The Economics of Subsidies in Ontarioâs Automotive Industry
We compare the choice between granting subsidies to the automotive industry and using the funds instead to implement a permanent reduction in the sales tax on capital goods, one of Ontarioâs most distortionary taxes. Our results depend critically upon how workers respond to the withdrawal of subsidies. Either workers agree to reduce their wages to offset the lost subsidies or they refuse to adjust. Our cost-benefit analysis shows the best outcome for the economy is to eliminate the subsidies, have workers adjust, and reduce the deadweight loss of taxation. The second-best outcome is to subsidize, maintain high wage levels in the industry, but forgo the benefits of tax reform. The worst outcome would be to withdraw subsidies, have workers refuse to adjust, and then experience lost employment and production. In contrast, the best outcome for the affected workers is to maintain high wages through subsidies. Therefore workers have an incentive to act strategically, by refusing to adjust their wages. For this reason, the governmentâs openness to subsidies likely contributes to an environment in which subsidies become inevitable.subsidies, Ontario, automotive sector

Structure of amphiphilic block copolymer micelles in aqueous dispersions
Two molecular weight series of Poly(butadiene)-Poly(ethylene oxide) diblock copolymers have been synthesised using anionic polymerisation techniques. The amphiphilic nature of the copolymers results in micelles being formed on dispersion in water. Dynamic light scattering was employed to ascertain the critical micelle concentration and micelle dimensions. Small-angle X-ray and neutron scattering were used to investigate high concentration dispersions providing micelle dimensions and an insight into the nature of the interactions between micelles from the structure factor, which develops at higher concentrations. The detailed model used polymer brush theory to fit the small-angle scattering data at low concentrations in the absence of interparticle interactions. Micelle dimensions determined by model fitting matched well with those predicted from theory. At higher concentrations when these interactions are dominant, a Yukawa potential between micelles was used to model the observed structure factor. The unsaturation of the poly(butadiene) chains comprising the core of the micelle facilitated post-polymerisation cross-linking of the core using a redox- initiated free-radical polymerisation at room temperature. Dynamic light scattering was employed to determine the micelle dimensions, with small angle X-ray and neutron scattering used to investigate higher concentration dispersions. The micelle cores were seen to contract by circa 10-40% upon cross-linking in relation to the virgin micelles, resulting in the junction points of the coronal chains on the surface of the micelle core coming closer together. Interestingly the thickness of the corona decreased in relation to the virgin micelles, a phenomenon due to the presence of inorganic ions from the cross-linking reaction reducing the thermodynamic quality of the solvent for the poly(ethylene oxide) brush, causing it to partially collapse
Visual Communications on the Road in Arkansas: Analysis of Secondary Students Videos
In the summer of 2010, the Visual Communications on the Road in Arkansas: Creative Photo and Video Projects to Promote Agriculture program was initiated. The program consisted of a two-week agricultural communications curriculum that would be taught by agricultural science teachers in Arkansas. The curriculum was composed of lessons about photography, writing, and videography, and the program introduced students to digital photography and videography equipment and the proper uses of equipment. Once the curriculum was taught in secondary schools, a mobile classroom unitâconsisting of a travel trailer, photography and videography equipment, and laptop computers equipped with editing softwareâwould visit the school to assist students with the creation of short promotional videos about agriculture. The student-created videos were used as a hands-on extension of the curriculum learned in the classroom. Completed videos were posted to YouTube and then analyzed to assess student application of competencies taught in the curriculum. The researchers created a coding sheet to systematically assess all posted videos and inter- and intrarater reliability was maintained. An analysis of data gathered from the video assessment showed that secondary students were able to effectively apply many of the techniques taught in the curriculum through the agricultural videos created. Additional findings and recommendations for application and future research are presented
