    The New Constitution of Russia: Main Principles and Features

    On December 12,1993, the new Constitution of Russia was approved by the people who voted for it at the referendum. This Constitution will replace an old one which was adopted in 1978, when Russia was one of the Republics of the USSR. [...] The new Constitution consists of one hundred thirty-seven (137) articles. It is impossible to describe all of them in detail. However, there are some provisions which are crucial for the future constitutional development of the country. The new Constitution should be the Bridge to Democracy. In the words of President Yeltsin, it is a touchstone in Russia\u27s transition from totalitarian dictatorship to democracy. [This article aims to describe some of these provisions.

    Thermal Raman study of Li4Ti5O12 and discussion about the number of its characteristic bands

    Lithium battery industry is booming, and this fast growth should be supported by developing industry friendly tools to control the quality of positive and negative electrode materials. Raman spectroscopy was shown to be a cost effective and sensitive instrument to study defects and heterogeneities in lithium titanate, popular negative electrode material for high power applications, but there are still some points to be clarified. This work presents a detailed thermal Raman study for lithium titanate and discusses the difference of the number of predicted and experimentally observed Raman-active bands. The low temperature study and the analysis of thermal shifts of bands positions during heating let us to conclude about advantages of the proposed approach with surplus bands and recommend using shifts of major band to estimate the sample heating

    Regulation of flavonoid biosynthesis in representatives of the tribe Phaseoleae DC.

    Flavonoids play a crucial role in plant metabolism. Many of them have antioxidant activity, and they are also pigments that render a variety of colors to plant tissues. Foods rich in flavonoid compounds are considered as functional components of a healthy diet. Currently, there is an increased interest in studying genetic mechanisms underlying the coloration of plants. Flavonoid biosynthesis pathways are controlled by two groups of genes. Structural genes encode enzymes, while regulatory genes are responsible for transcription factors that activate the expression of structural genes. Transcription factors that belong to R2R3-Myb, bHLH-Myc and WDR families form the ternary MBW complex, which is involved in regulating the expression of structural genes of flavonoid biosynthesis. The mechanisms of regulation of the anthocyanins and proanthocyanidin biosynthesis by the MBW complex are described in detail for the model plant Arabidopsis thaliana L. This review summarizes data on the regulation of phenolic pigment biosynthesis and the features of phenolic pigment accumulation in plant tissues in the main representatives of the Phaseoleae tribe: soybean Glycine max (L.) Merr., common bean Phaseolus vulgaris L., adzuki bean Vigna angularis (Willd.) Ohwi & Ohashi, and cowpea V. unguiculata (L.) Walp. The species discussed in this review are the most important food legumes in many countries of the world and they comprise the staple food in diets of millions of people. Identification and characterization of the genes controlling the flavonoid biosynthesis pathways are necessary for successful breeding of modern varieties with an increased dietary value. Identification of the flavonoid accumulation patterns is essential for solving the problem of broadening the diversity of plant products

    International network interaction within the project «Global understanding»: educational and research opportunities

    An experience of the international network interaction, which is carried out in the Psychological Institute of USPU within the project «Global Understanding» (East Caroline University, USA) since 2012, is generalized. The organizational and technical conditions are considered which are necessary for project implementation.     Phylogeny and Diversification Patterns among Vesicomyid Bivalves

    Vesicomyid bivalves are among the most abundant and diverse symbiotic taxa in chemosynthetic-based ecosystems: more than 100 different vesicomyid species have been described so far. In the present study, we investigated the phylogenetic positioning of recently described vesicomyid species from the Gulf of Guinea and their western Atlantic and Pacific counterparts using mitochondrial DNA sequence data. The maximum-likelihood (ML) tree provided limited support for the recent taxonomic revision of vesicomyids based on morphological criteria; nevertheless, most of the newly sequenced specimens did not cluster with their morphological conspecifics. Moreover, the observed lack of geographic clustering suggests the occurrence of independent radiations followed by worldwide dispersal. Ancestral character state reconstruction showed a significant correlation between the characters “depth” and “habitat” and the reconstructed ML phylogeny suggesting possible recurrent events of ‘stepwise speciation’ from shallow to deep waters in different ocean basins. This is consistent with genus or species bathymetric segregation observed from recent taxonomic studies. Altogether, our results highlight the need for ongoing re-evaluation of the morphological characters used to identify vesicomyid bivalves

    NEW ASPECTS OF RUSSIAN NATIONAL SECURITY SYSTEM IN THE CONDITIONS OF PEACEFUL WAR

    Abstract Purpose: The aim of the present article is to identify new dangers and threats posed by the state of peaceful war, which is inherent in the information network society, as well as corresponding to these threats’ new aspects of Russia's national security. Methodology: As research methodology we use an interdisciplinary research strategy, a topological approach, a synergy paradigm, the concept of the Internet of things, the theory of cultural-historical psychology, the concept of positive construction of social reality, propositions of quantum sociology, the concept of “peaceful war” (“hybrid war”, “multidimensional war”), strategies and methods for implementing the systemic nature of Russia's national security. Result: The result is that new aspects of Russia's national security, connected with the “peaceful war”, peculiarities of the impact of new information and communication technologies (ICT) and the Internet of Things as a global computing system (network of networks) on human consciousness, giving specific features to the system of security, and, first of all, its information, psychological, military, cultural and educational components, are shown for the first time. Applications: The application of interdisciplinary, topological and synergistic approaches makes it possible to find out the peculiarities of the impact of ICT and Internet of Things on human consciousness, which functions in accordance with the Mobius band metaphor. Novelty/Originality: The scientific novelty consists in an attempt to apply the concept of “peaceful war”, encompassing all spheres of public life, in order to develop an adequate system for ensuring Russia's national security
