Linking of the mini-computer Electronik-100I and NR-9821A
The means of transmitting digital information from the computer E-100I to the desk top calculator NR-9821A with the help of an intermediate carrier of information (perforated tape) is described. The means of removal of information from the computer E-100I in a form which is understandable for the NR-9821A are given. Instructions for the use and programming of the transcription of information onto magnetic tape from the perforated tape and from the keyboard of the calculator are included

Models of Decision Choices of the Tax-Paying Scheme for a Small Enterprise
The existence and profitability of a small enterprise depend on its tax-paying method. In the paper a mathematically sound but simple enough algorithm is suggested for a choice of the best tax-paying scheme of a small enterprise. It allows comparing different variants of tax-paying schemes in the express-analysis regime and then choosing the optimal one with the minimum tax assignment sum being a criterion of optimization.Federalism; decentralization; Russia
Some Fundamental Aspects about Lipschitz Continuity of Neural Network Functions
Lipschitz continuity is a simple yet crucial functional property of any
predictive model for it lies at the core of the model's robustness,
generalisation, as well as adversarial vulnerability. Our aim is to thoroughly
investigate and characterise the Lipschitz behaviour of the functions realised
by neural networks. Thus, we carry out an empirical investigation in a range of
different settings (namely, architectures, losses, optimisers, label noise, and
more) by exhausting the limits of the simplest and the most general lower and
upper bounds. Although motivated primarily by computational hardness results,
this choice nevertheless turns out to be rather resourceful and sheds light on
several fundamental and intriguing traits of the Lipschitz continuity of neural
network functions, which we also supplement with suitable theoretical
arguments. As a highlight of this investigation, we identify a striking double
descent trend in both upper and lower bounds to the Lipschitz constant with
increasing network width -- which tightly aligns with the typical double
descent trend in the test loss. Lastly, we touch upon the seeming
(counter-intuitive) decline of the Lipschitz constant in the presence of label
noise
The role of Russia in the world education market
This article considers the features of the education market formation. It is shown that the undoubted leaders by number of foreigners involved in educational projects are Western European countries (Germany, France, Great Britain) and North American countries (USA and Canada). Â Currently, the world education market reflects the patterns of interaction between producers, providers and users of educational services. The current education system is aimed at meeting the demand of foreign citizens on educational services through the use of a whole set of technologies related to improving skills and competitiveness of labor market specialists. It is proved that the leading market is associated with attracting foreign students to obtain higher education in Russia.
