Current Wildland Fire Patterns and Challenges in Europe : A Synthesis of National Perspectives
Changes in climate, land use, and land management impact the occurrence and severity of wildland fires in many parts of the world. This is particularly evident in Europe, where ongoing changes in land use have strongly modified fire patterns over the last decades. Although satellite data by the European Forest Fire Information System provide large-scale wildland fire statistics across European countries, there is still a crucial need to collect and summarize in-depth local analysis and understanding of the wildland fire condition and associated challenges across Europe. This article aims to provide a general overview of the current wildland fire patterns and challenges as perceived by national representatives, supplemented by national fire statistics (2009-2018) across Europe. For each of the 31 countries included, we present a perspective authored by scientists or practitioners from each respective country, representing a wide range of disciplines and cultural backgrounds. The authors were selected from members of the COST Action "Fire and the Earth System: Science & Society" funded by the European Commission with the aim to share knowledge and improve communication about wildland fire. Where relevant, a brief overview of key studies, particular wildland fire challenges a country is facing, and an overview of notable recent fire events are also presented. Key perceived challenges included (1) the lack of consistent and detailed records for wildland fire events, within and across countries, (2) an increase in wildland fires that pose a risk to properties and human life due to high population densities and sprawl into forested regions, and (3) the view that, irrespective of changes in management, climate change is likely to increase the frequency and impact of wildland fires in the coming decades. Addressing challenge (1) will not only be valuable in advancing national and pan-European wildland fire management strategies, but also in evaluating perceptions (2) and (3) against more robust quantitative evidence.Peer reviewe
Management of investment-construction projects basing on the matrix of key events
The article considers the current problematic issues in the management of investment-construction projects, examines the questions of efficiency increase of construction operations on the basis of the formation of a reflex-adaptive organizational structure. The authors analyzed the necessity of forming a matrix of key events in the investment-construction project (ICP), which will create the optimal structure of the project, basing on the work program for its implementation. For convenience of representing programs of the project implementation in time the authors make recommendations to consolidate the works into separate, economically independent functional blocks. It is proposed to use an algorithm of forming the matrix of an investment-construction project, considering the economic independence of the functional blocks and stages of the ICP implementation. The use of extended network model is justified, which is supplemented by organizational and structural constraints at different stages of the project, highlighting key events fundamentally influencing the further course of the ICP implementation
ELIMINATION OF THE DISADVANTAGES OF SCHEDULING-NETWORK PLANNING BY APPLYING THE MATRIX OF KEY PROJECT EVENTS
The article discusses the current disadvantages of the scheduling-network planning in the management of the terms of investment-construction project. Problems associated with the construction of the schedule and the definitions of the duration of the construction project are being studied. The problems of project management for the management apparatus are shown, which consists in the absence of mechanisms for prompt response to deviations in the parameters of the scheduling-network diagram. A new approach to planning the implementation of an investment-construction project based on a matrix of key events and a rejection of the current practice of determining the duration based on inauthentic regulatory data. An algorithm for determining the key events of the project is presented. For increase the reliability of the organizational structure, the load factor of the functional block in the process of achieving the key event is proposed. Recommendations for improving the interaction of the participants in the investment-construction project are given

Clinical and Functional Characteristics of the E92K <i>CFTR</i> Gene Variant in the Russian and Turkish Population of People with Cystic Fibrosis
The pathogenic variant E92K (c.274G > A) of the CFTR gene is rare in America and Europe, but it is common for people with cystic fibrosis from Russia and Turkey. We studied the effect of the E92K genetic variant on the CFTR function. The function of the CFTR channel was studied using the intestinal current measurements (ICM) method. The effects of CFTR modulators on the restoration of the CFTR function were studied in the model of intestinal organoids. To assess the effect of E92K on pre-mRNA splicing, the RT-PCR products obtained from patients’ intestinal organoid cultures were analyzed. Patients with the genetic variant E92K are characterized by an older age of diagnosis compared to homozygotes F508del and a high frequency of pancreatic sufficiency. The results of the sweat test and the ICM method showed partial preservation of the function of the CFTR channel. Functional analysis of CFTR gene expression revealed a weak effect of the E92K variant on mRNA-CFTR splicing. Lumacaftor (VX-809) has been shown to restore CFTR function in an intestinal organoid model, which allows us to consider the E92K variant as a promising target for therapy with CFTR correctors
