    The robustness of flood insurance regimes given changing risk resulting from climate change

    The changing risk of flooding associated with climate change presents different challenges for the different flood insurance market models in use around the world, which vary in respect of consumer structure and their risk transfer mechanism. A review of international models has been undertaken against three broad criteria for the functioning and sustainability of a flood insurance scheme: knowing the nature of the insurable risk; the availability of an insurable population; and the presence of a solvent insurer. The solvency of insurance markets appears strong, partly because insurers and reinsurers can choose to exclude markets which would give rise to insolvency or can diversify their portfolios to include offsetting perils. Changing risk may threaten solvency if increasing risk is not recognised and adjusted for but insurability of flood risk may be facilitated by the use of market based and hybrid schemes offering greater diversification and more flexibility. While encouragement of mitigation is in theory boosted by risk based pricing, availability and affordability of insurance may be negatively impacted. This threatens the sustainability of an insurable population, therefore the inclusion of the state in partnership is beneficial in ensuring continuity of cover, addressing equity issues and incentivising mitigation

    Evidence for improved urban flood resilience by sustainable drainage retrofit

    The rapid growth of cities under modern development pressure has resulted in surface water flooding becoming an increasing hazard and future climate change uncertainties may exacerbate this threat still further: retrofitting sustainable drainage systems to attenuate stormwater runoff has been advocated as part of an integrated solution required to address this problem. Many of these adaptations not only enhance a community’s resilience to flooding, but may also offer additional benefits in terms of improved environmental amenity and quality of life. The evidence base for sustainable drainage is critically evaluated in respect of the implications for urban planning, as applied to existing housing stocks and business properties in urban areas worldwide. It is concluded that this approach can make a substantial contribution towards urban resilience as part of an integrated approach to managing extreme storms. This will be of interest to urban planners and designers considering the implementation of integrated flood risk management

    Euclidean Gibbs states of interacting quantum anharmonic oscillators

    A rigorous description of the equilibrium thermodynamic properties of an infinite system of interacting ν\nu-dimensional quantum anharmonic oscillators is given. The oscillators are indexed by the elements of a countable set LRd\mathbb{L}\subset \mathbb{R}^d, possibly irregular; the anharmonic potentials vary from site to site. The description is based on the representation of the Gibbs states in terms of path measures -- the so called Euclidean Gibbs measures. It is proven that: (a) the set of such measures Gt\mathcal{G}^{\rm t} is non-void and compact; (b) every μGt\mu \in \mathcal{G}^{\rm t} obeys an exponential integrability estimate, the same for the whole set Gt\mathcal{G}^{\rm t}; (c) every μGt\mu \in \mathcal{G}^{\rm t} has a Lebowitz-Presutti type support; (d) Gt\mathcal{G}^{\rm t} is a singleton at high temperatures. In the case of attractive interaction and ν=1\nu=1 we prove that Gt>1|\mathcal{G}^{\rm t}|>1 at low temperatures. The uniqueness of Gibbs measures due to quantum effects and at a nonzero external field are also proven in this case. Thereby, a qualitative theory of phase transitions and quantum effects, which interprets most important experimental data known for the corresponding physical objects, is developed. The mathematical result of the paper is a complete description of the set Gt\mathcal{G}^{\rm t}, which refines and extends the results known for models of this type.Comment: 60 page

    Perturbation of Chromatin Structure Globally Affects Localization and Recruitment of Splicing Factors

    Chromatin structure is an important factor in the functional coupling between transcription and mRNA processing, not only by regulating alternative splicing events, but also by contributing to exon recognition during constitutive splicing. We observed that depolarization of neuroblastoma cell membrane potential, which triggers general histone acetylation and regulates alternative splicing, causes a concentration of SR proteins in nuclear speckles. This prompted us to analyze the effect of chromatin structure on splicing factor distribution and dynamics. Here, we show that induction of histone hyper-acetylation results in the accumulation in speckles of multiple splicing factors in different cell types. In addition, a similar effect is observed after depletion of the heterochromatic protein HP1α, associated with repressive chromatin. We used advanced imaging approaches to analyze in detail both the structural organization of the speckle compartment and nuclear distribution of splicing factors, as well as studying direct interactions between splicing factors and their association with chromatin in vivo. The results support a model where perturbation of normal chromatin structure decreases the recruitment efficiency of splicing factors to nascent RNAs, thus causing their accumulation in speckles, which buffer the amount of free molecules in the nucleoplasm. To test this, we analyzed the recruitment of the general splicing factor U2AF65 to nascent RNAs by iCLIP technique, as a way to monitor early spliceosome assembly. We demonstrate that indeed histone hyper-acetylation decreases recruitment of U2AF65 to bulk 3' splice sites, coincident with the change in its localization. In addition, prior to the maximum accumulation in speckles, ∼20% of genes already show a tendency to decreased binding, while U2AF65 seems to increase its binding to the speckle-located ncRNA MALAT1. All together, the combined imaging and biochemical approaches support a model where chromatin structure is essential for efficient co-transcriptional recruitment of general and regulatory splicing factors to pre-mRNA

    Understanding influence and action in Learning and Action Alliances: Experience from the Newcastle Blue‐Green vision

    The Learning and Action Alliance (LAA) framework is increasingly valued as an approach to facilitate social learning and action by enabling collaboration within and between organisations, breaking down barriers to information sharing and facilitating co‐development of innovative visions to address key environmental and societal challenges. While the social learning potential of LAAs has been documented in detail, the role of ‘action’ is relatively unexplored and there is little research into how LAAs might evolve over time to ensure longevity. Here, we explore the key achievements and limitations of the Newcastle LAA (established in 2014) through interviews with 15 LAA members. We find that interpretations of the concept of ‘action’ influences perceptions of the LAA's success. We update the structural framework of the LAA and expand the implementation phase to better reflect the agents of change that impact the LAAs' ability to apply their vision to demonstration projects. Finally, we explore the longevity of the Newcastle LAA and conclude that after running for 8 years, there may be a cyclical nature to whole‐group visioning and a move towards greater intra‐organisational learning. This demonstrates a shift in the primary role of the LAA over time, from learning towards greater influence and action
