    Is there a crisis of participatory planning?

    The critical literature on participation warns that a focus on 'consensus' evades the political in planning, preventing citizens from confronting and challenging discourse and prevailing orthodoxy about the way the urban ought to be constituted. These critiques raise important questions about the efficacy of participatory planning and its political formation. Moreover, the extent to which citizen's participation can ever challenge dominant trajectories has reached a point of conceptual 'crisis'. In this article, I explore the different ways in which participation manifests from the politicising participatory moments in planning. Examining a single case study in Melbourne, Australia, I draw upon 15 key informant interviews with community campaigners who mounted a successful campaign to defeat the controversial East West Link road project. By examining the formal and informal political manifestations of participation over a period of 2 years, this article challenges the sentiment that there is a crisis of participatory planning. It shows how decisions to engage the citizenry in prescribed ways induce other manifestations and formations of citizen's participation through politics and how these manifestations garner a pervasive and influential trajectory to reshape participatory planning

    Delivering social housing: examining the nexus between social housing and democratic planning

    The construction of social housing in gentrifying neighbourhoods can ignite contestation, revealing tensions between economic imperatives, social policy and neighbourhood change. With a view to understanding how the convergence of these agendas preserve unpopular, but socially critical housing infrastructure, the aim of this paper is to explore how the challenges social housing implementation encounters across these agendas intersect with a broader agenda for local democratic planning. Using social housing as our empirical focus and directing attention to the gentrifying local government area of Port Phillip in Victoria, Australia, this paper reveals how a council's main asset to support implementation - its policy frameworks - creates an urban narrative of social inclusivity and diversity. Through this case, we illustrate how elected officials and some residents draw from these policies to interject into episodes of community contestation, which we argue presents opportunities to expose and renew commitments to social housing over space and time

    Negotiating strategic planning's transitional spaces: the case of 'guerrilla governance' in infrastructure planning

    Strategic planning can begin as a deliberative and inclusive process of plan making, but then transition into a decisive and exclusive process of investment and priority setting at the stage of implementation. Citizens who once participated in the formal plan making process through government-designed engagement events fade into the background in this critical latter part of strategic planning. At this point they must invent avenues to influence investment priorities. In the context of bicycle infrastructure planning and delivery in Sydney, Australia this paper examines how strategic plans that embrace cycling as an important transport mode translate into decisions to commit to some projects over others. The paper explores four ways community groups seek traction in a highly contentious and transitional space of planning through a process we call 'guerrilla governance'. Evoking aspects of advocacy and insurgent planning, guerrilla governance broadens how the term 'governance' is used within urban planning scholarship, by incorporating such 'legitimised' agitation from beyond government

    Transforming transport planning in the postpolitical era

    The aim of this paper is to examine how the postpolitical era of planning has created both binaries and intersections in the reimaging of transport futures and how the latter precipitates a redefinition of democratic transport prioritisation. Focusing particularly on the point in the transport planning process when urban transport priorities are identified, the paper explores how citizens respond to the inherently political, yet not always democratic, aspects of setting transport investment priorities. This relationship is investigated through a single case study of Melbourne, Australia where a six km inner city road tunnel was deemed a 'done deal' by elected officials in the lead up to a state election, removing the controversial project from open public scrutiny. Drawing upon ethnographic research and semi-structured interviews with community campaigners opposing the proposed East West Link road tunnel, this analysis reveals how community based groups and individual residents alike can evolve beyond NIMBY-focused agitation to garner a spatially dispersed re-politicisation of urban transport priorities. While the postpolitical framing of infrastructure delivery introduces a binary between state interventionist planning and citizen opposition, it is the mobilisation of action through the spaces of intersection where new political paradigms for transport planning are created

    Planning in the face of immovable subjects: a dialogue about resistance to development forces

    Urban development can often seem an irresistible force. The imperatives of development are deeply inscribed in the DNA of liberal capitalist societies. As well as realising profit-making opportunities for the private sector, urban change is a mechanism for (re)generating neighbourhoods, for providing public goods such as waste management, energy generation or public housing. The state may seek to mediate, ameliorate or shape development forces, thereby alleviating tensions and inequalities between divergent publics, and establishing claims to a greater public interest in certain forms of change. As it does so, state support may make development seem even more irresistible, especially if space for political challenge closes down. Yet, the seemingly irresistible force often summons seemingly immovable subjects of resistance: namely citizens and campaign groups who stand against planned changes and declare: ‘we shall not be moved’. Sometimes resistance dissolves with meaningful public input and project improvements; sometimes it remains steadfast in its opposition. The ‘immovable subjects’ who resist are mobilised by concerns to which we may be more or less sympathetic: perceived threats to valued place attachments and identities; outrage at environmental injustices; the desire to defend private property rights; racism and anti-immigrant sentiment. Whether singly or collectively, these claims and their nuanced interpretations can motivate intractable and sometimes violent opposition. The starting point for this Interface is a view that contemporary planning theory and practice continue to struggle with the complex and ambiguous political and ethical challenges posed by the forms of opposition that coalesce around state-mediated urban development. How can, and how should, the ‘essential injustices’ (Davy, 1997) that planning and development generate be managed and distributed? Can meaningful engagement with opposition address tensions and contribute to better outcomes? The implications for representative democracy and collaborative governance are no less profound: from the local to the global, resistance and opposition are central but also often disruptive to the democratic exercise of power.info:eu-repo/semantics/publishedVersio

