859+0.101HR, mean percent error = 11.3±36%)

    Capital investment of overseas Vietnamese to the economy of the Socialist Republic of Vietnam

    The paper explores the vital issues of attracting investment from Vietnamese emigrants of different generations to the economy of the present-day Vietnam. We give the definition of the Vietnamese Diaspora (Viet Kieu) and a short overview of emigrant waves. In addition, we explain how leaders of the Socialist Republic of Vietnam have interacted with overseas Vietnamese and their organizations in the field of economy over the years. The paper demonstrates geographic differences existing in this type of investment. Further, we outline the measures taken to encourage the Viet Kieu investment in the country’s economy as well as the success rate of these measures. Finally, we specify the barriers to investing in the national economy of Vietnam for "overseas fellow nationals"

    RUSSE'2018 : a shared task on word sense induction for the Russian language

    The paper describes the results of the first shared task on word sense induction (WSI) for the Russian language. While similar shared tasks were conducted in the past for some Romance and Germanic languages, we explore the performance of sense induction and disambiguation methods for a Slavic language that shares many features with other Slavic languages, such as rich morphology and free word order. The participants were asked to group contexts with a given word in accordance with its senses that were not provided beforehand. For instance, given a word “bank” and a set of contexts with this word, e.g. “bank is a financial institution that accepts deposits” and “river bank is a slope beside a body of water”, a participant was asked to cluster such contexts in the unknown in advance number of clusters corresponding to, in this case, the “company” and the “area” senses of the word “bank”. For the purpose of this evaluation campaign, we developed three new evaluation datasets based on sense inventories that have different sense granularity. The contexts in these datasets were sampled from texts of Wikipedia, the academic corpus of Russian, and an explanatory dictionary of Russian. Overall 18 teams participated in the competition submitting 383 models. Multiple teams managed to substantially outperform competitive state-of-the-art baselines from the previous years based on sense embeddings

    Problems of High-quality Doped Y2O3-ceramics Fabrication

    Tm:Y2O3 , Ho:Y2O3 and Yb:Y2O3 ceramic samples were fabricated using different heat treatments modes. La2O3 (0.5 mol.%) and ZrO2 (1.5 mol.%) were used as sintering additives. Based on the investigation of structural properties of obtained samples, annealing mode was adjusted, and another set of samples with better optical quality was fabricated. In-line transmittance of the latter samples is 70% at 400nm and 75.6% at 600nm.     Keywords: Y2O3 , laser ceramic

    Fabrication of YAG:RE (RE = Yb, Nd, Cr) Ceramics Using Divalent Sintering Aids

    High-quality YAG:RE (Yb, Nd, Cr) ceramics with CaO and MgO as sintering aids were manufactured by solid state reactive sintering method in vacuum. Influence of annealing temperature on optical properties was studied. This combination of sintering aids requires annealing temperatures at least 1300∘C to fully eliminate oxygen vacancies and at least 1400∘C to convert Cr3+ to Cr4+. It was found that annealing in oxidizing atmosphere creates strong changes in short wavelength transmittance.     Keywords: laser ceramics, Yttrium aluminium garnet, sintering aid
