Is American Public Administration Detached From Historical Context?: On the Nature of Time and the Need to Understand It in Government and Its Study
The study of public administration pays little attention to history. Most publications are focused on current problems (the present) and desired solutions (the future) and are concerned mainly with organizational structure (a substantive issue) and output targets (an aggregative issue that involves measures of both individual performance and organizational productivity/services). There is much less consideration of how public administration (i.e., organization, policy, the study, etc.) unfolds over time. History, and so administrative history, is regarded as a “past” that can be recorded for its own sake but has little relevance to contemporary challenges. This view of history is the product of a diminished and anemic sense of time, resulting from organizing the past as a series of events that inexorably lead up to the present in a linear fashion. Este artigo propõe uma classificação hierarquizada dos modelos utilizados na solução do problema de programação da produção intermitente do tipo job shop, incluindo tanto os que fornecem solução ótima, quanto os modelos heurísticos mais recentes baseados em métodos de busca estendida. Por meio dessa classificação obteve-se um painel amplo dos modelos existentes, evidenciando as diferentes abordagens do problema e suas soluções, com o objetivo de proporcionar uma orientação preliminar na escolha do modelo de job shop scheduling mais adequado.<br>This paper proposes a hierarchical model classification used in the job shop scheduling problem, including those that provide an optimal solution and the more recent ones based on heuristics, called extended search methods. A panel with the existing models is obtained by this classification, and solutions and approach differences are highlighted with the aim of a preliminary orientation on the choice of a more adequate job shop scheduling model

Data-driven estimation of the invisible energy of cosmic ray showers with the Pierre Auger Observatory
The determination of the primary energy of extensive air showers using the
fluorescence detection technique requires an estimation of the energy carried
away by particles that do not deposit all their energy in the atmosphere. This
estimation is typically made using Monte Carlo simulations and thus depends on
the assumed primary particle mass and on model predictions for neutrino and
muon production. In this work we present a new method to obtain the invisible
energy from events detected by the Pierre Auger Observatory. The method uses
measurements of the muon number at ground level, and it allows us to reduce
significantly the systematic uncertainties related to the mass composition and
the high energy hadronic interaction models, and consequently to improve the

Limits on point-like sources of ultra-high-energy neutrinos with the Pierre Auger Observatory
International audienceWith the Surface Detector array (SD) of the Pierre Auger Observatory we can detect neutrinos with energy between 1017 eV and 1020 eV from point-like sources across the sky, from close to the Southern Celestial Pole up to 60ˆ in declination, with peak sensitivities at declinations around ∼ −53ˆ and ∼+55ˆ, and an unmatched sensitivity for arrival directions in the Northern hemisphere. A search has been performed for highly-inclined air showers induced by neutrinos of all flavours with no candidate events found in data taken between 1 Jan 2004 and 31 Aug 2018. Upper limits on the neutrino flux from point-like steady sources have been derived as a function of source declination. An unrivaled sensitivity is achieved in searches for transient sources with emission lasting over an hour or less, if they occur within the field of view corresponding to the zenith angle range between 60ˆ and 95ˆ where the SD of the Pierre Auger Observatory is most sensitive to neutrinos
