    Population structure of Dioon purpusii Rose in Oaxaca, Mexico

    Cycads are currently suffering significant habitat loss from deforestation, agricultural expansion, and illegal harvesting. Dioon purpursii Rose has restricted distribution and small populations, which until now are endemic in the state of Oaxaca in Mexico, and it has been included in the category of threatened and vulnerable. Three sites with D. purpusii plants were located in the state of Oaxaca. Structural and dendrometric characteristics of the population and physiognomic, floristic and environmental characteristics of the forest community at each site were determined. Dendrometric variables were evaluated by an analysis of variance (ANOVA), and a similarity analysis between sites was applied to all characteristics, followed by a cluster analysis to express the relationships between sites. The population structure of the three sites is typical of species in which a great frequency of seedlings and juveniles suggests optimal microhabitat conditions for initial establishment. The results of the ANOVA showed that the most developed plants were found at Site 3, followed by Sites 1 and 2. The floristic composition corresponded to the type of tropical deciduous forest vegetation in the region, where D. purpusii formed part of the tree, shrub and herb layers. The phenogram resulting from the similarity and cluster analyses showed that Sites 1 and 2 are more similar (0.97), and Site 3 less similar to the other two (0.84). Although the population structure of D. purpusii at the three sites is similar to that found for other cycad species, the main threats are the small number of reproductive individuals, harvesting of leaves, and the constant threat of habitat alteration, like construction of roads, contributing to extinction.     Qualidade do gasto público brasileiro : uma análise dos gastos estaduais com saúde, educação e segurança

    O objetivo desta pesquisa é avaliar a qualidade do gasto público estadual brasileiro nas funções de saúde, educação e segurança pública no ano de 2016. Para isso é apresentada uma revisão das competências com relação ao financiamento e à execução da despesa das funções selecionadas. A partir da revisão da literatura sobre o tema, constrói-se 3 Índices, de Insumo, de Bem-estar e de Qualidade do Gasto Público (IQGP) para cada Unidade Federativa em relação a cada função analisada. Observou-se que para a saúde, maiores gastos na função resultam em maiores resultados de bem-estar. Para a função educação, se observa que índices de insumo baixos estão associados a níveis de bem-estar baixos, enquanto níveis de insumo altos geram retornos não proporcionais de bem-estar. Já em segurança pública, se observa que os estados com maiores gastos não necessariamente estão associados a melhores resultados de bem-estar. Por fim, com o objetivo de classificar relativamente a qualidade do gasto público nas Unidades Federativas, utiliza-se o critério, um estado com qualidade do gasto público alto, conforme definido neste trabalho, é todo aquele que apresenta IQGP superior à soma da média e do desvio padrão encontrados para cada função no ano de 2016. Assim, quatro estados apresentam alto IQGP em saúde: Rondônia, Acre, Tocantins e Mato Grosso do Sul. Seis estados com alto IQGP em educação: Rondônia, Acre, Amazonas, Tocantins, Espírito Santo e Santa Catarina. E por fim, quatro são estados com alto IQGP em segurança pública: Acre, Roraima, Tocantins e Paraíba.This work aims to evaluate the quality of public spending in Brazilian states regarding healthcare, education and public order and safety in the year of 2016. To do this, a revision of the competences relating to financing and executing the expenditure in all of those areas will be presented. After that, the different concepts of quality in public spending and the particular results obtained by other papers comprehending this issue will be analyzed. At last, some measurement will be made, using data coming from each of Brazilian states to construct indicators of public expenditure quality for the three addressed areas. The results show that, for healthcare, bigger spending means higher levels of welfare. When it comes to education, it is shown that lower levels of input generate lower levels of welfare, whilst higher levels of input are followed by non-proportional returns on the welfare level. For public order and safety, on the other hand, the data show that bigger spending is not necessarily linked to higher results in terms of welfare. To conclude, the criteria used to relatively classify the different states as having a good quality on public spending is to determine which of them present the indicator “Índice de Qualidade do Gasto Público” (IQGP) above the average – added to the respective standard deviation – for each of the areas analyzed. Thus, it is possible to conclude that the states with a high quality in public spending in healthcare are: Rondônia, Acre, Tocantins and Mato Grosso do Sul. The states with a high quality of expenditure in education are: Rondônia, Acre, Amazonas, Tocantins, Espírito Santo and Santa Catarina. And, ultimately, states with a high IGQP regarding public order and safety are: Acre, Roraima, Tocantins and Paraíba

    En las prácticas de educación física escolar, entre otras, se presentan desde hace más de diez años, nuevos cuerpos, con algo que los marca diferentes, con un rasgo particular, muy distinto a lo instalado en los cuerpos que ya estaban presentes en dichas prácticas. The iridium–butane-1,4- diyl ring has an envelope conformation. This ring is disordered because alternately the second or the third C atom of the butane-1,4-diyl fragment function as an envelope flap atom (the occupancy ratio is 1:1).