    Cosmodynamics: Energy conditions, Hubble bounds, density bounds, time and distance bounds

    We refine and extend a programme initiated by one of the current authors [Science 276 (1997) 88; Phys. Rev. D56 (1997) 7578] advocating the use of the classical energy conditions of general relativity in a cosmological setting to place very general bounds on various cosmological parameters. We show how the energy conditions can be used to bound the Hubble parameter H(z), Omega parameter Omega(z), density rho(z), distance d(z), and lookback time T(z) as (relatively) simple functions of the redshift z, present-epoch Hubble parameter H_0, and present-epoch Omega parameter Omega_0. We compare these results with related observations in the literature, and confront the bounds with the recent supernova data.Comment: 21 pages, 2 figure

    Flat Tree-level Inflationary Potentials in Light of CMB and LSS Data

    We use cosmic microwave background and large scale structure data to test a broad and physically well-motivated class of inflationary models: those with flat tree-level potentials (typical in supersymmetry). The non-trivial features of the potential arise from radiative corrections which give a simple logarithmic dependence on the inflaton field, making the models very predictive. We also consider a modified scenario with new physics beyond a certain high-energy cut-off showing up as non-renormalizable operators (NRO) in the inflaton field. We find that both kinds of models fit remarkably well CMB and LSS data, with very few free parameters. Besides, a large part of these models naturally predict a reasonable number of e-folds. A robust feature of these scenarios is the smallness of tensor perturbations (r < 10^{-3}). The NRO case can give a sizeable running of the spectral index while achieving a sufficient number of e-folds. We use Bayesian model comparison tools to assess the relative performance of the models. We believe that these scenarios can be considered as a standard physical class of inflationary models, on a similar footing with monomial potentials.Comment: 42 LaTeX pages, 8 figure

    Electronic cigarettes: a survey of users

    <p>Abstract</p> <p>Background</p> <p>Little is known about users of electronic cigarettes, or their opinions, satisfaction or how and why they use such products.</p> <p>Methods</p> <p>An internet survey of 81 ever-users of ecigarettes in 2009. Participants answered open-ended questions on use of, and opinions about, ecigarettes.</p> <p>Results</p> <p>Respondents (73 current and 8 former users) lived in France, Canada, Belgium or Switzerland. Most respondents (77%) were men; 63% were former smokers and 37% were current smokers. They had used e-cigarettes for 100 days (median) and drew 175 puffs per day (median). Participants used the ecigarette either to quit smoking (53 comments), to reduce their cigarette consumption (14 comments), in order not to disturb other people with smoke (20 comments), or in smoke-free places (21 comments). Positive effects reported with ecigarettes included their usefulness to quit smoking, and the benefits of abstinence from smoking (less coughing, improved breathing, better physical fitness). Respondents also enjoyed the flavour of ecigarettes and the sensation of inhalation. Side effects included dryness of the mouth and throat. Respondents complained about the frequent technical failures of ecigarettes and had some concerns about the possible toxicity of the devices and about their future legal status.</p> <p>Conclusions</p> <p>Ecigarettes were used mainly to quit smoking, and may be helpful for this purpose, but several respondents were concerned about potential toxicity. There are very few published studies on ecigarettes and research is urgently required, particularly on the efficacy and toxicity of these devices.</p

    Considerations for management strategy evaluation for small pelagic fishes

    Management strategy evaluation (MSE) is the state-of-the-art approach for testing and comparing management strategies in a way that accounts for multiple sources of uncertainty (e.g. monitoring, estimation, and implementation). Management strategy evaluation can help identify management strategies that are robust to uncertainty about the life history of the target species and its relationship to other species in the food web. Small pelagic fish (e.g. anchovy, herring and sardine) fulfil an important ecological role in marine food webs and present challenges to the use of MSE and other simulation-based evaluation approaches. This is due to considerable stochastic variation in their ecology and life history, which leads to substantial observation and process uncertainty. Here, we summarize the current state of MSE for small pelagic fishes worldwide. We leverage expert input from ecologists and modellers to draw attention to sources of process and observation uncertainty for small pelagic species, providing examples from geographical regions where these species are ecologically, economically and culturally important. Temporal variation in recruitment and other life-history rates, spatial structure and movement, and species interactions are key considerations for small pelagic fishes. We discuss tools for building these into the MSE process, with examples from existing fisheries. We argue that model complexity should be informed by management priorities and whether ecosystem information will be used to generate dynamics or to inform reference points. We recommend that our list of considerations be used in the initial phases of the MSE process for small pelagic fishes or to build complexity on existing single-species models.publishedVersio
