    "Moscow's hegemonic stance on the post-Soviet space and its provocations in Ukraine force the European Union to find strategic clarity in its eastern neighbourhood. Often in the midst of discontinuous internal reform processes, the countries to the Union's east find themselves hanging between a vague "wider Europe" proposal from Brussels and Moscow's increasingly forceful idea of a "wider Russia". At the May 2015 Riga Summit the EU heads of state and government will meet with their counterparts from the Eastern Partnership, including the new associates Moldova, Georgia and Ukraine. The EU should grant these countries political guarantees, material assistance and European perspectives. But the European Union can only develop bilateral and plurilateral European perspectives if it faces up to the Russian factor and realigns its relations with Moscow on the Eastern Policy triangle of stability, cooperation and norm-driven transformation."(Autorenreferat

    Unpacking equity for protected area conservation

    There have been numerous calls to ensure that protected areas are governed and managed in an equitable manner. While there has been progress on assessing management effectiveness, there has been less headway on defining the equitable part of the equation. Here we propose a framework for advancing equity in the context of protected area conservation that was developed through a process of expert workshops and consultation and then validated at three sites in East Africa. The framework comprises three key dimensions (recognition, procedure and distribution) and 16 principles embedded in a set of enabling conditions, which we illustrate with reference to case studies. We go on to present the case for shifting the framing of protected area conservation from a livelihoods framing to an equity framing, justifying this from both a moral (normative) and instrumental perspective. Finally, we show how equity relates to a number of other key concepts (management effectiveness, governance and social impact) and related assessment tools in protected area conservation, before outlining a step-wise process for using the framework to advance equity in protected area conservation

    Towards Learning Terminological Concept Systems from Multilingual Natural Language Text

    Terminological Concept Systems (TCS) provide a means of organizing, structuring and representing domain-specific multilingual information and are important to ensure terminological consistency in many tasks, such as translation and cross-border communication. While several approaches to (semi-)automatic term extraction exist, learning their interrelations is vastly underexplored. We propose an automated method to extract terms and relations across natural languages and specialized domains. To this end, we adapt pretrained multilingual neural language models, which we evaluate on term extraction standard datasets with best performing results and a combination of relation extraction standard datasets with competitive results.     Oral Health Knowledge and Attitudes of Elementary Schoolteachers in Michigan

    Teachers at elementary schools in two areas (urban and rural) of Michigan were surveyed to determine their sources of information about oral health and their knowledge and attitudes about dental diseases and disease prevention. Questionnaires were completed by 404 teachers (62% response rate). More than 80 percent of respondents from both areas were female. Demographic characteristics that were significantly different between groups included: median ages of urban and rural respondents (P<.01), median numbers of years in teaching (P<.01), and median years in residence (P<.03). Despite these differences, responses to the questionnaire varied little. For both groups, the most frequently cited sources of information about dental health were dentist's office (82%), followed by magazines and books (74%). The teachers considered preventing tooth decay as the most important reason for good oral hygiene. When asked to rank the effectiveness of ten methods of preventing caries in children, teachers ranked efficacious methods such as fluoridated water and pit and fissure sealants lower than making regular dental visits and reducing intake of sugared foods. Asked to rank the most effective method for children to receive fluoride, urban respondents ranked fluoridated water first, while rural respondents ranked this measure third.     The United Nations Basic Space Science Initiative: The TRIPOD concept

    Since 1990, the United Nations is annually holding a workshop on basic space science for the benefit of the worldwide development of astronomy. Additional to the scientific benefits of the workshops and the strengthening of international cooperation, the workshops lead to the establishment of astronomical telescope facilities through the Official Development Assistance (ODA) of Japan. Teaching material, hands-on astrophysics material, and variable star observing programmes had been developed for the operation of such astronomical telescope facilities in an university environment. This approach to astronomical telescope facility, observing programme, and teaching astronomy has become known as the basic space science TRIPOD concept. Currently, a similar TRIPOD concept is being developed for the International Heliophysical Year 2007, consisting of an instrument array, data taking and analysis, and teaching space science.Comment: 8 pages, LaTe
