    Caractéristiques d'un système financier informel au Cameroun anglophone

    La ville de Muea regroupe une soixantaine d'associations financières informelles qui récupèrent 90% de l'épargne des ménages, soit près de 400 millions de francs CFA par an (20% du PIB de la ville). La crise et l'absence dans la ville du système financier formel ne sont pas suffisants pour expliquer leur succès. Les associations financières de Muea se caractérisent en effet par une offre de services sociaux et financiers diversifiés qui permettent de répartir à la fois les besoins mais aussi les risques. Elles ont aussi développé un système de gestion et de contrôle appuyé sur une législation interne rigoureuse et une pression sociale omniprésente. La ville dispose ainsi d'un système de financement complexe constitué d'une épargne de précaution sociale, d'une épargne d'investissement et à objet social, et d'une assurance sociale.     Volunteers, Families and Children in Need: An Evaluation of Family Friends

    This paper explores the findings from a small-scale research project that analysed the impact of Family Friends – a voluntary agency that provides support to families under stress who have children aged between 5 and 11 years. The study, funded by Family Friends, evaluated service users' perceptions of the support they received, specifically in relation to the significance and impact of the volunteer befrienders. The research identified that there are a proportion of families in need who fail to attract services from mainstream statutory agencies. It also identified that the Family Friends voluntary agency makes a particular contribution to service provision by offering a friendly, non-stigmatizing, caring and responsive service

    Theory of Luminescent Emission in Nanocrystal ZnS:Mn with an Extra Electron

    We consider the effect of an extra electron injected into a doped quantum dot ZnS:Mn2+ZnS:Mn^{2+}. The Coulomb interaction and the exchange interaction between the extra electron and the states of the Mn ion will mix the wavefunctions, split the impurity energy levels, break the previous selection rules and change the transition probabilities. Using this model of an extra electron in the doped quantum dot, we calculated the energy and the wavefunctions, the luminescence probability and the transition lifetime and compare with the experiments. Our calculation shows that two orders of magnitudes of lifetime shortening can occur in the transition 4T16A1^4T_1-^6A_1 when an extra electron is present.Comment: 15 pages, 2 Figs No change in Fig

    Theoretical study of O adlayers on Ru(0001)

    Recent experiments performed at high pressures indicate that ruthenium can support unusually high concentrations of oxygen at the surface. To investigate the structure and stability of high coverage oxygen structures, we performed density functional theory calculations, within the generalized gradient approximation, for O adlayers on Ru(0001) from low coverage up to a full monolayer. We achieve quantitative agreement with previous low energy electron diffraction intensity analyses for the (2x2) and (2x1) phases and predict that an O adlayer with a (1x1) periodicity and coverage of 1 monolayer can form on Ru(0001), where the O adatoms occupy hcp-hollow sites.Comment: RevTeX, 6 pages, 4 figure

    Possible seismo-ionosphere perturbations revealed by VLF signals collected on ground and on a satellite

    The results of the monitoring of three VLF/LF signals collected in Petropavlovsk station (Kamchatka, Russia) and one VLF signal collected on board of the DEMETER French satellite are presented. Two periods of the seismic activity occurred in the Japan-Kamchatka area during November–December 2004 and July–September 2005 were investigated and the earthquakes with M≥6.0 in the Japan-Kamchatka area, located inside one or more of the third Fresnel zones of the three radio paths were considered. The ground data were analysed using residual signal of phase <i>dP</i> or of amplitude <i>dA</i>, defined as the difference between the signal and the average of few quiet days (±5 days) immediately preceding or following the current day. Also the satellite data were processed by a method based on the difference between the real signal and the reference one, but in order to obtain this last signal it was necessary to construct previously a model of the signal distribution over the selected area. The method consists: (a) in averaging all the data available in the considered region over a period characterized by low level seismicity, regardless of the global disturbances, in particular, of the magnetic activity; (b) in computing a polynomial expression for the surface as a function of the longitude and the latitude. The model well describes the real data in condition of their completeness and in absence of magnetic storms or seismic forcing. In the quoted periods of seismic activity clear anomalies both in the ground and in satellite data were revealed. The influence of the geomagnetic activity cannot to be excluded, but the seismic forcing seems more probable

    A combinatorial algorithm for microbial consortia synthetic design

    International audienceSynthetic biology has boomed since the early 2000s when it started being shown that it was possible to efficiently synthetize compounds of interest in a much more rapid and effective way by using other organisms than those naturally producing them. However, to thus engineer a single organism, often a microbe, to optimise one or a collection of metabolic tasks may lead to difficulties when attempting to obtain a production system that is efficient, or to avoid toxic effects for the recruited microorganism. The idea of using instead a microbial consortium has thus started being developed in the last decade. This was motivated by the fact that such consortia may perform more complicated functions than could single populations and be more robust to environmental fluctuations. Success is however not always guaranteed. In particular, establishing which consortium is best for the production of a given compound or set thereof remains a great challenge. This is the problem we address in this paper. We thus introduce an initial model and a method that enable to propose a consortium to synthetically produce compounds that are either exogenous to it, or are endogenous but where interaction among the species in the consortium could improve the production line. Synthetic biology has been defined by the European Commission as " the application of science, technology, and engineering to facilitate and accelerate the design, manufacture, and/or modification of genetic materials in living organisms to alter living or nonliving materials ".     Anthropogenic Space Weather

    Anthropogenic effects on the space environment started in the late 19th century and reached their peak in the 1960s when high-altitude nuclear explosions were carried out by the USA and the Soviet Union. These explosions created artificial radiation belts near Earth that resulted in major damages to several satellites. Another, unexpected impact of the high-altitude nuclear tests was the electromagnetic pulse (EMP) that can have devastating effects over a large geographic area (as large as the continental United States). Other anthropogenic impacts on the space environment include chemical release ex- periments, high-frequency wave heating of the ionosphere and the interaction of VLF waves with the radiation belts. This paper reviews the fundamental physical process behind these phenomena and discusses the observations of their impacts.Comment: 71 pages, 35 figure

    The STAFF-DWP wave instrument on the DSP equatorial spacecraft: description and first results

    The STAFF-DWP wave instrument on board the equatorial spacecraft (TC1) of the Double Star Project consists of a combination of 2 instruments which are a heritage of the Cluster mission: the Spatio-Temporal Analysis of Field Fluctuations (STAFF) experiment and the Digital Wave-Processing experiment (DWP). On DSP-TC1 STAFF consists of a three-axis search coil magnetometer, used to measure magnetic fluctuations at frequencies up to 4 kHz and a waveform unit, up to 10 Hz, plus snapshots up to 180 Hz. DWP provides several onboard analysis tools: a complex FFT to fully characterise electromagnetic waves in the frequency range 10 Hz-4 kHz, a particle correlator linked to the PEACE electron experiment, and compression of the STAFF waveform data. The complementary Cluster and TC1 orbits, together with the similarity of the instruments, permits new multi-point studies. The first results show the capabilities of the experiment, with examples in the different regions of the magnetosphere-solar wind system that have been encountered by DSP-TC1 at the beginning of its operational phase. An overview of the different kinds of electromagnetic waves observed on the dayside from perigee to apogee is given, including the different whistler mode waves (hiss, chorus, lion roars) and broad-band ULF emissions. The polarisation and propagation characteristics of intense waves in the vicinity of a bow shock crossing are analysed using the dedicated PRASSADCO tool, giving results compatible with previous studies: the broad-band ULF waves consist of a superimposition of different wave modes, whereas the magnetosheath lion roars are right-handed and propagate close to the magnetic field. An example of a combined Cluster DSP-TC1 magnetopause crossing is given. This first case study shows that the ULF wave power intensity is higher at low latitude (DSP) than at high latitude (Cluster). On the nightside in the tail, a first wave event comparison - in a rather quiet time interval - is shown. It opens the doors to future studies, such as event timing during substorms, to possibly determine their onset location
